Democratization, or democratisation, is the structural government transition from an authoritarian government to a more democratic political regime, including substantive political changes moving in a democratic direction.

Whether and to what extent democratization occurs can be influenced by various factors, including economic development, historical legacies, civil society, and international processes. Some accounts of democratization emphasize how elites drove democratization, whereas other accounts emphasize grassroots bottom-up processes. How democratization occurs has also been used to explain other political phenomena, such as whether a country goes to a war or whether its economy grows.

Contemporary history, in English-language historiography, is a subset of modern history that describes the historical period from about 1945 to the present. In the social sciences, contemporary history is also continuous with, and related to, the rise of postmodernity.

Contemporary history is politically dominated by the Cold War (1947–1991) between the Western Bloc, led by the United States, and the Eastern Bloc, led by the Soviet Union. The confrontation spurred fears of a nuclear war. An all-out "hot" war was avoided, but both sides intervened in the internal politics of smaller nations in their bid for global influence and via proxy wars. The Cold War ultimately ended with the Revolutions of 1989 and the dissolution of the Soviet Union in 1991. The latter stages and aftermath of the Cold War enabled the democratization of much of Europe, Africa, and Latin America. Decolonization was another important trend in Southeast Asia, the Middle East, and Africa as new states gained independence from European colonial empires during the period from 1945–1975. The Middle East also saw a conflict involving the new state of Israel, the rise of petroleum politics, the continuing prominence but later decline of Arab nationalism, and the growth of Islamism. The first supranational organizations of government, such as the United Nations and European Union, emerged during the period after 1945.

In African studies, Afro-pessimism refers to a view popularised in the late 1980s and early 1990s which expressed doubt about the possibility of sustainable peace, democratization, and economic development in Sub-Saharan Africa.

Afro-pessimism was coined by Michel Aurillac, French Minister of Cooperation, in an article for the Xinhua News Agency in 1988 as a pejorative term to criticise the pessimism among Africa's Western creditors. Democratization in the context of Ethnic cleansing

Ethnic cleansing is the systematic forced removal of ethnic, racial, or religious groups from a given area, with the intent of making the society ethnically homogeneous. Along with direct removal such as deportation or population transfer, it also includes indirect methods aimed at forced migration by coercing the victim group to flee and preventing its return, such as murder, rape, and property destruction. Both the definition and charge of ethnic cleansing is often disputed, with some researchers including and others excluding coercive assimilation or mass killings as a means of depopulating an area of a particular group, or calling it a euphemism for genocide or cultural genocide.

Although scholars do not agree on which events constitute ethnic cleansing, many instances have occurred throughout history. The term was first used to describe Albanian nationalist treatment of the Kosovo Serbs in the 1980s, and entered widespread use during the Yugoslav Wars in the 1990s. Since then, the term has gained widespread acceptance due to journalism. Although research originally focused on deep-rooted animosities as an explanation for ethnic cleansing events, more recent studies depict ethnic cleansing as "a natural extension of the homogenizing tendencies of nation states" or emphasize security concerns and the effects of democratization, portraying ethnic tensions as a contributing factor. Research has also focused on the role of war as a causative or potentiating factor in ethnic cleansing. However, states in a similar strategic situation can have widely varying policies towards minority ethnic groups perceived as a security threat.

Democratization in the context of Legislative council

A legislative council is the legislature, or one of the legislative chambers, of a nation, colony, or subnational division such as a province or state. It was commonly used to label unicameral or upper house legislative bodies in the British (former) colonies. However, it has also been used as designation in other (non-Commonwealth) nations. A member of a legislative council is commonly referred to as an MLC.

A legislative council was generally the first legislative body of a British colony, with members who were all appointed by the viceregal representative (who also presided over the council). Gradually, with the passage of time and increasing levels of self-governance, legislative councils were supplemented by a lower, elected chamber (often called a legislative assembly or house of assembly). This resulted in either the abolition of the council to form a unicameral and wholly elected legislature (as done in New Zealand in 1951, Southern Rhodesia in 1923, Singapore in 1955 and Ceylon in 1931) or the democratisation of and a gradual decrease in powers exercised by the council, as done in India in 1919 and in Australian states throughout the twentieth century.

Democratization in the context of Modernization theory

Modernization theory or modernisation theory holds that as societies become more economically modernized, wealthier, and more educated, their political institutions become increasingly liberal democratic and rationalist. The "classical" theories of modernization of the 1950s and 1960s, most influentially articulated by Seymour Lipset, drew on sociological analyses of Karl Marx, Emile Durkheim, Max Weber, and Talcott Parsons. Modernization theory was a dominant paradigm in the social sciences in the 1950s and 1960s, and saw a resurgence after 1991, when Francis Fukuyama wrote about the end of the Cold War as confirmation of modernization theory.

The theory is the subject of much debate among scholars. Critics have highlighted cases where industrialization did not prompt stable democratization, such as Japan, Germany, and the Soviet Union, as well as cases of democratic backsliding in economically advanced parts of Latin America. Other critics argue the causal relationship is reverse (democracy is more likely to lead to economic modernization) or that economic modernization helps democracies survive but does not prompt democratization. Other scholars provide supporting evidence, showing that economic development significantly predicts democratization.

Democratization in the context of Democratic backsliding

Democratic backsliding is a form of autocratization, a process of regime change toward authoritarianism in which the exercise of political power becomes less limited and more arbitrary and repressive. Democratic backsliding specifically assumes a starting point of a democratic system. The process typically restricts the space for public contest and political participation in the process of government selection. Democratic decline involves the weakening of democratic institutions, such as the peaceful transition of power or free and fair elections, or the violation of individual rights that underpin democracies, especially freedom of expression. Democratic backsliding is the opposite of democratization.

Proposed causes of democratic backsliding include economic inequality, rampant culture wars, culturally conservative reactions to societal changes, populist or personalist politics, and external influence from great power politics. Economic inequality is strongly associated with democratic backsliding in the 21st century, even in wealthy democracies. During crises, backsliding can occur when leaders impose autocratic rules during states of emergency that are either disproportionate to the severity of the crisis or remain in place after the situation has improved.

Democratization in the context of 1964 Constitution of Afghanistan

The 1964 Constitution of Afghanistan was the supreme law of the Kingdom of Afghanistan from 1964 to 1973. It was annulled following a coup d'état, though parts of the constitution were restored by future governments from 2002 to 2004 and from 2021 to 2022. It was drafted by a committee of foreign-educated Afghans, including Sardar Abdul Hakim Ziai and Sardar Abdul Rahim Ziai, appointed for the task by the then-king of Afghanistan, Mohammad Zahir Shah. The primary goals of the Constitution were to prepare the government and the people for gradual democratization and socioeconomic modernization. It also acknowledged freedom of assembly, freedom of association, and freedom of speech. A Loya jirga (grand council of notables) had debated, modified and approved its innovations, which included a bill of rights for all Afghans, explicitly including women. After public review, the constitution was put into effect in October 1964.

Although Afghanistan became a sovereign nation in 1747 under the rule of Ahmad Shah Durrani, the earliest Afghan constitution was written during the reign of Emir Abdur Rahman Khan in the 1890s followed by a 1923 version. The 1964 Constitution transformed Afghanistan into a modern democracy.
