A parliamentary system, or parliamentary democracy, is a form of government based on the fusion of powers. In this system the head of government (chief executive) derives their democratic legitimacy from their ability to command the support ("confidence") of a majority of the parliament, to which they are held accountable. This head of government is usually, but not always, distinct from a ceremonial head of state. This is in contrast to a presidential system, which features a president who is not fully accountable to the legislature, and cannot be replaced by a simple majority vote.

Countries with parliamentary systems may be constitutional monarchies, where a monarch is the head of state while the head of government is almost always a member of parliament, or parliamentary republics, where a mostly ceremonial president is the head of state while the head of government is from the legislature. In a few countries, the head of government is also head of state but is elected by the legislature. In bicameral parliaments, the head of government is generally, though not always, a member of the lower house.

Parliamentary democracy in the context of Swaraj

Swarāj (IAST: svarāja, lit.'self-rule') can mean, generally self-governance or "self-rule". The term was used synonymously with "home-rule" by Maharishi Dayanand Saraswati and later on by Mahatma Gandhi, but the word usually refers to Gandhi's concept of Indian independence from foreign domination. Swaraj lays stress on governance, not by a hierarchical government, but by self-governance through individuals and community building. The focus is on political decentralisation. Since this is against the political and social systems followed by Britain, Gandhi's concept of Swaraj advocated India's discarding British political, economic, bureaucratic, legal, military, and educational institutions. S. Satyamurti, Chittaranjan Das and Motilal Nehru were among a contrasting group of Swarajists who laid the foundation for parliamentary democracy in India.

Although Gandhi's aim of totally implementing the concepts of Swaraj in India was not achieved, the voluntary work organisations which he founded for this purpose did serve as precursors and role models for people's movements, voluntary organisations, and some of the non-governmental organisations that were subsequently launched in various parts of India. The student movement against oppressive local and central governments, led by Jayaprakash Narayan, Udit Swaraj and the Bhoodan movement, which presaged demands for land reform legislation throughout India, and which ultimately led to India's discarding of the Zamindari system of land tenure and social organisation, were also inspired by the ideas of Swaraj.

Parliamentary democracy in the context of Government of Canada

The Government of Canada (French: gouvernement du Canada), formally His Majesty's Government (French: Gouvernement de Sa Majesté), is the body responsible for the federal administration of Canada. The term Government of Canada refers specifically to the executive, which includes ministers of the Crown (together in the Cabinet) and the federal civil service (whom the Cabinet direct); it is corporately branded as the Government of Canada. There are over 100 departments and agencies, as well as over 300,000 persons employed in the Government of Canada. These institutions carry out the programs and enforce the laws established by the Parliament of Canada.

The federal government's organization and structure was established at Confederation, through the Constitution Act, 1867, wherein the Canadian Crown acts as the core, or "the most basic building block", of its Westminster-style parliamentary democracy. The monarch, King Charles III is head of state and is personally represented by a governor general (currently Mary Simon). The prime minister (currently Mark Carney) is the head of government, who is invited by the Crown to form a government after securing the confidence of the House of Commons, which is typically determined through the election of enough members of a single political party in a federal election to provide a majority of seats in Parliament, forming a governing party. Further elements of governance are outlined in the rest of the Canadian constitution, which includes written statutes in addition to court rulings and unwritten conventions developed over centuries.

Parliamentary democracy in the context of Socialist Republic of Macedonia

The Socialist Republic of Macedonia (Macedonian: Социјалистичка Република Македонија, romanizedSocijalistička Republika Makedonija), or SR Macedonia, commonly referred to as Socialist Macedonia, Yugoslav Macedonia or simply Macedonia, was one of the six constituent republics of the post-World War II Socialist Federal Republic of Yugoslavia, and a nation state of the Macedonians. After the transition of the political system to parliamentary democracy in 1990, the Republic changed its official name to Republic of Macedonia in 1991, and with the beginning of the breakup of Yugoslavia, it declared itself an independent country and held a referendum on 8 September 1991 on which a sovereign and independent state of Macedonia, with a right to enter into any alliance with sovereign states of Yugoslavia was approved.

