Ignacio Gregorio Comonfort de los Ríos (Spanish pronunciation: [iɣˈnasjo komoɱˈfoɾ ðe los ˈri.os]; 12 March 1812 – 13 November 1863), also known as Ignacio Comonfort, was a Mexican politician and soldier who was also president during La Reforma.

He played a leading role in the liberal movement under the Plan of Ayutla to overthrow the dictatorship of Santa Anna in 1855; he then served in the cabinet of the new president, Juan Álvarez. Comonfort was a moderate liberal and assumed the presidency when Álvarez stepped down after only a few months. The Constitution of 1857 was drafted during his presidency, incorporating changes enacted in individual laws of the Liberal Reform. The constitution was met with opposition from conservatives as its forceful anticlerical provisions undermined the economic power and privileged status of the Catholic Church as an institution. Most notably the Lerdo law stripped the Church's ability to hold property. The law also forced the breakup of communal land holdings of indigenous communities, which enabled them to resist integration economically and culturally. Mexico, officially the United Mexican States, is a country in North America. The Reform War (17 December 1857 – 11 January 1861) or War of Reform (Spanish: Guerra de Reforma), also known as the Three Years' War (Spanish: Guerra de los Tres Años), and the Mexican Civil War, was a complex civil conflict in Mexico fought between Mexican liberals and conservatives with regional variations over the promulgation of Constitution of 1857. It has been called the "worst civil war to hit Mexico between the War of Independence of 1810–21 and the Revolution of 1910–20". Following the liberals' overthrow of the dictatorship of conservative Antonio López de Santa Anna, liberals passed a series of laws codifying their political program. These laws were incorporated into the new constitution. It aimed to limit the political power of the executive branch, as well as the political, economic, and cultural power of the Catholic Church. Specific measures were the expropriation of Church property; separation of church and state; reduction of the power of the Mexican Army by elimination of their special privileges; strengthening the secular state through public education; and measures to develop the nation economically.

The constitution had been promulgated on 5 February 1857 was to come into force on 16 September 1857. The history of the Catholic Church in Mexico dates from the period of the Spanish conquest (1519–21) and has continued as an institution in Mexico into the twenty-first century. Catholicism is one of many major legacies from the Spanish colonial era, the others include Spanish as the nation's language, the Civil Code and Spanish colonial architecture. The Catholic Church was a privileged institution until the mid nineteenth century. It was the sole permissible church in the colonial era and into the early Mexican Republic, following independence in 1821. Following independence, it involved itself directly in politics, including in matters that did not specifically involve the Church.

In the mid-nineteenth century the liberal Reform brought major changes in church-state relations. Mexican liberals in power challenged the Catholic Church's role, particularly in reaction to its involvement in politics. The Reform curtailed the Church's role in education, property ownership, and control of birth, marriage, and death records, with specific anticlerical laws. Many of these were incorporated into the Constitution of 1857, restricting the Church's corporate ownership of property and other limitations. Although there were some liberal clerics who advocated reform, such as José María Luis Mora, the Church came to be seen as conservative and anti-revolutionary. During the bloody War of the Reform, the Church was an ally of conservative forces that attempted to oust the liberal government. They also were associated with the conservatives' attempt to regain power during the French Intervention, when Maximilian of Habsburg was invited to become emperor of Mexico. The empire fell and conservatives were discredited, along with the Catholic Church. However, during the long presidency of Porfirio Díaz (1876–1911) the liberal general pursued a policy of conciliation with the Catholic Church; though he kept the anticlerical articles of the liberal constitution in force, he in practice allowed greater freedom of action for the Catholic Church. With Díaz's ouster in 1911 and the decade-long conflict of the Mexican Revolution, the victorious Constitutionalist faction led by Venustiano Carranza wrote the new Constitution of 1917 that strengthened the anticlerical measures in the liberal Constitution of 1857.

La Reforma in the context of Juan Álvarez

Juan Nepomuceno Álvarez Hurtado de Luna, generally known as Juan Álvarez, (27 January 1790 – 21 August 1867) was a general, long-time caudillo (regional leader) in southern Mexico, and president of Mexico for two months in 1855, following the liberals' ouster of Antonio López de Santa Anna. His presidency inaugurated the pivotal era of La Reforma.

Álvarez had risen to power in the Tierra Caliente, in southern Mexico with the support of indigenous peasants whose lands he protected. He fought along with heroes of the insurgency, José María Morelos and Vicente Guerrero in the War of Independence and went on to fight in all the major wars of his day, from the "Pastry War", to the Mexican–American War, and the War of the Reform to the war against the Second French Intervention. A liberal reformer, a republican and a federalist, he was the leader of a revolution in support of the Plan de Ayutla in 1854, which led to the deposition of Santa Anna from power and the beginning of the political era in Mexico's history known as the Liberal Reform. According to historian Peter Guardino: "Álvarez was most important as a champion of the incorporation of Mexico's peasant masses into the polity of [Mexico] ... advocating universal male suffrage and municipal autonomy."

La Reforma in the context of Lerdo Law

The Lerdo Law (Spanish: Ley Lerdo) was the common name for the Confiscation of Law and Urban Ruins of the Civil and Religious Corporations of Mexico, part of La Reforma. It targeted not only property owned by the Catholic Church, but also properties held in common by indigenous communities and transferred them to private hands. Liberals considered such corporate ownership as a major impediment to modernization and development in Mexico. Drafted by Miguel Lerdo de Tejada, it was signed on 25 June 1856 by President Ignacio Comonfort, but its language was ambiguous, needing subsequent clarifications.

Its objectives were to create a market in rural real estate and incentivize development; create rural middle class, improve public finances of the state, and revive the economy by eliminating restrictions on freedom of movement. Properties were to be sold to private individuals, which was expected to stimulate the real estate market and to generate government revenue by a sales tax. Much property held by the Catholic Church was urban and exempt from confiscation. The impact was felt most by indigenous communities, now forced to break up holdings held in common that had allowed communities to retain control of their land. The rural poor lacked the funds to buy property and pay the transfer fees. Most purchasers were large landowners or foreign investors, which further concentrated land ownership. Religious groups and their civil corporations were prohibited from purchasing land sold under law unless for strictly-religious purposes. Implementation of the law was disrupted by the Reform War (1858–60) and the French Intervention (1862–67), but resumed with the defeat of the French invaders and their Conservative allies in 1867. Implementation resumed after that, but not until the regime of Porfirio Díaz was the impact felt significantly.
