The officially stated goals of the foreign policy of the United States of America, including all the bureaus and offices in the United States Department of State, as mentioned in the 2025 National Security Strategy, are to ensure US preeminence in the Western Hemisphere, "halt and reverse the ongoing damage that foreign actors inflict on the American economy while keeping the Indo-Pacific free and open", "prevent an adversarial power from dominating the Middle East", and that "U.S. technology and U.S. standard" are preeminent.

Liberalism has been a key component of US foreign policy since its independence from Britain. Since the end of World War II, the United States has had a grand strategy which has been characterized as being oriented around primacy, "deep engagement", and/or liberal hegemony. This strategy entails that the United States maintains military predominance; builds and maintains an extensive network of allies (exemplified by NATO, bilateral alliances and foreign US military bases); integrates other states into US-designed international institutions (such as the IMF, WTO/GATT, and World Bank); and limits the spread of nuclear weapons.

Avram Noam Chomsky (born December 7, 1928) is an American professor and public intellectual known for his work in linguistics, political activism, and social criticism. Sometimes called "the father of modern linguistics", Chomsky is also a major figure in analytic philosophy and one of the founders of the field of cognitive science. He is a laureate professor of linguistics at the University of Arizona and an institute professor emeritus at the Massachusetts Institute of Technology (MIT). Among the most cited living authors, Chomsky has written more than 150 books on topics such as linguistics, war, and politics. In addition to his work in linguistics, since the 1960s Chomsky has been an influential voice on the American left as a consistent critic of U.S. foreign policy, contemporary capitalism, and corporate influence on political institutions and the media.

Born to Ashkenazi Jewish immigrants in Philadelphia, Chomsky developed an early interest in anarchism from alternative bookstores in New York City. He studied at the University of Pennsylvania. During his postgraduate work in the Harvard Society of Fellows, Chomsky developed the theory of transformational grammar for which he earned his doctorate in 1955. That year he began teaching at MIT, and in 1957 emerged as a significant figure in linguistics with his landmark work Syntactic Structures, which played a major role in remodeling the study of language. From 1958 to 1959 Chomsky was a National Science Foundation fellow at the Institute for Advanced Study. He created or co-created the universal grammar theory, the generative grammar theory, the Chomsky hierarchy, and the minimalist program. Chomsky also played a pivotal role in the decline of linguistic behaviorism, and was particularly critical of the work of B. F. Skinner.

John Jay (December 23 [O.S. December 12], 1745 – May 17, 1829) was an American statesman, diplomat, signatory of the Treaty of Paris, and a Founding Father of the United States. He served from 1789 to 1795 as the first chief justice of the United States and from 1795 to 1801 as the second governor of New York. Jay directed U.S. foreign policy for much of the 1780s and was an important leader of the Federalist Party after the ratification of the United States Constitution in 1788.

Jay was born into a wealthy family of merchants and New York City government officials of French Huguenot and Dutch descent. He became a lawyer and joined the New York Committee of Correspondence, organizing American opposition to British policies such as the Intolerable Acts in the leadup to the American Revolution. Jay was elected to the First Continental Congress, where he signed the Continental Association, and to the Second Continental Congress, where he served as its president. From 1779 to 1782, Jay served as the ambassador to Spain; he persuaded Spain to provide financial aid to the fledgling United States. He also served as a negotiator of the Treaty of Paris, in which Britain recognized American independence. Following the end of the war, Jay served as Secretary of Foreign Affairs, directing United States foreign policy under the Articles of Confederation government. He also served as the first secretary of state on an interim basis.

John Quincy Adams (/ˈkwɪnzi/ ; July 11, 1767 – February 23, 1848) was the sixth president of the United States, serving from 1825 to 1829. He previously served as the eighth United States secretary of state from 1817 to 1825. During his long diplomatic and political career, Adams served as a diplomatic minister and also as a member of the United States Congress representing Massachusetts in both chambers. He was the eldest son of John Adams, the second president, and First Lady Abigail Adams. Initially a Federalist like his father, he won election to the presidency as a member of the Democratic-Republican Party, and later, in the mid-1830s, became affiliated with the Whig Party.

