Ahmed Şefik Midhat Pasha (Ottoman Turkish: احمد شفيق مدحت پاشا, romanizedAḥmed Şefīḳ Midḥat Pāşā; 1822 – 26 April 1883) was an Ottoman politician, reformist, and statesman. He was the author of the Constitution of the Ottoman Empire.

Midhat was born in Istanbul and educated from a private medrese. In July 1872, he was appointed grand vizier by Abdulaziz (r. 1861–1876), though was removed in August. During the First Constitutional Era, in 1876, he co-founded the Ottoman Parliament. Midhat was noted as a kingmaker and leading Ottoman democrat. He was part of a governing elite which recognized the crisis the Empire was in and considered reform to be a dire need. Midhat was reportedly killed in al-Ta'if.

A vilayet (Ottoman Turkish: ولایت, "province"; [vi.laː.jet]), also known by various other names, was a first-order administrative division of the later Ottoman Empire. It was introduced in the Vilayet Law of 21 January 1867, part of the Tanzimat reform movement initiated by the Ottoman Reform Edict of 1856. The Danube Vilayet had been specially formed in 1864 as an experiment under the leading reformer Midhat Pasha. The Vilayet Law expanded its use, but it was not until 1884 that it was applied to all of the empire's provinces. Writing for the Encyclopaedia Britannica in 1911, Vincent Henry Penalver Caillard claimed that the reform had intended to provide the provinces with greater amounts of local self-government but in fact centralized more power with the sultan and local Muslims at the expense of other communities.

Ottoman Iraq or Hıtta-i Irakiyye (Ottoman Turkish: خطهٔ عراقیه, romanized: Hıṭṭa-i ʿIrāqiyye, lit. the Iraq region) was the Ottoman name for the region of Iraq that was under their control. Historians often divide its history into five main periods. The first began with Sultan Süleyman I's conquest in 1534 and ended with the Safavid capture of Baghdad in 1623. The second lasted from the Ottoman reconquest in 1638 to the start of Mamluk self-rule in 1749. The third period, from 1749 to 1831, was marked by the Georgian Mamluk dynasty’s semi-autonomous governance. The fourth stretched from the Ottoman removal of the Mamluks in 1831 to 1869, when reformist governor Midhat Pasha took office. The fifth and final phase ran from 1869 until 1917, when British forces occupied Baghdad during the First World War.

Administratively, during the first period in the 16th century, Baghdad Eyalet encompassed much of the territory of modern Iraq. In the 17th century, the Ottomans had reorganized Iraq into four eyalets (Baghdad, Basra, Mosul, and Shahrizor). However, from the late 17th century, a trend of administrative unification began, with Basra coming under Baghdad's control from around 1705 and Mosul and Shahrizor following after 1780 during the semi-autonomous Mamluk period. Following this unification, Mamluk rulers such as Sulayman the Great were described as governing “all of Iraq”, and the Ottomans themselves began referring to the region unofficially as “the land of Iraq”. By 1830, and possibly earlier, these were being collectively referred to in official Ottoman correspondence as the region of Iraq, as attested in a letter from Sultan Mahmud II. The four eyalets were later consolidated in the 19th century into the vilayets of Mosul, Baghdad, and Basra, collectively referred to in official Ottoman documents as the Iraq Region (Hıtta-i Irakiyye).

The Constitution of the Ottoman Empire (Ottoman Turkish: قانون أساسي, romanizedKānûn-ı Esâsî, lit.'Basic law'; French: Constitution ottomane) was in effect from 1876 to 1878 in a period known as the First Constitutional Era, and from 1908 to 1922 in the Second Constitutional Era. The first and only constitution of the Ottoman Empire, it was written by members of the Young Ottomans, particularly Midhat Pasha, during the reign of Sultan Abdul Hamid II (r. 1876–1909). After Abdul Hamid's political downfall in the 31 March Incident, the Constitution was amended to transfer more power from the sultan and the appointed Senate to the popularly-elected lower house: the Chamber of Deputies.

In the course of their studies in Europe, some members of the new Ottoman elite concluded that the secret of Europe's success rested not only with its technical achievements but also with its political organizations. Moreover, the process of reform itself had imbued a small segment of the elite with the belief that constitutional government would be a desirable check on autocracy and provide it with a better opportunity to influence policy. Sultan Abdulaziz's chaotic rule led to his deposition in 1876 and, after a few troubled months, to the proclamation of an Ottoman constitution that the new sultan, Abdul Hamid II, pledged to uphold.

