Rome is the capital city and most populated comune (municipality) of Italy. It is also the administrative centre of the Lazio region and of the Metropolitan City of Rome. A special comune named Roma Capitale with 2,746,984 residents in 1,287.36 km (497.1 sq mi), Rome is the third most populous city in the European Union by population within city limits. The Metropolitan City of Rome Capital, with a population of 4,223,885 residents, is the most populous metropolitan city in Italy. Its metropolitan area is the third-most populous within Italy. Rome is located in the central-western portion of the Italian Peninsula, within Lazio (Latium), along the shores of the Tiber Valley. Vatican City (the smallest country in the world and headquarters of the worldwide Catholic Church under the governance of the Holy See) is an independent country inside the city boundaries of Rome, the only existing example of a country within a city. Rome is often referred to as the City of Seven Hills due to its geography, and also as the "Eternal City". Rome is generally considered to be one of the cradles of Western civilization and Western Christian culture, and the centre of the Catholic Church.

Rome's history spans 28 centuries. While Roman mythology dates the founding of Rome at around 753 BC, the site has been inhabited for much longer, making it a major human settlement for over three millennia and one of the oldest continuously occupied cities in Europe. The city's early population originated from a mix of Latins, Etruscans, and Sabines. Eventually, the city successively became the capital of the Roman Kingdom, the Roman Republic and the Roman Empire, and is regarded by many as the first-ever Imperial city and metropolis. It was first called The Eternal City (Latin: Urbs Aeterna; Italian: La Città Eterna) by the Roman poet Tibullus in the 1st century BC, and the expression was also taken up by Ovid, Virgil, and Livy. Rome is also called Caput Mundi (Capital of the World).

Serbia, officially the Republic of Serbia, is a landlocked country in Southeast and Central Europe. Located in the Balkans, it borders Hungary to the north, Romania to the northeast, Bulgaria to the southeast, North Macedonia to the south, Croatia to the northwest, Bosnia and Herzegovina to the west, and Montenegro to the southwest. The Serbian Kingdom obtained recognition by the Holy See and Constantinople in 1217, reaching its territorial apex in 1346 as the Serbian Empire. By the mid-16th century, the Ottoman Empire annexed the entirety of modern-day Serbia; their rule was at times interrupted by the Habsburg Empire, which began expanding towards Central Serbia from the end of the 17th century while maintaining a foothold in Vojvodina. In the early 19th century, the Serbian Revolution established the nation-state as the region's first constitutional monarchy, which subsequently expanded its territory.

Vatican City, officially the Vatican City State (Italian: Stato della Città del Vaticano; Latin: Status Civitatis Vaticanae), often shortened as the Vatican, is a landlocked sovereign city-state. After the Avignon Papacy (1309–1377) the popes have mainly resided at the Apostolic Palace within what is now Vatican City, although at times residing instead in the Quirinal Palace in Rome or elsewhere.

The pope is the bishop of Rome and the head of the worldwide Catholic Church. He is also known as the supreme pontiff, Roman pontiff, or sovereign pontiff. From the 8th century until 1870, the pope was the sovereign or head of state of the Papal States, and since 1929 of the much smaller Vatican City State. Pentarchy (from Ancient Greek Πενταρχία (Pentarchía), from πέντε (pénte) 'five' and ἄρχειν (archein) 'to rule') was a model of Church organization formulated in the laws of Emperor Justinian I (r.  527–565) of the Roman Empire. In this model, the Christian Church is governed by the heads (patriarchs) of the five major episcopal sees of the Roman Empire: Rome, Constantinople, Alexandria, Antioch, and Jerusalem.

The idea came about because of the political and ecclesiastical prominence of these five sees, but the concept of their universal and exclusive authority was attached to earlier Hellenistic-Christian ideas of administration. The pentarchy was first legally expressed in the legislation of Emperor Justinian I, particularly in Novella 131. The Quinisext Council of 692 gave it formal recognition and ranked the sees in order of preeminence, but its organization remained dependent on the emperor, as when Leo the Isaurian altered the boundary of patriarchal jurisdiction between Rome and Constantinople. Especially following Quinisext, the pentarchy was at least philosophically accepted in Eastern Orthodoxy, but in the West, the Rome based patriarchy evolved into the Roman Catholic Church, which would reject the Council as well as the concept of the pentarchy, considering itself the supreme church with universal jurisdiction.

