Local government in the context of "States of Australia"

Municipal corporation is the legal term for a local governing body, including (but not necessarily limited to) cities, counties, towns, townships, charter townships, villages, and boroughs. The term can also be used to describe municipally owned corporations.

A unitary state is a sovereign state governed as a single entity in which the central government is the supreme authority. The central government may create or abolish administrative divisions (sub-national or sub-state units). Such units exercise only the powers that the central government chooses to delegate. Although political power may be delegated through devolution to regional or local governments by statute, the central government may alter the statute, to override the decisions of devolved governments or expand their powers.

The modern unitary state concept originated in France; in the aftermath of the Hundred Years' War, national feelings that emerged from the war unified France. The war accelerated the process of transforming France from a feudal monarchy to a unitary state. The French then later spread unitary states by conquests, throughout Europe during and after the Napoleonic Wars, and to the world through the vast French colonial empire. Presently, prefects remain an illustration of the French unitary state system, as the representatives of the State in each department, tasked with upholding central government policies.

The administrative divisions of France are concerned with the institutional and territorial organization of French territory. These territories are located in many parts of the world. There are many administrative divisions, which may have political (local government), electoral (districts), or administrative (decentralized services of the state) objectives. All the inhabited territories are represented in the National Assembly, Senate and Economic and Social Council and their citizens have French citizenship and elect the President of France.

In local government, a city hall, town hall, civic centre (in the UK or Australia), guildhall, or municipal hall (in the Philippines) is the chief administrative building of a city, town, or other municipality. It usually houses the city or town council and at least some other arms of the local government. It also often functions as the office of the mayor (or other executive), if the relevant municipality has such an officer. In large cities, the local government is often administratively expansive, and the city hall may bear more resemblance to a municipal capitol building.

By convention, until the middle of the 19th century, a single large open chamber (or "hall") formed an integral part of the building housing the council and such other organs of government as supported it. The hall may be used for council meetings and other significant events. This large chamber, the "town hall" (and its later variant "city hall") became synonymous with the whole building, and, synecdochically, the municipal government headquartered there. The terms "council chambers", "municipal building" or variants may be used locally in preference to "town hall" if no such large hall is present within the building.

State ownership, also called public ownership or government ownership, is the ownership of an industry, asset, property, or enterprise by the national government of a country or state, or a public body representing a community, as opposed to an individual or private party. Public ownership specifically refers to industries selling goods and services to consumers and differs from public goods and government services financed out of a government's general budget. Public ownership can take place at the national, regional, local, or municipal levels of government; or can refer to non-governmental public ownership vested in autonomous public enterprises. Public ownership is one of the three major forms of property ownership, differentiated from private, collective/cooperative, and common ownership.

In market-based economies, state-owned assets are often managed and operated as joint-stock corporations with a government owning all or a controlling stake of the company's shares. This form is often referred to as a state-owned enterprise. A state-owned enterprise might variously operate as a Nonprofit corporation, as it may not be required to generate a profit; as a commercial enterprise in competitive sectors; or as a natural monopoly. Governments may also use the profitable entities they own to support the general budget. The creation of a state-owned enterprise from other forms of public property is called corporatization.

A suburb (more broadly suburban area) is an area within a metropolitan area. They are often where most of a metropolitan area's jobs are located, although some suburbs are predominantly residential. They can either be denser or less densely populated than a large city, and they can have a higher or lower rate of detached single family homes than the city as well. Suburbs can have their own political or legal jurisdictions, especially in the United States, but this is not always the case, especially in the United Kingdom, where most suburbs are located within the administrative boundaries of cities. In most English-speaking countries, suburban areas are defined in contrast to central city or inner city areas, but in Australian English and South African English, suburb has become largely synonymous with what is called a "neighborhood" in the U.S. Due in part to historical trends such as white flight, some suburbs in the United States have a higher population and higher incomes than their nearby inner cities.

In some countries, including India, China, Argentina, Brazil, New Zealand, Canada, the United Kingdom, and parts of the United States, new suburbs are routinely annexed by adjacent cities due to urban sprawl. In others, such as Morocco, France, and much of the United States, many suburbs remain separate municipalities or are governed locally as part of a larger metropolitan area such as a county, district or borough. In the United States, regions beyond the suburbs are known as "exurban areas" or exurbs; exurbs have less population density than suburbs, but still more than rural areas. Suburbs and exurbs are sometimes linked to the nearby city economically, particularly by commuters.

Salento (Italian: [saˈlɛnto]; Salentino: Salentu; Salento Griko: Σαλέντο) is a cultural, historical, and geographic region at the southern end of the administrative region of Apulia, in southern Italy. It is a sub-peninsula of the Italian Peninsula, sometimes described as the "heel" of the Italian "boot". It encompasses the entire administrative area of the Province of Lecce, most of the Province of Brindisi (all of it except Fasano, Ostuni and Cisternino), and the south-eastern part of the Province of Taranto (like Grottaglie and Avetrana, but not Taranto itself).