Born in Braintree, Massachusetts, Adams spent much of his youth in Europe, where his father served as a diplomat. After returning to the United States, Adams established a successful legal practice in Boston. In 1794, President George Washington appointed Adams as the U.S. minister to the Netherlands, and Adams would serve in high-ranking diplomatic posts until 1801, when Thomas Jefferson took office as president. Federalist leaders in Massachusetts arranged for Adams's election to the United States Senate in 1802, but Adams broke with the Federalist Party over foreign policy and was denied re-election. In 1809, President James Madison, a member of the Democratic-Republican Party, appointed Adams as the U.S. minister to Russia. Multilingual, Adams held diplomatic posts for the duration of Madison's presidency, and he served as part of the American delegation that negotiated an end to the War of 1812. In 1817, President James Monroe selected Adams as his secretary of state. In that role, Adams negotiated the Adams–Onís Treaty in 1819, which transferred Florida to the United States, delineated the Sabine–Red–Arkansas–42nd parallel boundary, and formalized the U.S. renunciation of claims to Texas. He also helped formulate the Monroe Doctrine, which became a key tenet of U.S. foreign policy. In 1818, Adams was elected a member of the American Philosophical Society in Philadelphia.

Hans Joachim Morgenthau (February 17, 1904 – July 19, 1980) was a German-American jurist and political scientist who was one of the major 20th-century figures in the study of international relations. Morgenthau's works belong to the tradition of realism in international relations theory; he is usually considered among the most influential realists of the post-World War II period. Morgenthau made landmark contributions to international relations theory and the study of international law. His Politics Among Nations, first published in 1948, went through five editions during his lifetime and was widely adopted as a textbook in U.S. universities. While Morgenthau emphasized the centrality of power and "the national interest," the subtitle of Politics Among Nations—"the struggle for power and peace"—indicates his concern not only with the struggle for power but also with the ways in which it is limited by ethical and legal norms.

In addition to his books, Morgenthau wrote widely about international politics and U.S. foreign policy for general-circulation publications such as The New Leader, Commentary, Worldview, The New York Review of Books and The New Republic. He knew and corresponded with many of the leading intellectuals and writers of his era, such as Reinhold Niebuhr, George F. Kennan, Carl Schmitt and Hannah Arendt. At one point in the early Cold War, Morgenthau was a consultant to the U.S. Department of State when Kennan headed its Policy Planning Staff, as well as a second time during the Kennedy and Johnson administrations until he was dismissed by Johnson when he began to publicly criticize American policy in Vietnam. For most of his career, however, Morgenthau was esteemed as an academic interpreter of U.S. foreign policy.

George Frost Kennan (February 16, 1904 – March 17, 2005) was an American diplomat and historian. He was best known as an advocate of a policy of containment of Soviet expansion during the Cold War. He lectured widely and wrote scholarly histories of the relations between the USSR and the United States. He was also one of the group of foreign policy elders known as "The Wise Men".

During the late 1940s, his writings confirmed the Truman Doctrine and inspired the U.S. foreign policy of containing the USSR. His "Long Telegram" from Moscow in 1946 and the subsequent 1947 article "The Sources of Soviet Conduct" argued that the Soviet regime was inherently expansionist and that its influence had to be "contained" in areas of vital strategic importance to the United States. These texts provided justification for the Truman administration's new anti-Soviet policy. Kennan played a major role in the development of definitive Cold War programs and institutions, notably the Marshall Plan.

Henry Lewis Stimson (September 21, 1867 – October 20, 1950) was an American statesman, lawyer, and politician. Over his long career, he emerged as a leading figure in U.S. foreign policy by serving in both Republican and Democratic administrations. He served as Secretary of War (1911–1913) under President William Howard Taft, Secretary of State (1929–1933) under President Herbert Hoover, and again Secretary of War (1940–1945) under Presidents Franklin D. Roosevelt and Harry S. Truman, overseeing American military efforts during World War II.

The son of the surgeon Lewis Atterbury Stimson and Candace C. Stimson (née Wheeler, daughter of Candace Thurber Wheeler) Stimson became a Wall Street lawyer after graduating from Harvard Law School. He served as a United States Attorney under President Theodore Roosevelt and prosecuted several antitrust cases. After he was defeated in the 1910 New York gubernatorial election, Stimson served as Secretary of War under Taft. He continued the reorganization of the United States Army that had begun under his mentor, Elihu Root. After the outbreak of World War I, Stimson became part of the Preparedness Movement. He served as an artillery officer in France after the United States entered the war. From 1927 to 1929, he served as Governor-General of the Philippines under President Calvin Coolidge.

Michael Joseph Sobran Jr. (/ˈsbræn/; February 23, 1946 – September 30, 2010), also known as M. J. Sobran, was an American paleoconservative journalist and syndicated columnist. He wrote for the National Review magazine from 1972 to 1993.

In his columns, Sobran was moralistic, opposed to big government, and an isolationist critic of U.S. foreign policy. When he fired Sobran from his longtime job at National Review in 1993, publisher William F. Buckley Jr. termed some of Sobran's writings "contextually anti-semitic". In the early 2000s, Sobran was a speaker for the Holocaust denial group Institute for Historical Review.
