Papal primacy, also known as the primacy of the bishop of Rome, is an ecclesiological doctrine in the Catholic Church concerning the respect and authority that is due to the pope from other bishops and their episcopal sees. While the doctrine is accepted at a fundamental level by both the Catholic Church (Eastern and Western) and the Eastern Orthodox Church, the two disagree on the nature of primacy.

English academic and Catholic priest Aidan Nichols wrote that "at root, only one issue of substance divides the Eastern Orthodox and the Catholic Churches, and that is the issue of the primacy." French Eastern Orthodox researcher Jean-Claude Larchet wrote that, together with the Filioque controversy, differences in interpretation of this doctrine have been and remain the primary causes of schism between the Catholic Church and the Eastern Orthodox Church. In the Eastern Orthodox churches, some understand the primacy of the bishop of Rome to be merely one of greater honour, regarding him as primus inter pares ("first among equals"), without effective power over other churches. A prominent 20th century Eastern Orthodox Christian theologian, Fr. Alexander Schmemann, envisioned a primacy that sums up rather than rules over: "Primacy is power, but as power it is not different from the power of a bishop in each church. It is not a higher power but indeed the same power, only expressed, manifested, and realized by one."

Pope in the context of Magisterium

The magisterium of the Catholic Church is the church's authority or office to give authentic interpretation of the word of God, "whether in its written form or in the form of Tradition". According to the 1992 Catechism of the Catholic Church, the task of interpretation is vested uniquely in the Pope and the bishops, though the concept has a complex history of development. Scripture and Tradition "make up a single sacred deposit of the Word of God, which is entrusted to the Church", and the magisterium is not independent of this, since "all that it proposes for belief as being divinely revealed is derived from this single deposit of faith."

Pope in the context of Eastern Catholic liturgy

The Eastern Catholic Churches of the Catholic Church utilize liturgies originating in Eastern Christianity, distinguishing them from the majority of Catholic liturgies which are celebrated according to the Latin liturgical rites of the Latin Church. While some of these sui iuris churches use the same liturgical ritual families as other Eastern Catholic churches and Eastern churches not in full communion with Rome, each church retains the right to institute its own canonical norms, liturgical books, and practices for the ritual celebration of the Eucharist, other sacraments, and canonical hours.

Historically, tension between Latin Catholics and those worshipping with Eastern liturgies resulted in the latinization, restriction, or prohibition of Eastern liturgies within the Catholic Church. Since the early 20th century, popes have encouraged the usage of traditional liturgies among Eastern Catholics and delatinization. Further emphasis on Eastern Catholic liturgical practice was made during the Second Vatican Council with the publication of the 1964 Orientalium Ecclesiarum.

An emperor (from Latin: imperator, via Old French: empereor) is the (male) ruler of an empire. Empress, the female equivalent, may indicate an emperor's wife (empress consort), mother/grandmother (empress dowager/grand empress dowager), or a woman who rules in her own right and name (empress regnant or suo jure). Emperors are generally recognized to be of the highest monarchic honour and rank, surpassing king. In Europe, the title of Emperor has been used since the Middle Ages, considered in those times equal or almost equal in dignity to that of Pope due to the latter's position as visible head of the Church and spiritual leader of the Catholic part of Western Europe. The emperor of Japan is the only currently reigning monarch whose title is translated into English as "Emperor", although he no longer reigns over an empire.

Both emperors and kings are monarchs or sovereigns, both emperor and empress are considered monarchical titles. In as much as there is a strict definition of emperor, it is that an emperor has no relations implying the superiority of any other ruler and typically rules over more than one nation. Therefore, a king might be obliged to pay tribute to another ruler, or be restrained in his actions in some unequal fashion, but an emperor should in theory be completely free of such restraints. However, monarchs heading empires have not always used the title in all contexts—the British sovereign did not assume the title Empress of the British Empire even during the incorporation of India, though she was declared Empress of India.

Pope in the context of Monarchies in Europe

In European history, monarchy was the prevalent form of government throughout the Middle Ages, only occasionally competing with communalism, notably in the case of the maritime republics and the Swiss Confederacy.