A travel to work area (TTWA) is a statistical tool used by UK Government agencies and local authorities, especially by the Department for Work and Pensions and Jobcentres, to indicate an area where the population would generally commute to a larger town, city or conurbation for the purposes of employment.

A county is a type of officially recognized geographical division within a modern country, federal state, or province. Counties are defined in diverse ways, but they are typically current or former official administrative divisions within systems of local government, and in this sense counties are similar to shires, and typically larger than municipalities. Various non-English terms can be translated as "county" or "shire" in other languages, and in English new terms with less historical connection have been invented such as "council area" and "local government district". On the other hand, in older English-speaking countries the word can still refer to traditional historical regions such as some of those which exist in England, Scotland, Wales, and Ireland. The term is also sometimes used for districts with specific non-governmental purposes such as courts, or land registration.

Historically the concept of a geographical administrative "county" is European (from French: comté, Latin: comitatus), and represented the territorial limits of the jurisdiction of a medieval count, or a viscount (French: vîcomte, Latin: vicecomes) supposedly standing in the place of a count. However, there were no such counts in medieval England, and when the French-speaking Normans took control of England after 1066 they transplanted the French and medieval Latin terms to describe the pre-existing Anglo Saxon shires, but they did not establish any system placing the administration of shires under the control of high-level nobles. Instead, although there were exceptions, the officers responsible for administrative functions, such as tax collection, or the mustering of soldiers, were sheriffs, theoretically assigned by the central government, and controlled directly by the monarch.

A district is a type of administrative division that in some countries is managed by the local government. Across the world, areas known as "districts" vary greatly in size, spanning regions or counties, several municipalities, subdivisions of municipalities, school district, or political district.

A centralized government (also united government) is one in which both executive and legislative power is concentrated centrally at the higher level as opposed to it being more distributed at various lower level governments. In a national context, centralization occurs in the transfer of power to a typically unitary sovereign nation state. Executive and/or legislative power is then minimally delegated to unit subdivisions (state, county, municipal and other local authorities). Menes, an ancient Egyptian pharaoh of the early dynastic period, is credited by classical tradition with having united Upper and Lower Egypt, and as the founder of the first dynasty (Dynasty I), became the first ruler to institute a centralized government.

All constituted governments are, to some degree, necessarily centralized, in the sense that even a federation exerts an authority or prerogative beyond that of its constituent parts. To the extent that a base unit of society – usually conceived as an individual citizen – vests authority in a larger unit, such as the state or the local community, authority is centralized. The extent to which this ought to occur, and the ways in which centralized government evolves, forms part of social contract theory.

Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy.

Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. Thus, the state remains de jure unitary. Legislation creating devolved parliaments or assemblies can be repealed or amended by central government in the same way as any statute. In federal systems, by contrast, sub-unit government is guaranteed in the constitution, so the powers of the sub-units cannot be withdrawn unilaterally by the central government (i.e. not without the process of constitutional amendment). The sub-units therefore have a lower degree of protection under devolution than under federalism.

An election is a formal group decision-making process whereby a portion or all of a population or group votes to chooses an individual or multiple individuals to hold public office or other position of responsibility.

Elections have been the usual mechanism by which modern representative democracy has operated since the 17th century. Elections may fill offices in the legislature, sometimes in the executive and judiciary, and for regional and local government, such as cities or towns. This process is also used in many other Standardized Associations, public businesses, and organizations , from clubs to voluntary association and corporations.

A legislator, or lawmaker, is a person who writes and passes laws, especially someone who is a member of a legislature. Legislators are often elected by the people, but they can be appointed, or hereditary. Legislatures may be supra-national (for example, the European Parliament), national, such as the Japanese Diet, sub-national as in provinces, or local.

A local ordinance is a law issued by a local government such as a municipality, county, parish, prefecture, or the like.

A town (町; chō or machi) is a local administrative unit in Japan. It is a local public body along with prefecture (ken or other equivalents), city (shi), and village (mura). Geographically, a town is contained within a district.

The same word (町; machi or chō) is also used in names of smaller regions, usually a part of a ward in a city. This is a legacy of when smaller towns were formed on the outskirts of a city, only to eventually merge into it.

A village (村, mura, son) is a local administrative unit in Japan.

It is a local public body along with prefecture (県, ken; or other equivalents), city (市, shi), and town (町, chō, machi). Geographically, a village's extent is contained within a prefecture. Villages are larger than a local settlement; each is a subdivision of rural district (郡, gun), which are subdivided into towns and villages with no overlap and no uncovered area. As a result of mergers and elevation to higher statuses, the number of villages in Japan is decreasing.
