In the Ottoman Empire, a millet (Turkish: [millet]; Ottoman Turkish: ملت, Arabic: مِلَّة) was an independent court of law pertaining to "personal law" under which a confessional community (a group abiding by the laws of Muslim sharia, Christian canon law, or Jewish halakha) was allowed to rule itself under its own laws.

Despite frequently being referred to as a "system", before the nineteenth century the organization of what are now retrospectively called millets in the Ottoman Empire was not at all systematic. Rather, non-Muslims were simply given a significant degree of autonomy within their own community, without an overarching structure for the millet as a whole. The notion of distinct millets corresponding to different religious communities within the empire would not emerge until the eighteenth century. Subsequently, the millet system was justified through numerous foundation myths linking it back to the time of Sultan Mehmed the Conqueror (r. 1451–81), although it is now understood that no such system existed in the fifteenth century. Heads of millets, or milletbaşı (Ethnarch), usually had absolute secular and ecclesiastical power over their communities, being answerable only to the Sultan.

The Ottoman Empire, also known as the Turkish Empire, controlled much of Southeast Europe, West Asia, and North Africa from the 14th century to the early 20th century. It also controlled parts of southeastern Central Europe between the early 16th and early 18th centuries.

The empire emerged from a beylik, or principality, founded in northwestern Anatolia in c. 1299 by the Turkoman tribal leader Osman I. His successors conquered much of Anatolia and expanded into the Balkans by the mid-14th century, transforming their petty kingdom into a transcontinental empire. The Ottomans ended the Byzantine Empire with the conquest of Constantinople in 1453 by Mehmed II. With its capital at Constantinople and control over a significant portion of the Mediterranean Basin, the Ottoman Empire was at the centre of interactions between the Middle East and Europe for six centuries. Ruling over so many peoples, the empire granted varying levels of autonomy to its many confessional communities, or millets, to manage their own affairs per Islamic law. During the reigns of Selim I and Suleiman the Magnificent in the 16th century, the Ottoman Empire became a global power.

Minorities in Turkey form a substantial part of the country's population, representing an estimated 25 to 28 percent of the population. Historically, in the Ottoman Empire, Islam was the official and dominant religion, with Muslims having more rights than non-Muslims, whose rights were restricted. Non-Muslim (dhimmi) ethno-religious groups were legally identified by different millet ("nations").

Following the end of World War I and the dissolution of the Ottoman Empire, all Ottoman Muslims were made part of the modern citizenry or the Turkish nation as the newly founded Republic of Turkey was constituted as a Muslim nation state. While Turkish nationalist policy viewed all Muslims in Turkey as Turks without exception, non-Muslim minority groups, such as Jews and Christians, were designated as "foreign nations" (dhimmi). Conversely, Turk (term for Muslims) was used to denote all groups in the region who had been Islamized under Ottoman rule, especially Muslim Albanians and Slavic Muslims.

The Tanzimat (Ottoman Turkish: تنظيمات, Turkish: Tanzimât, lit. 'Reorganization') was a period of reforms in the Ottoman Empire that began with the Edict of Gülhane of 1839 and ended with the First Constitutional Era in 1876. Driven by reformist statesmen such as Mustafa Reşid Pasha, Mehmed Emin Âli Pasha, and Fuad Pasha, under Sultans Abdul Mejid and Abdul Aziz, the reforms sought to reverse the empire's decline by modernizing legal, military, and administrative systems while promoting Ottomanism (equality for all subjects). Though secular courts, modern education, and infrastructure like railways, were introduced, the reforms faced resistance from conservative clerics, exacerbated ethnic tensions in the Balkans, and saddled the empire with crippling foreign debt. The Tanzimat’s legacy remains contested: some historians credit it with establishing a powerful national government, while others argue it accelerated imperial fragmentation.

Different functions of government received reform, were completely reorganized, or started from scratch. Among institutions that received significant attention throughout this period included legislative functions, trade policy, secularization and codification of the legal system, crackdowns on the slave trade, education, property law, law enforcement, and the military. Ottoman statesmen also worked with reformers of the many confessional communities of the empire, millets, to codify — and in some cases democratize — their confessional governments.

The Ottoman Turkish alphabet (Ottoman Turkish: الفبا, romanizedelifbâ) is a version of the Perso-Arabic script used to write Ottoman Turkish for over 600 years until 1928, when it was replaced by the Latin-based modern Turkish alphabet.

Though Ottoman Turkish was primarily written in this script, non-Muslim Ottoman subjects sometimes wrote it in other scripts, including Armenian, Greek, Latin and Hebrew alphabets.

The ethnonym Turk (Greek: Τούρκοι/Tourkoi, Serbo-Croatian: Turci/Турци, Macedonian: Турчин, Bulgarian: Турчин, Albanian: Turqit) has been commonly used by the non-Muslim Balkan peoples to denote all Muslim people in the region, regardless of their ethno-linguistic background. Most of the Muslims in the Ottoman Empire, however, were indeed ethnic Turks. In the Ottoman Empire, the faith of Islam was the official state religion, with Muslims holding higher rights than non-Muslims. Non-Muslim (dhimmi) ethno-religious legal groups were identified by different millets ("nations").

Turk was also notably used to denote all groups in the region who had been Islamized during the Ottoman rule, especially Muslim Albanians and Slavic Muslims (mostly Bosniaks). For the Balkan Christians, converting to Islam was synonymous with Turkification, succumbing to "Ottoman rule and embracing the Ottoman way of life," hence "to become a Turk". In South Slavic languages, there are also derivative terms, which are seen as more offensive towards Bosniaks, such as poturiti, poturčiti and poturica (all essentially meaning "Turk" or "to turkify").
