The Pale of Settlement was a western region of the Russian Empire with varying borders that existed from 1791 to 1917 (de facto until 1915) in which permanent residency by Jews was allowed and beyond which Jewish residency, permanent or temporary, was mostly forbidden. Most Jews were still excluded from residency in a number of cities within the Pale as well. A few Jews were allowed to live outside the area, including those with university education, the ennobled, members of the most affluent of the merchant guilds and particular artisans, some military personnel and some services associated with them, including their families, and sometimes their servants. Pale is an archaic term meaning an enclosed area. Jews were also allowed to settle in colonies outside of the Pale, such as in Siberia.

The Pale of Settlement included all of modern-day Belarus and Moldova, much of Lithuania, Ukraine and east-central Poland, and relatively small parts of Latvia and what is now the western Russian Federation. It extended from the eastern pale, or demarcation line inside the country, westwards to the Imperial Russian border with the Kingdom of Prussia (later the German Empire) and Austria-Hungary. Furthermore, it comprised about 20% of the territory of European Russia and largely corresponded to historical lands of the former Polish–Lithuanian Commonwealth, Cossack Hetmanate, the Ottoman Empire (with Yedisan), Crimean Khanate, and eastern Principality of Moldavia (Bessarabia).

Latgale (Latgalian: Latgola; Latvian: Latgale; Russian: Латгалия, romanizedLatgaliya; Polish: Łatgalia; German: Lettgallen; Belarusian: Латгалія, romanizedLathalija; Belarusian Latin: Łathalija; Latin: Lettgallia), also known as Latgalia or Latgallia, is one of the Historical Latvian Lands. It is the easternmost region of the country and lies north of the Daugava River. While most of Latvia is historically Lutheran, Latgale is predominantly Catholic: 65.3% according to a 2011 survey. After the Counter-Reformation it was the northernmost predominantly Catholic province or region in Europe. There is a considerable Eastern Orthodox minority (23.8%), of which 13.8% are Russian Orthodox Christians and 10.0% are Old Believers. As of 2020, the region's population was 255,968.

The region has a large population of ethnic Russians, especially in Daugavpils, the largest city in the region and the location of the region's only public university, the University of Daugavpils. Many of the Russians who lived in Latgale before Soviet rule are Old Believers. Rēzekne, often called the heart of Latgale, Krāslava, and Ludza are other large towns in the region, which also has a Belarusian minority. There is also a significant Polish minority. As part of the Polotsk and Vitebsk guberniyas, the region was part of the Pale of Settlement and had a very large Jewish population – but many of the Jews were killed in WW2 and most of the remainder emigrated. Other than in Daugavpils, the Baltic German presence in Latgale was less sizable than in other regions of Latvia. According to the Latvian Official Statistics portal, Latgale is the only region of Latvia where the number of Slavs surpasses the number of ethnic Latvians.

Pale of Settlement in the context of Anarchism in Ukraine

Anarchism in Ukraine has its roots in the democratic and egalitarian organization of the Zaporozhian Cossacks, who inhabited the region up until the 18th century. Philosophical anarchism first emerged from the radical movement during the Ukrainian national revival, finding a literary expression in the works of Mykhailo Drahomanov, who was himself inspired by the libertarian socialism of Pierre-Joseph Proudhon. The spread of populist ideas by the Narodniks also lay the groundwork for the adoption of anarchism by Ukraine's working classes, gaining notable circulation in the Jewish communities of the Pale of Settlement.

By the outbreak of the 1905 Revolution, a specifically anarchist movement had risen to prominence in Ukraine. The ideas of anarcho-communism, anarcho-syndicalism and individualist anarchism all took root in Ukrainian revolutionary circles, with syndicalism itself developing a notably strong hold in Odesa, while acts of anarchist terrorism by cells such as the Black Banner became more commonplace. After the revolution was suppressed, Ukrainian anarchism began to reorganize itself, culminating in the outburst following the February Revolution, when Nestor Makhno returned to the country and began to organize among the peasantry.

Pale of Settlement in the context of Pogrom

A pogrom is a violent riot incited with the aim of massacring or expelling an ethnic or religious group, usually applied to attacks on Jews. The term entered the English language from Russian to describe late 19th- and early 20th-century attacks on Jews in the Russian Empire (mostly within the Pale of Settlement). Retrospectively, similar attacks against Jews which occurred in other times and places were renamed pogroms. Nowadays the word is used to describe publicly sanctioned purgative attacks against non-Jewish groups as well. The characteristics of a pogrom vary widely, depending on the specific incident, at times leading to, or culminating in, massacres.

