Like other conflicts of the Jewish–Roman wars, the Kitos War was spurred by discontent among the Jews towards the Roman Empire. This sentiment, which most likely intensified significantly in the wake of the Roman destruction of the Second Temple in 70, had triggered another series of major Jewish uprisings throughout Judaea and the rest of the Near East, including Egypt, Libya, Cyprus, and Mesopotamia.

Following the suppression of the Mesopotamian Jewish revolt, the Roman emperor Trajan appointed his general Lusius Quietus (also known as Kitos) as consul and governor of Judaea. Late Syriac-language sources suggest that Jewish rebels from Egypt and Libya relocated to Judaea, but were defeated there by the Roman army. However, the reliability of these sources is debated, and modern scholarship remains cautious with the lack of confirmation from the Greco-Roman historians Cassius Dio and Eusebius, who were the main sources for the events of the Second Jewish–Roman War.

Lusius Quietus (Latin: Lusius Quiētus, pronounced [ˈɫʊ.si.ʊs kᶣiˈeː.tʊs]; Koine Greek: Λούσιος Κυήτος, romanized: Loúsios Kyítos, pronounced [ˈlu.si.os kyˈi.tos]) was a Roman Berber general and 11th legate of Judaea from 117. He was the principal commander against the Jewish rebellion known as the Kitos War (Kitos is a later corruption of Quietus). He was notably one of the most important Berber statesmen in ancient Roman history. After the death of the emperor Trajan, Quietus was murdered or executed, possibly on the orders of Trajan's successor Hadrian.

The Jewish–Roman wars were a series of large-scale revolts by the Jews of Judaea against the Roman Empire between 66 and 135 CE. The conflict was driven by Jewish aspirations to restore the political independence lost when Rome conquered the Hasmonean kingdom, and unfolded over three major uprisings: the First Jewish–Roman War (66–73 CE), the Kitos War (116–118 CE) and the Bar Kokhba revolt (132–136 CE). Some historians also include the Diaspora Revolt (115–117 CE) which coincided with the Kitos War, when Jewish communities across the Eastern Mediterranean rose up against Roman rule.

Roman forces destroyed other towns and villages throughout Judaea, causing massive loss of life and displacement of the population. The surviving Jewish community lost all political autonomy under direct Roman rule. The later Bar Kokhba revolt proved even more devastating. The Rabbinic period, or the Talmudic period, denotes a transformative era in Jewish history, spanning from the destruction of the Second Temple in 70 CE to the Muslim conquest in 638 CE. Pivotal in shaping Judaism into its classical form, it is regarded as the second most important era in Jewish history after the Biblical period.

After the failure of the Great Jewish Revolt of 66–73 CE, Roman measures such as the fiscus Judaicus (Latin for 'Jewish tax') and land confiscation severely impacted the Jewish population of Judaea. The destruction of Jerusalem and the Temple required Jewish culture to adapt in order to survive. Judaism endured through the establishment of new centers of scholarship and leadership, initially at Yavne under Yohanan ben Zakkai, who promoted a focus on Torah study and synagogue worship. The next decades also saw the Jewish response to several catastrophic events, including the failed Diaspora uprisings of 115–117 CE and the Bar Kokhba revolt of 132–135 CE, a failed bid for the reestablishment of an independent Jewish state in Judaea. The suppression of these revolts by the Romans led to the devastation of Judea proper as well as diaspora communities, the death and enslavement of many Jews, further displacement, and economic hardship. Despite these challenges, Jewish communal life continued to thrive, particularly in the Galilee, which became a major center of Jewish life and scholarship. The authority of the Patriarchs was instrumental in maintaining Jewish continuity during this transformative period.