In the early modern period (1500 - 1800 CE), Republicanism became more prevalent, but monarchy still remained predominant in Europe until the end of the 19th century. After World War I, however, most European monarchies were abolished. There remain, as of 2025, twelve sovereign monarchies in Europe. Seven are kingdoms: Denmark, Norway, Sweden, the United Kingdom, Spain, the Netherlands, and Belgium. Three are principalities: Andorra, Liechtenstein, and Monaco. Finally, Luxembourg is a grand duchy and Vatican City is a theocratic, elective monarchy ruled by the pope.

The Catholic Church in France, Gallican Church, or French Catholic Church, is part of the worldwide Catholic Church in communion with the Pope in Rome. Established in the second century in unbroken communion with the bishop of Rome, it is sometimes called the "eldest daughter of the Church" (French: fille aînée de l'Église).

The first written records of Christians in France date from the second century, when Irenaeus detailed the deaths of 90-year-old bishop Saint Pothinus of Lugdunum (Lyon) and other martyrs of the 177 AD persecution in Lyon. In 496 Remigius baptized King Clovis I, who therefore converted from paganism to Catholicism. In 800, Pope Leo III crowned Charlemagne Emperor of the Roman Empire, forming the political and religious foundations of Christendom in Europe and establishing in earnest the French government's long historical association with the Catholic Church. In reaction, the French Revolution (1789–1799) was followed by heavy persecution of the Catholic Church. Since the beginning of the 20th century, Laïcité, absolute neutrality of the state with respect to religious doctrine, is the official policy of the French Republic.

The Papal States (/ˈppəl/ PAY-pəl; Italian: Stato Pontificio; Latin: Dicio Pontificia), officially the State of the Church, were a conglomeration of territories on the Italian peninsula under the direct sovereign rule of the pope from 756 to 1870. They were among the major states of Italy from the 8th century until the unification of Italy, which took place between 1859 and 1870, culminating in their demise.

The state was legally established in the 8th century when Pepin the Short, king of the Franks, gave Pope Stephen II, as a temporal sovereign, lands formerly held by Arian Christian Lombards, adding them to lands and other real estate formerly acquired and held by the bishops of Rome as landlords from the time of Constantine onward. This donation came about as part of a process whereby the popes began to turn away from the Byzantine emperors as their foremost temporal guardians for reasons such as increased imperial taxes, disagreement with respect to iconoclasm, and failure of the emperors, or their exarchs in Italy, to protect Rome and the rest of the peninsula from barbarian invasion and pillage.

Pope in the context of Cretan War (1645–1669)

The Cretan War (Greek: Κρητικός Πόλεμος, romanizedKritikós Pólemos; Turkish: Girit'in Fethi), also known as the War of Candia (Italian: Guerra di Candia) or the fifth Ottoman–Venetian war, was a conflict between the Republic of Venice and her allies (chief among them the Knights of Malta, the Papal States and France) against the Ottoman Empire and the Barbary States largely fought over the island of Crete, Venice's largest and richest overseas possession. The war lasted from 1645 to 1669 and was fought in Crete, especially in the city of Candia, and in numerous naval engagements and raids around the Aegean Sea, with Dalmatia providing a secondary theater of operations.

Although most of Crete was conquered by the Ottomans in the first few years of the war, the fortress of Candia (modern Heraklion), the capital of Crete, resisted successfully. Its prolonged siege, "Troy's rival" as Lord Byron called it, forced both sides to focus their attention on the supply of their respective forces on the island. For the Venetians in particular, their only hope for victory over the larger Ottoman army in Crete lay in successfully starving it of supplies and reinforcements. Hence the war turned into a series of naval encounters between the two navies and their allies. Venice was aided by various Western European nations, who, exhorted by the Pope and in a revival of crusading spirit, sent men, ships and supplies "to defend Christendom". Throughout the war, Venice maintained overall naval superiority, winning most naval engagements, but the efforts to blockade the Dardanelles were only partially successful, and the Republic never had enough ships to fully cut off the flow of supplies and reinforcements to Crete. The Ottomans were hampered in their efforts by domestic turmoil, as well as by the diversion of their forces north towards Transylvania and the Habsburg monarchy.