Geographically, SR Macedonia bordered Albania to the west, Greece to the south and Bulgaria to the east. Within Yugoslavia, it bordered SR Serbia (including SAP Kosovo) to the north. It was one of the two landlocked federal republics, along with SR Serbia.

Nepal, officially the Federal Democratic Republic of Nepal, is a landlocked country in South Asia. It is mainly situated in the Himalayas, but also includes parts of the Indo-Gangetic Plain. It borders the Tibet Autonomous Region of China to the north, and India to the south, east, and west, while it is narrowly separated from Bangladesh by the Siliguri Corridor, and from Bhutan by the Indian state of Sikkim. Nepal has a diverse geography, including fertile plains, subalpine forested hills, and eight of the world's ten highest mountains, including Mount Everest, the highest point above mean sea level on Earth. Kathmandu is the nation's capital and its largest city. Nepal is a multi-ethnic, multi-lingual, multi-religious, and multi-cultural state, with Nepali as the official language.

The name "Nepal" is first recorded in texts from the Vedic period of the Indian subcontinent, the era in ancient Nepal when Hinduism was founded, the predominant religion of the country. In the middle of the first millennium BC, Gautama Buddha, the founder of Buddhism, was born in Lumbini in southern Nepal. Parts of northern Nepal were intertwined with the culture of Tibet. The centrally located Kathmandu Valley is intertwined with the culture of Indo-Aryans, and was the seat of the prosperous Newar confederacy known as Nepal Mandala. The Himalayan branch of the ancient Silk Road was dominated by the valley's traders. The cosmopolitan region developed distinct traditional art and architecture. By the 18th century, the Gorkha Kingdom achieved the unification of Nepal. The Shah dynasty established the Kingdom of Nepal and later formed an alliance with the British Empire, under its Rana dynasty of premiers. The country was never colonised but served as a buffer state between Imperial China and British India. Parliamentary democracy was introduced in 1951 but was twice suspended by Nepalese monarchs, in 1960 and 2005. The Nepalese Civil War in the 1990s and early 2000s resulted in the establishment of a secular republic in 2008, ending the world's last Hindu monarchy. The Constitution of Nepal, adopted in 2015, affirms the country as a federal parliamentary republic divided into seven provinces. In September 2025, protests against a social media ban and economic inequality caused riots, resulting in casualties and resignation of the prime minister.

The United Kingdom is a constitutional monarchy which, by legislation and convention, operates as a unitary parliamentary democracy. A hereditary monarch, currently King Charles III, serves as head of state while the prime minister of the United Kingdom, currently Sir Keir Starmer since 2024, serves as the head of the elected government.

Under the United Kingdom's parliamentary system, executive power is exercised by His Majesty's Government, whose prime minister is formally appointed by the king to act in his name. The king must appoint a member of parliament that can command the confidence of the House of Commons, usually the leader of the majority party or apparent majority party, though the king may choose to appoint an alternative if they say that they cannot expect the confidence of the House. Having taken office, the prime minister can then appoint all other ministers from parliament.

Parliamentary democracy in the context of Responsible government

Responsible government is a conception of a system of government that embodies the principle of parliamentary accountability, the foundation of the Westminster system of parliamentary democracy. Governments (the equivalent of the executive branch) in Westminster democracies are responsible to parliament rather than to the monarch, or, in a colonial context, to the imperial government, and in a republican context, to the president, either in full or in part. If the parliament is bicameral, then the government is usually responsible first to the parliament's lower house, which is more representative than the upper house, as it usually has more members and they are always directly elected.

Responsible government and the principle of parliamentary accountability manifests itself in several ways. Firstly, ministers must account to parliament for their decisions and for the performance of their departments. This requirement to make announcements and to answer questions in parliament means that ministers must have the privileges of the floor, which are only granted to those who are members of parliament. Secondly, and most importantly, although ministers are officially appointed by the authority of the head of state and can theoretically be dismissed at the pleasure of the sovereign, they concurrently retain their office subject to their holding the confidence of the lower house of parliament. When the lower house has passed a motion of no confidence in the government, the government must ordinarily immediately resign or submit itself to the electorate in a new general election.

