Pan-Arabism (Arabic: الوحدة العربية, romanizedal-waḥda al-ʿarabiyyah, lit.'Arab unity') is a pan-nationalist ideology that espouses the unification of all Arab people in a single nation-state, consisting of all Arab countries of West Asia and North Africa from the Atlantic Ocean to the Arabian Sea, which is referred to as the Arab world. It is closely connected to Arab nationalism, which asserts the view that the Arabs constitute a single nation. It originated in the late 19th century among the Arab regions of the Ottoman Empire, and its popularity reached its height during the peak of Nasserism and Ba'athism in the 1950s and 1960s. Advocates of pan-Arabism have often espoused Arab socialist principles and strongly opposed the political involvement of the Western world in the Arab world. It also sought to empower Arab states against outside forces by forming alliances such as the Arab League.

Nasserism (Arabic: التَّيَّار النَّاصِرِيّ, romanizedat-Tayyār an-Nāṣiriyy) is an Arab nationalist and Arab socialist political ideology based on the thinking of Gamal Abdel Nasser, one of the two principal leaders of the Egyptian Revolution of 1952, and Egypt's second president. Spanning the domestic and international spheres, it combines elements of Arab socialism, republicanism, secularism, nationalism, anti-imperialism, developing world solidarity, Pan-Arabism, and international non-alignment. According to Mohamed Hassanein Heikal, Nasserism symbolised "the direction of liberation, socialist transformation, the people’s control of their own resources, and the democracy of the peoples working forces."

Many other Arab countries have adopted Nasserist forms of government during the 20th century, most being formed during the 1960s, including Algeria under the FLN and the Libyan Arab Republic under Muammar Gaddafi. The Nasserist ideology is also similar in theory to the Ba'athist ideology which was also notably practiced under Saddam Hussein's Ba'athist Iraq (1968–2003) and under the Assad family's Ba'athist Syria (1963–2024).

The Arab Socialist Ba'ath Party – Syria Region (Arabic: حزب البعث العربي الاشتراكي – قطر سوريا Ḥizb al-Ba'th al-'Arabī al-Ishtirākī – Quṭr Sūriyā), officially the Syrian Regional Branch (Arabic: الفرع القطري السوري), was a neo-Ba'athist organisation founded on 7 April 1947 by Michel Aflaq, Salah al-Din al-Bitar and followers of Zaki al-Arsuzi. The party ruled Syria from the 1963 coup d'état, which brought the Ba'athists to power, until 8 December 2024, when Bashar al-Assad fled Damascus in the face of a rebel offensive during the Syrian civil war. It was formally disbanded in January 2025.

The party was founded on 7 April 1947 as the Arab Ba'ath Party through the merger of the Arab Ba'ath Movement led by Michel ʿAflaq and Salah al-Din al-Bitar and the Arab Ba'ath, led by Zaki al-Arsuzi. The party espoused Ba'athism, an ideology mixing Arab nationalist, pan-Arab, Arab socialist, and anti-imperialist interests. Ba'athism calls for the unification of the Arab world into a single state. It quickly established branches in other Arab countries, although it would only hold power in Syria and in Iraq. Following their ascent to power in 1963, neo-Ba'athist officers proceeded to stamp out the traditional civilian elites in order to construct a military dictatorship operating on totalitarianlines; wherein all state agencies, party organisations, public institutions, civil entities, media and health infrastructure were tightly dominated by the military establishment and the Mukhabarat (intelligence services).

Pan-Arabism in the context of Ba'athism

Ba'athism, also spelled Baathism, is an Arab nationalist ideology which advocates the establishment of a unified Arab state through the rule of a Ba'athist vanguard party operating under a revolutionary socialist framework. The ideology is officially based on the theories of the Syrian intellectuals Michel Aflaq (per the Iraqi-led Ba'ath Party), Zaki al-Arsuzi (per the Syrian-led Ba'ath Party), and Salah al-Din al-Bitar. Ba'athist leaders of the modern era include the former president of Iraq Saddam Hussein, and former presidents of Syria Hafez al-Assad and his son Bashar al-Assad.

The Ba'athist ideology advocates the "enlightenment of the Arabs" as well as the renaissance of their culture, values and society. It also advocates the creation of one-party states and rejects political pluralism in an unspecified length of time—the Ba'ath party theoretically uses an unspecified amount of time to develop an "enlightened" Arab society. Ba'athism is founded on the principles of Arab nationalism, pan-Arabism, and Arab socialism, as exemplified by its slogan "Unity, Freedom, Socialism".

