The Ottoman–Habsburg wars were fought from the 16th to the 18th centuries between the Ottoman Empire and the Habsburg monarchy, which was at times supported by the Kingdom of Hungary, Polish–Lithuanian Commonwealth, The Holy Roman Empire, and Habsburg Spain. The wars were dominated by land campaigns in Hungary, including Transylvania (today in Romania) and Vojvodina (today in Serbia), Croatia, and central Serbia.

By the 16th century, the Ottomans had become a serious threat to European powers, with Ottoman ships sweeping away Venetian possessions in the Aegean and Ionian seas and Ottoman-supported Barbary pirates seizing Spanish possessions in the Maghreb. The Protestant Reformation, French–Habsburg rivalry and the numerous civil conflicts of the Holy Roman Empire distracted Christians from their conflict with the Ottomans. Meanwhile, the Ottomans had to contend with Safavid Empire and also to a lesser extent the Mamluk Sultanate, which was defeated by the Ottomans under Selim I rule and later fully incorporated into the empire.

The phenomenon of colonization is one that has occurred around the globe and across time. Various ancient and medieval polities established colonies – such as the Phoenicians, Babylonians, Persians, Greeks, Romans, Han Chinese, and Arabs. The High Middle Ages saw colonising Europeans moving west, north, east and south. The medieval Crusader states in the Levant exemplify some colonial features similar to those of colonies in the ancient world.

A new phase of European colonialism began with the "Age of Discovery", led by the Portuguese, who became increasingly expansionist following the conquest of Ceuta in 1415. Portugal aimed to control navigation through the Strait of Gibraltar, to spread Christianity, to amass wealth and plunder, and to suppress predation on Portuguese populations by Barbary pirates (who operated as part of a longstanding African slave tradeat that point a minor trade, one the Portuguese would soon reverse and surpass). Around 1450 the Portuguese developed a lighter ship, the caravel based on North African fishing boats. Caravels could sail further and faster than previous vessels, were highly maneuverable, and could sail into the wind.

The United States Navy (USN) is the maritime service branch of the United States Armed Forces and the naval warfare force of the United States. It is the world's most powerful navy with the largest displacement, at 4.5 million tons in 2021. It has the world's largest aircraft carrier fleet, with eleven in service, one undergoing trials, two new carriers under construction, and six other carriers planned as of 2024. With 336,978 personnel on active duty and 101,583 in the Ready Reserve, the U.S. Navy is the third largest of the United States military service branches in terms of personnel. It has 299 deployable combat vessels and about 4,012 operational aircraft as of 18 July 2023. The U.S. Navy is a part of the United States Department of Defense and is one of six armed forces of the United States and one of eight uniformed services of the United States.

The United States Navy traces its origins to the Continental Navy, which was established during the American Revolutionary War and was effectively disbanded as a separate entity shortly thereafter. After suffering significant loss of goods and personnel at the hands of the Barbary pirates from Algiers, the United States Congress passed the Naval Act of 1794 for the construction of six heavy frigates, the first ships of the Navy. The United States Navy played a major role in the American Civil War by blockading the Confederacy and seizing control of its rivers. It played the central role in the World War II defeat of Imperial Japan. The United States Navy emerged from World War II as the most powerful navy in the world, succeeding the British Navy. The modern United States Navy maintains a sizable global presence, deploying in strength in such areas as the Western Pacific, the Mediterranean, and the Indian Ocean. It is a blue-water navy with the ability to project force onto the littoral regions of the world, engage in forward deployments during peacetime and rapidly respond to regional crises, making it a frequent actor in American foreign and military policy.

A period of Albanian piracy (Albanian: Piratëria shqiptare) occurred from the 15th to the 19th centuries, during which Albanian pirates plundered and raided ships. These pirates were based mainly in Ulcinj, but were also found in Bar and Ragusa (now Dubrovnik), and had connections with North Africa.

They plundered European ships mainly for the Ottoman Empire, disrupting the Mediterranean economy and forcing European powers to intervene. Some of the pirate leaders from Ulcinj, such as Lika Ceni and Hadji Alia, were well-known during this period. The Porte gave the name "name-i hümayun" ("imperial letters"), bilateral agreements to settle armed conflicts. The Ottoman Empire was also known to hire these pirates during periods of war. Some of the most famous barbary pirates of the Mediterranean Sea were the Ottoman Barbarossa brothers Oruç and Arnaut Mami.

