The Holy See (Latin: Sancta Sedes, lit.'Holy Chair', Ecclesiastical Latin pronunciation: [ˈsaŋkta ˈsedes]; Italian: Santa Sede [ˈsanta ˈsɛːde]), also called the See of Rome, the Petrine See or the Apostolic See, is the central governing body of the Catholic Church and Vatican City. It encompasses the office of the pope as the bishop of the apostolic episcopal see of Rome, and serves as the spiritual and administrative authority of the worldwide Catholic Church and Vatican City. Under international law, the Holy See holds the status of a sovereign juridical entity.

According to Catholic tradition and historical records, the Holy See was founded in the first century by Saint Peter and Saint Paul. By virtue of the doctrines of Petrine and papal primacy, it is the focal point of full communion for Catholics around the world. The Holy See is headquartered in, operates from, and exercises "exclusive dominion" over Vatican City, an independent city-state enclaved in Rome, and of which the pope is the head of state.

The terms Old Catholic Church, Old Catholics, Old-Catholic churches, or Old Catholic movement, designate "any of the groups of Western Christians who believe themselves to maintain in complete loyalty the doctrine and traditions of the undivided church but who separated from the See of Rome after the First Vatican Council of 1869–70".

The expression Old Catholic has been used from the 1850s by communions separated from the Roman Catholic Church over certain doctrines, primarily concerned with papal authority and infallibility. Some of these groups, especially in the Netherlands, had already existed long before the term. The Old Catholic Church is separate and distinct from Traditionalist Catholicism.

Pope Sylvester I (also Silvester, before 284 – 31 December 335) was the bishop of Rome from 31 January 314 until his death on 31 December 335. He filled the See of Rome at an important era in the history of the Western Church, though very little is known of his life.

During his pontificate, he notably convened the Council of Arles in 314, which condemned the separatist Donatist sect, and the First Council of Nicaea in 325, which aimed to resolve the Arian controversy. His pontificate also coincided with the baptism of Roman Emperor Constantine I.

Universi Dominici gregis is an apostolic constitution of the Catholic Church issued by Pope John Paul II on 22 February 1996. It superseded Pope Paul VI's 1975 apostolic constitution, Romano Pontifici eligendo, and all previous apostolic constitutions and orders on the subject of the election of the pope.

Universi Dominici gregis ("the Lord's whole flock", from the opening statement "The Shepherd of the Lord's whole flock is the Bishop of the Church of Rome"), subtitled On the Vacancy of the Apostolic See and the Election of the Roman Pontiff, deals with the vacancy of the See of Rome, i.e., the papacy. The constitution modified, or in some cases confirmed, the rules for the conclave. It also clarified, during a sede vacante, which matters could be handled by the College of Cardinals and which matters were reserved for the future pope.