Diplomatic recognition in international law is a unilateral declarative political act of a state that acknowledges an act or status of another state or government in control of a state (may be also a recognized state). Recognition can be accorded either on a de facto or de jure basis. Partial recognition can occur if many sovereign states refuse to recognize an entity as a peer. Recognition can be a declaration to that effect by the recognizing government or may be implied from an act of recognition, such as entering into a treaty with the other state or making a state visit. Recognition may, but need not, have domestic and international legal consequences. If sufficient countries recognize a particular entity as a state, that state may have a right to membership in international organizations, while treaties may require all existing member countries unanimously agreeing to the admission of a new member.

A vote by a country in the United Nations in favour of the membership of another country is an implicit recognition of that country by the country so voting, as only states may be members of the UN. On the other hand, a negative vote for UN membership does not necessarily mean non-recognition of the applicant as a state, as other criteria, requirements or special circumstances may be considered relevant for UN membership. Similarly, a country may choose not to apply for UN membership for its own reasons, as is the case with Vatican City, and Switzerland was not a member until 2002 because of its concerns to maintain its neutrality policy.

The Italian geographic region, Italian physical region or Italian region is a geographical region of Southern Europe delimited to the north by the mountain chains of the Alps. This subregion is composed of a peninsular and continental part and an insular part. Eastern Christianity comprises Christian traditions and church families that originally developed during classical and late antiquity in the Eastern Mediterranean region or locations further east, south or north. The Eastern Catholic Churches or Oriental Catholic Churches, also known as the Eastern-Rite Catholic Churches, Eastern Rite Catholicism, or simply the Eastern Churches, are 23 Eastern Christian autonomous (sui iuris) particular churches of the Catholic Church in full communion with the pope in Rome. Although they are distinct theologically, liturgically, and historically from the Latin Church, they are all in full communion with it and with each other. Eastern Catholics are a minority within the Catholic Church; of the 1.3 billion Catholics in communion with the pope, approximately 18 million are members of the Eastern churches. The largest numbers of Eastern Catholics are found in Eastern Europe, Eastern Africa, the Middle East, and India. As of 2022, the Syro-Malabar Church is the largest Eastern Catholic Church, followed by the Ukrainian Greek Catholic Church.

With the exception of the Maronite Church, the Eastern Catholic Churches are groups that, at different points in the past, used to belong to the Eastern Orthodox Church, the Oriental Orthodox churches, or the Church of the East; these churches underwent various schisms through history. Eastern Catholic Churches that were formerly part of other communions have been points of controversy in ecumenical relations with the Eastern Orthodox and other non-Catholic churches. The five historic liturgical traditions of Eastern Christianity, namely the Alexandrian Rite, the Armenian Rite, the Byzantine Rite, the East Syriac Rite, and the West Syriac Rite, are all represented within Eastern Catholic liturgy. On occasion, this leads to a conflation of the liturgical word "rite" and the institutional word "church". Some Eastern Catholic jurisdictions admit members of churches not in communion with Rome to the Eucharist and the other sacraments.

The Catholic Church in France, Gallican Church, or French Catholic Church, is part of the worldwide Catholic Church in communion with the Pope in Rome. The Diocese of Rome (Latin: Dioecesis Urbis seu Romana; Italian: Diocesi di Roma) is a Latin diocese of the Catholic Church under the direct jurisdiction of the pope, who is Bishop of Rome and hence the supreme pontiff and head of the worldwide Catholic Church. As the Holy See, the papacy is a sovereign entity with diplomatic relations, and it has civil jurisdiction over Vatican City (located geographically within the city of Rome). The Diocese of Rome consists of two geographical jurisdictions: the Vicariate of Rome, and the small Vicariate of Vatican City. It is the metropolitan diocese of the Province of Rome, an ecclesiastical province in the Ecclesiastical Region of Lazio in Italy. According to Catholic tradition, the first bishop of Rome was Saint Peter during the first century.

Historically, many Rome-born men – as well as others born elsewhere on the Italian peninsula – served as bishops of Rome. Since 1900, however, there has been only one Rome-born bishop of Rome, Pius XII (1939–1958). In addition, throughout history, non-Italians have served as bishops of Rome, beginning with the first of them according to Catholic tradition – Saint Peter.
