In political science, a proxy war is an armed conflict where at least one of the belligerents is directed or supported by an external third-party power. In the term proxy war, a belligerent with external support is the proxy; both belligerents in a proxy war can be considered proxies if both are receiving foreign military aid from a third-party country. Acting either as a nation-state government or as a conventional force, a proxy belligerent acts in behalf of a third-party state sponsor.

A proxy war is characterised by a direct, long-term, geopolitical relationship between the third-party sponsor states and their client states or non-state clients, thus the political sponsorship becomes military sponsorship when the third-party powers fund the soldiers and their materiel to equip the belligerent proxy-army to launch and fight and sustain a war to victory, and government power. However, the relationship between sponsors and proxies can be characterized by principal-agent problems whereby the sponsor may be unable to control the actions of the proxy. A proxy war also can be a civil war, as in the Korean War and the Vietnam War during the Cold War.

This term is most commonly used to refer to the American–Soviet Cold War of 1947–1991. The surrogates are typically states that are satellites of the conflicting nations, i.e., nations allied to them or under their political influence. Opponents in a cold war will often provide economic or military aid, such as weapons, tactical support or military advisors, to lesser nations involved in conflicts with the opposing country.

The Cold War was a period of global geopolitical rivalry between the United States (US) and the Soviet Union (USSR) and their respective allies, the capitalist Western Bloc and communist Eastern Bloc, which began in the aftermath of the Second World War and ended with the dissolution of the Soviet Union in 1991. The term cold war is used because there was no direct fighting between the two superpowers, though each supported opposing sides in regional conflicts known as proxy wars. In addition to the struggle for ideological and economic influence and an arms race in both conventional and nuclear weapons, the Cold War was expressed through technological rivalries such as the Space Race, espionage, propaganda campaigns, embargoes, and sports diplomacy.

After the end of the Second World War in 1945, during which the US and USSR had been allies, the USSR installed satellite governments in its occupied territories in Eastern Europe and North Korea by 1949, resulting in the political division of Europe (and Germany) by an "Iron Curtain". The USSR tested its first nuclear weapon in 1949, four years after their use by the US on Hiroshima and Nagasaki, and allied with the People's Republic of China, founded in 1949. The US declared the Truman Doctrine of "containment" of communism in 1947, launched the Marshall Plan in 1948 to assist Western Europe's economic recovery, and founded the NATO military alliance in 1949 (matched by the Soviet-led Warsaw Pact in 1955). The Berlin Blockade of 1948 to 1949 was an early confrontation, as was the Korean War of 1950 to 1953, which ended in a stalemate.

The Korean War (25 June 1950 – 27 July 1953) was an armed conflict on the Korean Peninsula fought between North Korea (Democratic People's Republic of Korea; DPRK) and South Korea (Republic of Korea; ROK) and their allies. North Korea was supported by China and the Soviet Union, while South Korea was supported by the United Nations Command (UNC) led by the United States. The conflict was one of the first major proxy wars of the Cold War.

After the end of World War II in 1945, Korea, which had been a Japanese colony for 35 years, was divided by the Soviet Union and the United States into two occupation zones at the 38th parallel, with plans for a future independent state. Due to political disagreements the zones formed their own governments in 1948. North Korea was led by Kim Il Sung in Pyongyang, and South Korea by Syngman Rhee in Seoul; both claimed to be the sole legitimate government of all of Korea. On 25 June 1950, the Korean People's Army (KPA), equipped and trained by the Soviets, launched an invasion of the south. In the absence of the Soviet Union's representative, the UN Security Council denounced the attack and recommended member states to repel the invasion. UN forces comprised 21 countries, with the United States providing around 90% of military personnel.

The Warsaw Pact (WP), formally the Treaty of Friendship, Cooperation and Mutual Assistance (TFCMA), was a collective defense treaty signed in Warsaw, Poland, between the Soviet Union and seven other Eastern Bloc socialist republics in Central and Eastern Europe in May 1955, during the Cold War. The term "Warsaw Pact" commonly refers to both the treaty itself and its resultant military alliance, the Warsaw Pact Organisation (WPO) (also known as ‘Warsaw Treaty Organization’ (‘WTO’)). The Warsaw Pact was the military complement to the Council for Mutual Economic Assistance (Comecon), the economic organization for the Eastern Bloc states.

Dominated by the Soviet Union, the Warsaw Pact was established as a balance of power or counterweight to the North Atlantic Treaty Organization (NATO) and the Western Bloc. There was no direct military confrontation between the two organizations; instead, the conflict was fought on an ideological basis and through proxy wars. Both NATO and the Warsaw Pact led to the expansion of military forces and their integration into the respective blocs. The Warsaw Pact's largest military engagement was the Warsaw Pact invasion of Czechoslovakia, one of its own member states, in August 1968. All member states participated except for Albania and Romania, resulting in Albania's withdrawal from the pact less than one month later. The pact began to unravel with the spread of the Revolutions of 1989 through the Eastern Bloc, beginning with the Solidarity movement in Poland, its electoral success in June 1989 and the Pan-European Picnic in August 1989.