Parliamentary democracy in the context of Gustaf V of Sweden

Gustaf V (Oscar Gustaf Adolf; 16 June 1858 – 29 October 1950) was King of Sweden from 8 December 1907 until his death in 1950. He was the eldest son of King Oscar II of Sweden and Sophia of Nassau, a half-sister of Adolphe, Grand Duke of Luxembourg. Reigning from the death of his father Oscar II in 1907 to his own death nearly 43 years later, he holds the record of being the oldest monarch of Sweden with the third-longest reign after Magnus IV (1319–1364) and his own great-grandson, Carl XVI Gustaf (1973–present). He was also the last Swedish monarch to exercise his royal prerogatives, which largely died with him, although they were formally abolished only with the remaking of the Swedish constitution in 1974. He was the first Swedish king since the High Middle Ages not to have a coronation and so never wore the king's crown, a practice that has continued ever since.

Gustaf's early reign saw the rise of parliamentary rule in Sweden although the leadup to World War I induced his dismissal of Liberal Prime Minister Karl Staaff in 1914, replacing him with his own figurehead, Hjalmar Hammarskjöld, the father of Dag Hammarskjöld, for most of the war. However, after the Liberals and Social Democrats secured a parliamentary majority under Staaff's successor, Nils Edén, he allowed Edén to form a new government which de facto stripped the monarchy of virtually all powers and enacted universal and equal suffrage, including for women, by 1919. Bowing to the principles of parliamentary democracy, he remained a popular figurehead for the remaining 31 years of his rule, although not completely without influence. Gustaf V had pro-German and anti-Communist stances which were outwardly expressed during World War I and the Russian Civil War. During World War II, he allegedly urged Per Albin Hansson's coalition government to accept requests from Nazi Germany for logistics support, arguing that refusing might provoke an invasion. His intervention remains controversial.

Parliamentary democracy in the context of Young Ottomans

The Young Ottomans (Ottoman Turkish: یکی عثمانلیلر, romanizedYeŋî ʿOs̱mânlıler; Turkish: Yeni Osmanlılar) were a secret society established in 1865 by a group of Ottoman intellectuals who were dissatisfied with the Tanzimat reforms in the Ottoman Empire, which they believed did not go far enough. The Young Ottomans sought to transform the Ottoman society by preserving the Empire and modernizing it along the European tradition of adopting a constitutional government. Though the Young Ottomans were frequently in disagreement ideologically, they all agreed that the new constitutional government should continue to be at least somewhat rooted in Islam. To emphasize "the continuing and essential validity of Islam as the basis of Ottoman political culture" they attempted to syncretize an Islamic jurisprudence with liberalism and parliamentary democracy. The Young Ottomans sought for new ways to form a government like the European governments, especially the constitution of the Second French Empire. Among the prominent members of this society were writers and publicists such as İbrahim Şinasi, Namık Kemal, Ali Suavi, Ziya Pasha, and Agah Efendi.

In the 1876 revolution, Midhat Pasha organized a conspiracy with the Young Ottomans to overthrow Sultan Abdul Aziz in order to promulgate a constitution, bringing Murad V to the throne. With his mental breakdown, another deposition made Abdul Hamid II sultan. 1876, the Young Ottomans had their defining moment when Abdul Hamid II reluctantly promulgated the Ottoman constitution of 1876 (Turkish: Kanûn-u Esâsî), the first attempt at a constitution in the Ottoman Empire, ushering in the First Constitutional Era. Although this period was short-lived, with Abdul Hamid II ultimately suspending the constitution and parliament in 1878 in favor of a return to absolute monarchy with himself in power, the influence of the Young Ottomans continued until the collapse of the empire. Several decades later, another group of reform-minded Ottomans, the Young Turks, repeated the Young Ottomans' efforts, leading to the Young Turk Revolution in 1908 and the beginning of the Second Constitutional Era.