Hussein bin Ali al-Hashimi (Arabic: ٱلْحُسَيْن بِن عَلِي ٱلْهَاشِمِي, romanizedal-Ḥusayn bin 'Alī al-Hāshimī pronunciation; 1 May 1854 – 4 June 1931) was a Hejazi leader from the Banu Qatadah branch of the Banu Hashim clan who was the Sharif and Emir of Mecca from 1908 and, after proclaiming the Great Arab Revolt against the Ottoman Empire, King of the Hejaz, even if he refused this title, from 1916 to 1924. He proclaimed himself Caliph after the abolition of the Ottoman Caliphate in 1924 and stayed in power until 1925 when Hejaz was invaded by the Sultanate of Nejd. His Caliphate was opposed by the British and French empires, the Zionists and the Wahhabis alike. However, he received support from a large part of the Muslim population of that time and from Mehmed VI. He is usually considered as the father of modern pan-Arabism.

In 1908, in the aftermath of the Young Turk Revolution, Hussein was appointed Sharif of Mecca by the Ottoman sultan Abdul Hamid II. His relationship with the Ottoman government deteriorated after the Committee of Union and Progress took power, particularly because of their policies of Turkification and persecution of ethnic minorities, including Arabs. In 1916, with the promise of British support for Arab independence, although it is debated as to what extent the British were influential in his choice, he proclaimed the Arab Revolt against the Ottoman Empire, accusing the Committee of Union and Progress of violating tenets of Islam and limiting the power of the sultan-caliph. While his armies, led by his sons, were engaged in fighting the Ottoman and German troops in the Middle East, Hussein supported the Armenians during the Armenian genocide and saved up to 4,000 of them. In the aftermath of World War I, Hussein refused to ratify the Treaty of Versailles, in protest of the Balfour Declaration, a document supporting the Jewish settlers in Palestine, and the establishment of British and French mandates in Syria, Iraq, and Palestine. His sons Faisal and Abdullah were made rulers of Iraq and Transjordan respectively in 1921.

Pan-Arabism in the context of Arab Cold War

The Arab Cold War (Arabic: الحرب العربية الباردة al-ḥarb al-`arabiyyah al-bāridah) was a political rivalry in the Arab world from the early 1950s to the late 1970s or early 1990s and a part of the wider Cold War. It is generally accepted that the beginning of the Arab Cold War is marked by the Egyptian Revolution of 1952, which led to Gamal Abdel Nasser becoming president of Egypt in 1956. Thereafter, newly formed Arab republics, inspired by revolutionary secular nationalism and Nasser's Egypt, engaged in political rivalries with conservative traditionalist Arab monarchies, influenced by Saudi Arabia. The Iranian Revolution of 1979, and the ascension of Ayatollah Ruhollah Khomeini as leader of Iran, is widely seen as the end of this period of internal conflicts and rivalry. A new era of Arab-Iranian tensions followed, overshadowing the bitterness of intra-Arab strife.

Nasser espoused secular pan-Arab nationalism and socialism as a response to the perceived complicity of the Arab monarchies in Western interference in the Arab world. He also opposed the monarchies' support of rentierism and Islamism. Later Nasser embraced the Palestinian cause, albeit within the framework of pan-Arabism. After Egypt's political victory in the 1956 Suez Crisis, known in the Arab world as the Tripartite Aggression, Nasser and his associated ideology quickly gained support in other Arab countries, from Iraq in the east to French-occupied Algeria in the west. In several Arab countries, such as Iraq, North Yemen and Libya, conservative regimes were overthrown and replaced by revolutionary republican governments. Meanwhile, Arab countries under Western occupation, such as Algeria and South Yemen, experienced nationalist uprisings aimed at national liberation. At the same time, Syria, which was already strongly Arab nationalist, formed a short-lived federal union with Egypt called the United Arab Republic. Several other attempts were made to unite the Arab states in various configurations, but all attempts were unsuccessful.

Arab nationalism (Arabic: القومية العربية, romanizedal-qawmīya al-ʿarabīya) is a political ideology asserting that Arabs constitute a single nation. As a traditional nationalist ideology, it promotes Arab culture and civilization, celebrates Arab history, the Arabic language and Arabic literature. It often also calls for unification of Arab society. It bases itself on the premise that the people of the Arab world—from the Atlantic Ocean to the Arabian Sea—constitute one nation bound together by a common identityethnicity, language, culture, history, geography, and politics.