The aftermath of World War II saw the rise of two global superpowers, the United States (U.S.) and the Soviet Union (USSR). The aftermath of World War II was also defined by the rising threat of nuclear warfare, the creation and implementation of the United Nations as an intergovernmental organization, and the decolonization of Asia, Oceania, South America and Africa by European and East Asian powers, most notably by the United Kingdom, France, and Japan.

Once allies during World War II, the U.S. and the U.S.S.R. became competitors on the world stage and engaged in the Cold War, so called because it never resulted in overt, declared total war between the two powers. It was instead characterized by espionage, political subversion and proxy wars. Western Europe was rebuilt through the American Marshall Plan, whereas Central and Eastern Europe fell under the Soviet sphere of influence and eventually behind an "Iron Curtain". Europe was divided into a U.S.-led Western Bloc and a Soviet-led Eastern Bloc. Internationally, alliances with the two blocs gradually shifted, with some nations trying to stay out of the Cold War through the Non-Aligned Movement. The Cold War also saw a nuclear arms race between the two superpowers, and part of the reason that the Cold War never became a "hot" war was that the Soviet Union and the United States had nuclear deterrents against each other, leading to a mutually assured destruction standoff.

The Liao dynasty (/lj/; Khitan: Mos Jælud; traditional Chinese: 遼朝; simplified Chinese: 辽朝; pinyin: Liáo cháo), also known as the Khitan State (Mos diau-d kitai huldʒi gur), officially the Great Liao (Chinese: 大遼; pinyin: Dà Liáo), was a Khitan-led imperial dynasty of China and empire ruled by the Yelü clan that existed between 916 and 1125. Founded around the time of the collapse of the Tang dynasty, at its greatest extent it ruled over Northeast China, the Mongolian Plateau, the northern part of the Korean Peninsula, southern portions of Siberia, and the northern tip of the North China Plain.

The dynasty rose from the consolidation of power among the Khitans in the 8th century and their expansionist campaigns in the latter half of the 9th century. Eventually the Yila chieftain, Abaoji, became the leader of the Khitans and proclaimed a Chinese-style dynastic state in 916. The Liao dynasty launched multiple military campaigns against neighboring states and peoples including the Kumo Xi, Shiwei, Tatars, Zubu, Khongirad, Balhae, Goryeo, Later Tang, and the Song dynasty. Its conquests include the Sixteen Prefectures (including present-day Beijing and part of Hebei) by fueling a proxy war that led to the collapse of the Later Tang (923–936). In 1004, the Liao launched an expedition against the Northern Song dynasty. After heavy fighting and large casualties between the two empires, both sides worked out the Chanyuan Treaty. Through the treaty, the Liao forced the Northern Song to recognize them as peers and heralded an era of peace and stability between the two powers that lasted approximately 120 years. It was the first state to control all of Manchuria.

Proxy war in the context of Contemporary era

Contemporary history, in English-language historiography, is a subset of modern history that describes the historical period from about 1945 to the present. In the social sciences, contemporary history is also continuous with, and related to, the rise of postmodernity.

Contemporary history is politically dominated by the Cold War (1947–1991) between the Western Bloc, led by the United States, and the Eastern Bloc, led by the Soviet Union. The confrontation spurred fears of a nuclear war. An all-out "hot" war was avoided, but both sides intervened in the internal politics of smaller nations in their bid for global influence and via proxy wars. The Cold War ultimately ended with the Revolutions of 1989 and the dissolution of the Soviet Union in 1991. The latter stages and aftermath of the Cold War enabled the democratization of much of Europe, Africa, and Latin America. Decolonization was another important trend in Southeast Asia, the Middle East, and Africa as new states gained independence from European colonial empires during the period from 1945–1975. The Middle East also saw a conflict involving the new state of Israel, the rise of petroleum politics, the continuing prominence but later decline of Arab nationalism, and the growth of Islamism. The first supranational organizations of government, such as the United Nations and European Union, emerged during the period after 1945.

Proxy war in the context of Congo Crisis

The Congo Crisis (French: Crise congolaise) was a period of political upheaval and conflict between 1960 and 1965 in the Republic of the Congo (today the Democratic Republic of the Congo). The crisis began almost immediately after the Congo became independent from Belgium and ended, unofficially, with the entire country under the rule of Joseph-Désiré Mobutu. Constituting a series of civil wars, the Congo Crisis was also a proxy conflict in the Cold War, in which the Soviet Union and the United States supported opposing factions. Around 100,000 people are believed to have been killed during the crisis.

A nationalist movement in the Belgian Congo demanded the end of colonial rule: this led to the country's independence on 30 June 1960. Minimal preparations had been made and many issues, such as federalism, tribalism, and ethnic nationalism, remained unresolved. In the first week of July, 1960, a mutiny broke out in the army and violence erupted between black and white civilians. Belgium sent troops to protect fleeing white citizens. Katanga and South Kasai seceded with Belgian support. Amid continuing unrest and violence, the United Nations deployed peacekeepers, but UN secretary-general Dag Hammarskjöld refused to use these troops to help the central government in Léopoldville (Kinshasa) fight the secessionists. Prime Minister Patrice Lumumba, the charismatic leader of the largest nationalist faction, reacted by calling for assistance from the Soviet Union, which promptly sent military advisers and other support.
