⭐ Core Definition: Rwandan genocide

The Rwandan genocide, also known as the genocide against the Tutsi or the Tutsi genocide, occurred from 7 April to 19 July 1994 during the Rwandan Civil War. Over a span of around 100 days, members of the Tutsi ethnic group, as well as some moderate Hutu and Twa, were systematically killed by Hutu militias. While the Rwandan Constitution states that over 1 million people were killed, most scholarly estimates suggest between 500,000 and 662,000 Tutsi died, mostly men. The genocide was marked by extreme violence, with victims often murdered by neighbours, and widespread sexual violence, with between 250,000 and 500,000 women raped.

The genocide was rooted in long-standing ethnic tensions, most recently from the Rwandan Hutu Revolution from 1959 to 1962, which resulted in Rwandan Tutsi fleeing to Uganda due to the ethnic violence that had occurred. Hostilities were then exacerbated further due to the Rwandan Civil War, which began in 1990 when the Rwandan Patriotic Front (RPF), a predominantly Tutsi rebel group, invaded Rwanda from Uganda. The war reached a tentative peace with the Arusha Accords in 1993. However, the assassination of President Juvénal Habyarimana on 6 April 1994 ignited the genocide, as Hutu extremists used the power vacuum to target Tutsi and moderate Hutu leaders.

Rwandan genocide in the context of United Nations Assistance Mission for Rwanda

The United Nations Assistance Mission for Rwanda (UNAMIR) was established by United Nations Security Council Resolution 872 on 5 October 1993. It was intended to assist in the implementation of the Arusha Accords, signed on 4 August 1993, which was meant to end the Rwandan Civil War. The mission lasted from October 1993 to March 1996. Its activities were meant to aid the peace process between the Hutu-dominated Rwandese government and the Tutsi-dominated rebel Rwandan Patriotic Front (RPF). The UNAMIR has received much attention for its role in failing, due to the limitations of its rules of engagement, to prevent the Rwandan genocide and outbreak of fighting. Its mandate extended past the RPF overthrow of the government and into the Great Lakes refugee crisis. The mission is thus regarded as a major failure.

Rwandan genocide in the context of International criminal law

International criminal law (ICL) is a body of public international law designed to prohibit certain categories of conduct commonly viewed as serious atrocities and to make perpetrators of such conduct criminally accountable for their perpetration. The core crimes under international law are genocide, war crimes, crimes against humanity, and the crime of aggression.

Classical international law governs the relationships, rights, and responsibilities of states. After World War II, the Charter of the International Military Tribunal and the following Nuremberg trial revolutionized international law by applying its prohibitions directly to individuals, in this case the defeated leaders of Nazi Germany, thus inventing international criminal law. After being dormant for decades, international criminal law was revived in the 1990s to address the war crimes in the Yugoslav Wars and the Rwandan genocide, leading to the establishment of a permanent International Criminal Court in 2001.

Rwandan genocide in the context of Refugee camp

A refugee camp is a temporary settlement built to receive refugees and people in refugee-like situations. Refugee camps usually accommodate displaced people who have fled their home country, but camps are also made for internally displaced people. Usually, refugees seek asylum after they have escaped war in their home countries, but some camps also house environmental and economic migrants. Camps with over a hundred thousand people are common, but as of 2012, the average-sized camp housed around 11,400. They are usually built and run by a government, the United Nations, international organizations (such as the International Committee of the Red Cross), or non-governmental organization. Unofficial refugee camps, such as Idomeni in Greece or the Calais jungle in France, are where refugees are largely left without the support of governments or international organizations.

Refugee camps generally develop in an impromptu fashion with the aim of meeting basic human needs for only a short time. Facilities that make a camp look or feel more permanent are often prohibited by host country governments. If the return of refugees is prevented (often by civil war), a humanitarian crisis can result or continue.

Rwandan genocide in the context of 1990s

The 1990s (often referred and shortened to as "the '90s" or "the Nineties") was the decade that began on 1 January 1990, and ended on 31 December 1999. Known as the "post-Cold War decade", the 1990s were culturally imagined as the period from the Revolutions of 1989 until the September 11 attacks in 2001. The dissolution of the Soviet Union marked the end of Russia's status as a superpower, the end of a multipolar world, and the rise of anti-Western sentiment. China was still recovering from a politically and economically turbulent period. This allowed the US to emerge as the world's sole superpower, creating relative peace and prosperity for many western countries. During this decade, the world population grew from 5.3 to 6.1 billion.

The decade saw greater attention to multiculturalism and advance of alternative media. Public education about safe sex curbed HIV in developed countries. Generation X bonded over musical tastes. Humor in television and film was marked by ironic self-references mixed with popular culture references. Alternative music movements like grunge, reggaeton, Eurodance, K-pop, and hip-hop, became popular, aided by the rise in satellite and cable television, and the internet. New music genres such as drum and bass, post-rock, happy hardcore, denpa, and trance emerged. Video game popularity exploded due to the development of CD-ROM supported 3D computer graphics on platforms such as Sony PlayStation, Nintendo 64, and PCs.

Rwandan genocide in the context of Ethnic conflict

An ethnic conflict is a conflict between two or more ethnic groups. While the source of the conflict may be political, social, economic or religious, the individuals in conflict must expressly fight for their ethnic group's position within society. This criterion differentiates ethnic conflict from other forms of struggle.

Academic explanations of ethnic conflict generally fall into one of three schools of thought: primordialist, instrumentalist or constructivist. Recently, some have argued for either top-down or bottom-up explanations for ethnic conflict. Intellectual debate has also focused on whether ethnic conflict has become more prevalent since the end of the Cold War, and on devising ways of managing conflicts, through instruments such as consociationalism and federalisation.