Midhat Pasha in the context of Young Turks

The Young Turks (Ottoman Turkish: ژون تركلر, romanizedJön Türkler, also كنج تركلر Genç Türkler) formed as a constitutionalist broad opposition-movement in the late Ottoman Empire against the absolutist régime of Sultan Abdul Hamid II (r. 1876–1909). The most powerful organisation within the movement, and the most conflated, was the Committee of Union and Progress (CUP, founded in 1889), though its ideology, strategies, and membership continuously changed. By the 1890s, the Young Turks were mainly a loose and contentious network of exiled intelligentsia who made a living by selling their newspapers to secret subscribers. Beyond opposition, exiled writers and sociologists debated Turkey's place in the East–West dichotomy.

Included in the opposition movement was a mosaic of ideologies, represented by democrats, liberals, decentralists, secularists, social Darwinists, technocrats, constitutional monarchists, and nationalists. Despite being called "the Young Turks", the group was of an ethnically diverse background; including Turks, Albanian, Aromanian, Arab, Armenian, Azeri, Circassian, Greek, Kurdish, and Jewish members. Besides membership in outlawed political committees, other avenues of opposition existed in the ulama, Sufi lodges, and masonic lodges. By and large, Young Turks favored taking power away from Yıldız Palace in favour of constitutional governance. The movement was popular especially among young, educated Ottomans and military officers that wanted reforms. They believed that a social contract in the form of a constitution would fix the empire's problems with nationalist movements and foreign intervention by instilling Ottomanism, or multi-cultural Ottoman nationalism.

The Young Ottomans (Ottoman Turkish: یکی عثمانلیلر, romanizedYeŋî ʿOs̱mânlıler; Turkish: Yeni Osmanlılar) were a secret society established in 1865 by a group of Ottoman intellectuals who were dissatisfied with the Tanzimat reforms in the Ottoman Empire, which they believed did not go far enough. The Young Ottomans sought to transform the Ottoman society by preserving the Empire and modernizing it along the European tradition of adopting a constitutional government. Though the Young Ottomans were frequently in disagreement ideologically, they all agreed that the new constitutional government should continue to be at least somewhat rooted in Islam. To emphasize "the continuing and essential validity of Islam as the basis of Ottoman political culture" they attempted to syncretize an Islamic jurisprudence with liberalism and parliamentary democracy. The Young Ottomans sought for new ways to form a government like the European governments, especially the constitution of the Second French Empire. Among the prominent members of this society were writers and publicists such as İbrahim Şinasi, Namık Kemal, Ali Suavi, Ziya Pasha, and Agah Efendi.

In the 1876 revolution, Midhat Pasha organized a conspiracy with the Young Ottomans to overthrow Sultan Abdul Aziz in order to promulgate a constitution, bringing Murad V to the throne. With his mental breakdown, another deposition made Abdul Hamid II sultan. 1876, the Young Ottomans had their defining moment when Abdul Hamid II reluctantly promulgated the Ottoman constitution of 1876 (Turkish: Kanûn-u Esâsî), the first attempt at a constitution in the Ottoman Empire, ushering in the First Constitutional Era. Although this period was short-lived, with Abdul Hamid II ultimately suspending the constitution and parliament in 1878 in favor of a return to absolute monarchy with himself in power, the influence of the Young Ottomans continued until the collapse of the empire. Several decades later, another group of reform-minded Ottomans, the Young Turks, repeated the Young Ottomans' efforts, leading to the Young Turk Revolution in 1908 and the beginning of the Second Constitutional Era.

On 30 May 1876, a bloodless military coup d'état occurred in the Ottoman capital of Istanbul, which resulted in the dethronement of the Ottoman Sultan Abdulaziz, and subsequently, the appointment of Murad V as the Sultan. The 1864 Vilayet Law (Ottoman Turkish: ولایت نظامنامه‌سی, Vilâyet Nizamnâmesi, French: Loi des Vilayets ), also known as the Provincial Reform Law, was introduced during the Tanzimat era of the late Ottoman Empire. This era of administration was marked by reform movements, with provincial movements led largely by Midhat Pasha, a key player in the Vilayet Law itself. The Vilayet Law reorganized the provinces within the empire, replacing the medieval eyalet system.

Its date of initial publication in the Gregorian calendar was 8 November 1864, and the Turkish date was 7 Cümadelahir (Djem. II) or Jumaada al-Akhir (Jumada al-Thani) 1281. The law was modified in 1867. The Ottoman Turkish version was first published in Takvim-i Vekayi No. 773, and was published in Düstur Volume I, pages 517–538, and the 1867 version was printed in the Düstur Volume I, pages 608–624. The Greek version was published in Оθωμανικοί Κώδηκες ("Othōmanikoi kōdēkes", meaning "Ottoman Codes", with Demotic Greek using "Οθωμανικοί κώδικες"), page 2911. The French version was published in Législation ottomane, published by Grégoire Aristarchi Bey, Volume II, page 273.