Significant pogroms in the Russian Empire included the Odessa pogroms, Warsaw pogrom (1881), Kishinev pogrom (1903), Kiev pogrom (1905), and Białystok pogrom (1906). After the collapse of the Russian Empire in 1917, several pogroms occurred amidst the power struggles in Eastern Europe, including the Lwów pogrom (1918) and Kiev pogroms (1919).The most significant pogrom which occurred in Nazi Germany was the 1938 Kristallnacht. At least 91 Jews were killed, a further thirty thousand arrested and subsequently incarcerated in concentration camps, a thousand synagogues burned, and over seven thousand Jewish businesses destroyed or damaged. Notorious pogroms of World War II included the 1941 Farhud in Iraq, the July 1941 Iași pogrom in Romania – in which over 13,200 Jews were killed – as well as the Jedwabne pogrom in German-occupied Poland. Post-World War II pogroms included the 1945 Tripoli pogrom, the 1946 Kielce pogrom, the 1947 Aleppo pogrom, and the 1955 Istanbul pogrom.

Pale of Settlement in the context of Volhynia

Volhynia or Volynia (/vˈlɪniə/ voh-LIN-ee-ə; see #Names and etymology) is a historic region in Central and Eastern Europe, between southeastern Poland, southwestern Belarus, and northwestern Ukraine. The borders of the region are not clearly defined, but in Ukraine it is roughly equivalent to Volyn Oblast, Rivne Oblast, and the northern part of the Khmelnytskyi Oblast and Ternopil Oblast. The territory that still carries the name is Volyn Oblast.

Volhynia has changed hands numerous times throughout history and been divided among competing powers. For centuries it was part of the Polish-Lithuanian Commonwealth. After the Russian annexation during the Partitions of Poland, all of Volhynia was made part of the Pale of Settlement on the southwestern border of the Russian Empire. Important cities include Rivne, Lutsk, Zviahel, and Volodymyr.

Pale of Settlement in the context of Eastern European Jewry

The expression Eastern European Jewry has two meanings. Its first meaning refers to the current political spheres of the Eastern European countries and its second meaning refers to the Jewish communities in Russia and Poland. The phrase 'Eastern European Jews' or 'Jews of the East' (from German: Ostjuden) was established during the 20th century in the German Empire and in the western provinces of the Austro-Hungarian Empire, aiming to distinguish the integrating Jews in Central Europe from those Jews who lived in the East. This feature deals with the second meaning of the concept of Eastern European Jewry—the Jewish groups that lived in Poland, Ukraine, Belarus, Latvia, Lithuania, Estonia, Russia, Romania, Hungary and modern-day Moldova in collective settlement (from Hebrew: Kibbutz- קיבוץ), many of whom spoke Yiddish.

At the beginning of the 20th century, over six million Jews lived in Eastern Europe. They were organized into large and small communities, living in big cities, such as Warsaw (with a population of about 300,000 Jews), as well as in small towns with populations of only tens or hundreds of Jews.

Pogroms in the Russian Empire (Russian: Еврейские погромы в Российской империи, romanizedEvreyskie pogromy v Rossiyskoy imperii) were large-scale, targeted, and repeated anti-Jewish riots that began in the 19th century. Pogroms began to occur after Imperial Russia, which previously had very few Jews, acquired territories with large Jewish populations from the Polish–Lithuanian Commonwealth and the Ottoman Empire from 1772 to 1815. These territories were designated "the Pale of Settlement" by the Imperial Russian government, within which Jews were reluctantly permitted to live. The Pale of Settlement primarily included the territories of Poland, Ukraine, Belarus, Bessarabia (modern Moldova), Lithuania and Crimea. Jews were forbidden from moving to other parts of European Russia (including Finland), unless they converted from Judaism or obtained a university diploma or first guild merchant status. Migration to the Caucasus, Siberia, the Far East or Central Asia was not restricted.

Pale of Settlement in the context of Shtetl

Shtetl or shtetel (English: /ˈʃtɛtəl/ SHTET-əl; Yiddish: שטעטל, romanizedshtetl, pronounced [ʃtɛtl̩]; pl. שטעטעלעך shtetelekh) is a Yiddish term for small towns with predominantly Ashkenazi Jewish populations which existed in Eastern Europe before the Holocaust. The term is used in the context of former Eastern European Jewish societies as mandated islands within the surrounding non-Jewish populace, and thus bears certain connotations of discrimination. Shtetls (or shtetels, shtetlach, shtetelach or shtetlekh) were mainly found in the areas that constituted the 19th-century Pale of Settlement in the Russian Empire (constituting modern-day Belarus, Lithuania, Moldova, Ukraine, Poland, Latvia and Russia), as well as in Congress Poland, Austrian Galicia and Bukovina, the Kingdom of Romania and the Kingdom of Hungary.

In Yiddish, a larger city, like Lviv or Chernivtsi, is called a shtot (Yiddish: שטאָט), and a village is called a dorf (Yiddish: דאָרף). Shtetl is a diminutive of shtot with the meaning 'little town'. Despite the existence of Jewish self-administration (kehilla/kahal), officially there were no separate Jewish municipalities, and the shtetl was referred to as a miasteczko or miestelis (mestechko, in Russian bureaucracy), a type of settlement which originated in the former Polish–Lithuanian Commonwealth and was formally recognized in the Russian Empire as well. For clarification, the expression "Jewish miasteczko" was often used.