Rooted in the 19th-century Nahda under Ottoman rule, Arab nationalism emerged in the early 20th century as an opposition movement in the Arab provinces of the Ottoman Empire, later evolving into the overwhelmingly dominant ideological force in the Arab world. Initially focused on resisting Ottoman control, it later opposed Western imperialism after World War I due to the undesirable outcome of the Arab Revolt — in successfully achieving their primary goal of dissolving the Ottoman Empire, the Arab rebels simultaneously enabled the partitioning of their would-be unified Arab state by Britain and France. Anti-Western sentiment grew as Arab nationalists rallied around the Palestinian cause, viewing Zionism as a threat to the region's integrity and linking the Arab–Israeli conflict to Western imperialism due to the Balfour Declaration. Arab unity was considered a necessary instrument to "restoring this lost part" of the nation, which in turn meant eliminating the "relics" of foreign colonialism. Its influence steadily expanded over subsequent years. By the 1950s and 1960s, the charismatic Egyptian leader Gamal Abdel Nasser championed Arab nationalism following his seizure and nationalization of the Suez Canal and his "victory" over British–French–Israeli forces in the 1956 Suez Crisis, and political parties like the Ba'ath Party and the Arab Nationalist Movement demonstrated remarkable capabilities for mobilization, organization, and clandestine activities. This ideology seemed to be on the rise across the Arab states, with independent Arab governments such as Syria, Iraq, Algeria, and Egypt adopting Arab nationalism as official state policy.

Pan-Arabism in the context of Pan-nationalism

Pan-nationalism (from Ancient Greek πᾶν (pân) 'all' and French nationalisme 'nationalism') in the social sciences includes forms of nationalism that aim to transcend (overcome, expand) traditional boundaries of basic or historical national identities in order to create a "higher" pan-national (all-inclusive) identity, based on various common denominators. In relation to classical state nationalism, pan-nationalism manifests itself through various political movements that advocate the formation of "higher" (pan-national) forms of political identity, based on a regional or continental grouping of national states, such as Pan-Africanism, Pan-Americanism, Pan-Arabism, Pan-Asianism, Pan-Slavism, and Pan-Turkism. In terms of ethnic nationalism, pan-nationalism can also manifest itself through specific ethnic movements that advocate setting up "higher" (pan-national) forms of common identity that are based on ethnic grouping (for example: Pan-Germanism or Pan-Slavism). Other forms of nationalism also have their pan-national variants.

Some forms of pan-nationalism, such as Pan-Germanism, manifest themselves on two levels: wider - relating to the unity of all Germanic peoples - and narrower - relating to the unity of all ethnic Germans, also including (on either of those two levels) German-speaking Austrians and German-speaking Swiss people, many of who may not self-identify as strictly "German", while still belonging to the wider family of contemporary Germanic peoples.

The party espoused Ba'athism, which is an ideology mixing Arab nationalist, pan-Arab, Arab socialist, and anti-imperialist interests. Ba'athism calls for the unification of the Arab world into a single state. Its motto, "Unity, Freedom, Socialism", refers to Arab unity and freedom from non-Arab control and interference as well as supporting socialism.

The party was founded by the merger of the Arab Ba'ath Movement, led by Aflaq and al-Bitar, and the Arab Ba'ath, led by al-ʾArsūzī, on 7 April 1947 as the Arab Ba'ath Party. The party quickly established branches in other Arab countries - although it would only hold power in Iraq and Syria. In 1953, the Arab Ba'ath Party merged with the Arab Socialist Movement, led by Akram al-Hourani, to form the Arab Socialist Ba'ath Party. The newly formed party was a relative success, and it became the second-largest party in the Syrian parliament in the 1954 election. Pan-Arabism in the context of Neo-Ba'athism

Neo-Ba'athism is a far-left variant of Ba'athism that became the state ideology of Ba'athist Syria, after the Arab Socialist Ba'ath party's Sixth National Congress in October 1963. As a result of the 1966 Syrian coup d'état launched by the neo-Ba'athist military committee led by Salah Jadid and Hafez al-Assad, Ba'ath party's Syrian regional branch was transformed into a militarist organization that became completely independent of the National Command of the original Ba'ath Party.

Neo-Ba'athism has been described as a divergence from Ba'athism proper that had gone beyond its pan-Arabist ideological basis by stressing the precedent of the military and purging the classical Ba'athist leadership of the old guard, including Michel Aflaq and Salah al-Din al-Bitar. The far-left neo-Ba'athist regime in Syria, which was influenced by various Marxist ideological schools, espoused radical leftist doctrines such as revolutionary socialism abandoned pan-Arabism, sought to strengthen ties with the Soviet Union, and came into conflict with Arab nationalists such as Nasserists and the Iraqi Ba'athists, particularly Saddamists, with whom they maintained a bitter rivalry. From their seizure of power in the Syrian Arab Republic as a result of the 1963 Syrian coup d'état, neo-Ba'athist officers purged traditional civilian elites to establish a military dictatorship operating along totalitarian lines.