Rwandan genocide in the context of International Criminal Tribunal for Rwanda

The International Criminal Tribunal for Rwanda (ICTR; French: Tribunal pénal international pour le Rwanda; Kinyarwanda: Urukiko Mpanabyaha Mpuzamahanga Rwashyiriweho u Rwanda) was an international ad-hoc court established in November 1994 by the United Nations Security Council in Resolution 955 in order to adjudicate people charged for the Rwandan genocide and other serious violations of international law in Rwanda, or by Rwandan citizens in nearby states, between 1 January and 31 December 1994. The court eventually convicted 61 individuals and acquitted 14.In 1995, it became located in Arusha, Tanzania, under Resolution 977. From 2006, Arusha also became the location of the African Court on Human and Peoples' Rights. In 1998 the operation of the tribunal was expanded in Resolution 1165. Through several resolutions, the Security Council called on the tribunal to complete its investigations by end of 2004, complete all trial activities by end of 2008, and complete all work in 2012. The tribunal had jurisdiction over genocide, crimes against humanity, and violations of Common Article Three and Additional Protocol II of the Geneva Conventions (which deals with internal conflicts).

The first trial, of Jean-Paul Akayesu, began in 1997. Jean Kambanda, interim Prime Minister, pleaded guilty. According to the ICTR's Completion Strategy, in accordance with Security Council Resolution 1503, all first-instance cases were to have completed trial by the end of 2008 (this date was later extended to the end of 2009) and all work was to be completed by 2010. As of 2009, the tribunal had finished 50 trials and convicted 29 accused persons, and another 11 trials were in progress and 14 individuals were awaiting trial in detention; but the prosecutor intended to transfer 5 to national jurisdiction for trial. 13 others were still at large, some suspected to be dead. The United Nations Security Council called upon the tribunal to finish its work by 31 December 2014 to prepare for its closure and transfer of its responsibilities to the International Residual Mechanism for Criminal Tribunals (IRMCT or Mechanism) which had begun functioning for the ICTR branch on 1 July 2012. The Tribunal was officially closed on 31 December 2015.

Rwandan genocide in the context of Rwandan Patriotic Front

The Rwandan Patriotic Front (RPF–Inkotanyi; French: Front patriotique rwandais, FPR) is the ruling political party in Rwanda.

The RPF was founded in December 1987 by Rwandan Tutsi exiled in Uganda because of the ethnic violence that had occurred during the Rwandan Hutu Revolution in 1959–1962. In 1990, the RPF started the Rwandan Civil War in an attempt to overthrow the Hutu-dominated Habyarimana government. Later the Rwandan genocide occurred, and ended on 4 July with the RPF conquest of the entire country. The RPF have ruled the country since then as a de facto one-party state. RPF leader Paul Kagame has been president of Rwanda since his election in 2000.

Rwandan genocide in the context of Great Lakes refugee crisis

The Great Lakes refugee crisis is the common name for the situation beginning with the exodus in April 1994 of over two million Rwandans to neighboring countries of the Great Lakes region of Africa in the aftermath of the Rwandan genocide. Many of the refugees were Hutu fleeing the predominantly Tutsi Rwandan Patriotic Front (RPF), which had gained control of the country at the end of the genocide. However, the humanitarian relief effort was vastly compromised by the presence among the refugees of many of the Interahamwe and government officials who carried out the genocide, who used the refugee camps as bases to launch attacks against the new government led by Paul Kagame. The camps in Zaire became particularly politicized and militarized. The knowledge that humanitarian aid was being diverted to further the aims of the genocidaires led many humanitarian organizations to withdraw their assistance. The conflict escalated until the start of the First Congo War in 1996, when RPF-supported rebels invaded Zaire and sought to repatriate the refugees. The conflict escalated again with the start of the Second Congo War, also called Africa's World War or the Great War of Africa, that began in 1998 when the Congolese president Laurent-Désiré Kabila turned against his former allies from Rwanda and Uganda. The conflict continues with the Kivu conflict that started in 2004 with the start of the M23 rebellion that started in 2012.

Rwandan genocide in the context of Hutu Power

Hutu Power, or Hutu Supremacy, is an ethnic supremacist ideology that asserts the ethnic superiority of Hutu, often in the context of being superior to Tutsi and Twa, and therefore, they are entitled to dominate and murder these two groups and other minorities. Espoused by Hutu extremists, widespread support for the ideology led to the 1994 Rwandan genocide against the Tutsi, the moderate Hutu who opposed the killings, and the Twa, who were considered traitors. Hutu Power political parties and movements included the Akazu, the Parmehutu, the Coalition for the Defence of the Republic and its Impuzamugambi militia, and the governing National Republican Movement for Democracy and Development and its Interahamwe militia. Hutu supremacy is most common in Rwanda and Burundi, where Hutu comprise most of the population. Due to its sheer destructiveness, the ideology has been compared to Nazism in the Western world.

In 1990, Hassan Ngeze wrote the Hutu Ten Commandments, a document that served as the basis of the Hutu Power ideology. The Commandments called for the supremacy of Hutus in Rwanda, exclusive Hutu leadership over Rwanda's public institutions and public life, complete segregation of Hutus from Tutsis, and complete exclusion of Tutsis from public institutions and public life. Hutu Power ideology reviled Tutsis as outsiders bent on restoring a Tutsi-dominated monarchy, and idealized Hutu culture.
