⭐ Core Definition: Paris Agreement

The Paris Agreement (also called the Paris Accords or Paris Climate Accords) is an international treaty on climate change that was signed in 2016. The treaty covers climate change mitigation, adaptation, and finance. The Paris Agreement was negotiated by 196 parties at the 2015 United Nations Climate Change Conference near Paris, France. As of February 2023, 195 members of the United Nations Framework Convention on Climate Change (UNFCCC) are parties to the agreement. Of the three UNFCCC member states which have not ratified the agreement, the only major emitter is Iran. The United States, the second largest emitter, withdrew from the agreement in 2020, rejoined in 2021, and announced its withdrawal again in 2025.

The Paris Agreement has a long-term temperature goal which is to keep the rise in global surface temperature to well below 2 °C (3.6 °F) above pre-industrial levels. The treaty also states that preferably the limit of the increase should only be 1.5 °C (2.7 °F). These limits are defined as averages of the global temperature as measured over many years.

Wind power is the use of wind energy to generate useful work. Historically, wind power was used by sails, windmills and windpumps, but today it is mostly used to generate electricity. This article deals only with wind power for electricity generation.Today, wind power is generated almost completely using wind turbines, generally grouped into wind farms and connected to the electrical grid.

In 2024, wind supplied about 2,500 TWh of electricity, which was over 8% of world electricity. With about 100 GW added during 2021, mostly in China and the United States, global installed wind power capacity exceeded 800 GW. 30 countries generated more than a tenth of their electricity from wind power in 2024 and wind generation has nearly tripled since 2015. To help meet the Paris Agreement goals to limit climate change, analysts say it should expand much faster – by over 1% of electricity generation per year.

Paris Agreement in the context of Climate change mitigation

Climate change mitigation (or decarbonisation) is action to limit the greenhouse gases in the atmosphere that cause climate change. Climate change mitigation actions include conserving energy and replacing fossil fuels with clean energy sources. Secondary mitigation strategies include changes to land use and removing carbon dioxide (CO2) from the atmosphere. Recent assessments emphasize that global greenhouse gas emissions must peak before 2025 and decline by about 43% by 2030 to limit warming to 1.5 °C, requiring rapid transitions in energy, transport, and land-use systems. Current climate change mitigation policies are insufficient as they would still result in global warming of about 2.7 °C by 2100, significantly above the 2015 Paris Agreement's goal of limiting global warming to below 2 °C.

Solar energy and wind power can replace fossil fuels at the lowest cost compared to other renewable energy options. The availability of sunshine and wind is variable and can require electrical grid upgrades, such as using long-distance electricity transmission to group a range of power sources. Energy storage can also be used to even out power output, and demand management can limit power use when power generation is low. Cleanly generated electricity can usually replace fossil fuels for powering transportation, heating buildings, and running industrial processes. Certain processes are more difficult to decarbonise, such as air travel and cement production. Carbon capture and storage (CCS) can be an option to reduce net emissions in these circumstances, although fossil fuel power plants with CCS technology is currently a high-cost climate change mitigation strategy.

Paris Agreement in the context of Pre-industrial society

Pre-industrial society refers to social attributes and forms of political and cultural organization that were prevalent before the advent of the Industrial Revolution, which occurred from 1750 to 1850. Pre-industrial refers to a time before there were machines and tools to help perform tasks en masse. Pre-industrial civilization dates back to centuries ago, but the main era known as the pre-industrial society occurred right before the industrial society. Pre-Industrial societies vary from region to region depending on the culture of a given area or history of social and political life. Europe was known for its feudal system and the Italian Renaissance.

The term "pre-industrial" is also used as a benchmark for environmental conditions before the development of industrial society: for example, theParis Agreement, adopted in Paris on 12 December, 2015 and in force from 4 November, 2016, "aims to limit global warming to well below 2, preferably to 1.5 degrees celsius, compared to pre-industrial levels." The date for the end of the "pre-industrial era" is not defined.

Paris Agreement in the context of World Green Building Council

The World Green Building Council (WorldGBC) is a non-profit organisation and global network of national Green Building Councils (GBCs). It has member councils in over 70 countries worldwide, which collectively have 49,000 members (25,000 member companies and 24,000 individual members).

The organisation is committed to achieving the following goals by 2050: limiting global temperature rises to 2 degrees Celsius; reducing the building and construction sector's CO2 emissions by 84 gigatonnes; and ensuring all buildings have net zero emissions. These goals will ensure the buildings and construction sector plays its part in delivering on the ambition of the Paris Agreement.

Paris Agreement in the context of Energy transition

An energy transition (or energy system transformation) is a major structural change to energy supply and consumption in an energy system. Currently, a transition to sustainable energy is underway to limit climate change. Most of the sustainable energy is renewable energy. Therefore, another term for energy transition is renewable energy transition. The current transition aims to reduce greenhouse gas emissions from energy quickly and sustainably, mostly by phasing-down fossil fuels and changing as many processes as possible to operate on low carbon electricity. A previous energy transition perhaps took place during the Industrial Revolution from 1760 onwards, from wood and other biomass to coal, followed by oil and later natural gas.

Over three-quarters of the world's energy needs are met by burning fossil fuels, but this usage emits greenhouse gases. Energy production and consumption are responsible for most human-caused greenhouse gas emissions. To meet the goals of the 2015 Paris Agreement on climate change, emissions must be reduced as soon as possible and reach net-zero by mid-century. Since the late 2010s, the renewable energy transition has also been driven by the rapidly falling cost of both solar and wind power. After 2024, clean energy is cheaper than ever. Global solar module prices fell 35 percent to less than 9 cents/kWh. EV batteries saw their best price decline in seven years. Another benefit of the energy transition is its potential to reduce the health and environmental impacts of the energy industry.

Paris Agreement in the context of Ban Ki-moon

Ban Ki-moon (Korean반기문; born June 13, 1944) is a South Korean politician and diplomat who served as the eighth secretary-general of the United Nations between 2007 and 2016. Prior to his appointment as secretary-general, Ban was the South Korean minister of foreign affairs and trade between 2004 and 2006. Ban was initially considered to be a long shot for the office of Secretary-General of the United Nations; he began to campaign for the office in February 2006. As the foreign minister of South Korea, he was able to travel to all the countries on the United Nations Security Council, a manoeuvre that subsequently turned him into the campaign's front-runner.

On 13 October 2006, Ban was elected as the eighth secretary-general by the United Nations General Assembly. On 1 January 2007, he succeeded Kofi Annan. As secretary-general, he was responsible for several major reforms on peacekeeping and UN employment practices around the world. Diplomatically, Ban has taken particularly strong views on global warming, pressing the issue repeatedly with U.S. president George W. Bush, and on the Darfur conflict, where he helped persuade Sudanese president Omar al-Bashir to allow peacekeeping troops to enter Sudan. Ban was named the world's 32nd most powerful person by the Forbes list of The World's Most Powerful People in 2013, the highest among South Koreans. In 2014, he was named the third most powerful South Korean after Lee Kun-hee and Lee Jae-yong. In 2016, Foreign Policy named Ban one of the Top 100 Global Thinkers for his achievement of helping the Paris Agreement to be ratified and enforced less than a year after it was adopted.