Rabat (/rəˈbɑːt/, also UK: /rəˈbæt/, US: /rɑːˈbɑːt/; Arabic: الرباط, romanizedar-Ribāṭ) is the capital city of Morocco and the country's seventh-largest city with an urban population of approximately 580,000 (2014) and a metropolitan population of over 1.2 million. It is also the capital city of the Rabat-Salé-Kénitra administrative region. Rabat is located on the Atlantic Ocean at the mouth of the river Bou Regreg, opposite Salé, the city's main commuter town.

Rabat was founded in the 12th century by the Almohads. After a period of growth, the city fell into a long period of decline. In the 17th century, Rabat became a haven for Barbary pirates. When the French established a protectorate over Morocco in 1912, Rabat became its administrative center. When Morocco achieved independence in 1955, Rabat became its capital.

Thomas Jefferson's tenure as the third president of the United States began on March 4, 1801, and ended on March 4, 1809. Jefferson assumed the office after defeating incumbent president John Adams in the 1800 presidential election. The election was a political realignment in which the Democratic-Republican Party swept the Federalist Party out of power, ushering in a generation of Jeffersonian Republican dominance in American politics. After serving two terms, Jefferson was succeeded by Secretary of State James Madison, also of the Democratic-Republican Party.

Jefferson took office determined to roll back the Federalist program of the 1790s. His administration reduced taxes, government spending, and the national debt, and repealed the Alien and Sedition Acts. In foreign affairs, the major developments were the acquisition of the gigantic Louisiana Purchase from France in 1803, an embargo against trade with both Great Britain and France, and worsening relations with Britain as the United States tried to remain neutral in the midst of the Napoleonic Wars that engulfed Europe. He established a military academy, used the Navy to protect merchant ships from Barbary pirates in North Africa, and developed a plan to protect U.S. ports from foreign invasion by the use of small gunboats (a plan that proved useless when war came in 1812). He also authorized the Lewis and Clark Expedition to explore the Louisiana Territory and the Pacific Northwest.

Barbary pirates in the context of Ottoman Tripolitania

Ottoman Tripolitania, also known as the Regency of Tripoli, was officially ruled by the Ottoman Empire from 1551 to 1912. It corresponded roughly to the northern parts of modern-day Libya in historic Tripolitania and Cyrenaica. It was initially established as an Ottoman province ruled by a pasha (governor) in Tripoli who was appointed from Constantinople, though in practice it was semi-autonomous due to the power of the local Janissaries. From 1711 to 1835, the Karamanli dynasty ruled the province as a de facto hereditary monarchy while remaining under nominal Ottoman suzerainty. In 1835, the Ottomans reestablished direct control over the region until its annexation by Italy in 1912.

Like the Ottoman regencies in Tunis and Algiers, the Regency of Tripoli was a major base for the privateering activities of the North African corsairs, who also provided revenues for Tripoli. A remnant of the centuries of Turkish rule is the presence of a population of Turkish origin, and those of partial Turkish origin, the Kouloughlis.

Barbary pirates in the context of Barbary Wars

The Barbary Wars were a series of two wars fought by the United States, Sweden, and the Kingdom of Sicily against the Barbary states (including Tunis, Algiers, and Tripoli) and Morocco of North Africa in the early 19th century. Sweden had been at war with the Tripolitans since 1800 and was joined by the newly independent U.S. The First Barbary War extended from 10 May 1801 to 10 June 1805, with the Second Barbary War lasting only three days, ending on 19 June 1815. The Barbary Wars were the first major American wars fought entirely outside the New World, and in the Arab World.

The wars were largely a reaction to piracy by the Barbary states. Since the 16th century, North African pirates had captured ships and even raided European coastal areas across the Mediterranean Sea. Originally starting out with the goal of capturing individuals for the domestic North African slave trade, the focus later shifted to kidnapping for ransom. By the 19th century, pirate activity had declined, but Barbary pirates continued to demand tribute from American merchant vessels in the Mediterranean. Refusal to pay would result in the capture of American ships and goods, and often the enslavement or ransoming of crew members.
