The history of the Jews in the Soviet Union is inextricably linked to much earlier expansionist policies of the Russian Empire conquering and ruling the eastern half of the European continent already before the Bolshevik Revolution of 1917. "For two centuries – wrote Zvi Gitelman – millions of Jews had lived under one entity, the Russian Empire and its successor state the USSR. They had now come under the jurisdiction of fifteen states, some of which had never existed and others that had passed out of existence in 1939." Before the revolutions of 1989 which resulted in the end of communist rule in Central and Eastern Europe, a number of these now sovereign countries constituted the component republics of the Soviet Union.

The history of the Jews in Europe spans a period of over two thousand years. Jews, a Semitic people descending from the Judeans of Judea in the Southern Levant, began migrating to Europe just before the rise of the Roman Empire (27 BCE), although Alexandrian Jews had already migrated to Rome, and some Gentiles had undergone Judaization on a few occasions. A notable early event in the history of the Jews in the Roman Empire was the 63 BCE siege of Jerusalem, where Pompey had interfered in the Hasmonean civil war.

Jews have had a significant presence in European cities and countries since the fall of the Roman Empire, including Italy, Spain, Portugal, France, the Netherlands, Germany, Poland, and Russia. In Spain and Portugal in the late fifteenth century, the monarchies forced Jews to either convert to Christianity or leave and they established offices of the Inquisition to enforce Catholic orthodoxy of converted Jews. These actions shattered Jewish life in Iberia and saw mass migration of Sephardic Jews to escape religious persecution. Many resettled in the Netherlands and re-judaized, starting in the late sixteenth and early seventeenth centuries. In the religiously tolerant, Protestant Dutch Republic Amsterdam prospered economically and as a center of Jewish cultural life, the "Dutch Jerusalem". Ashkenazi Jews lived in communities under continuous rabbinic authority. In Europe Jewish communities were largely self-governing autonomous under Christian rulers, usually with restrictions on residence and economic activities. In Poland, from 1264 (from 1569 also in Lithuania as part of the Polish–Lithuanian Commonwealth), under the Statute of Kalisz until the partitions of the Polish–Lithuanian Commonwealth in 1795, Jews were guaranteed legal rights and privileges. The law in Poland after 1264 (in the Polish–Lithuanian Commonwealth in consequence) toward Jews was one of the most inclusive in Europe. The French Revolution removed legal restrictions on Jews, making them full citizens. Napoleon implemented Jewish emancipation as his armies conquered much of Europe. Emancipation often brought more opportunities for Jews and many integrated into larger European society and became more secular rather than remaining in cohesive Jewish communities.

Moshe Maimon (also Moses Lvovich Maimon; Russian: Моисей Львович Маймон; 1860–1924) was a Jewish - Russian painter who was born in the Augustów Governorate, then part of the Russian Empire (present-day Lithuania). He was among the first known artists within the Jewish community of Russia. He was also the grandson of the Talmudist Alexander Ziskind Maimon.

The Pale of Settlement was a western region of the Russian Empire with varying borders that existed from 1791 to 1917 (de facto until 1915) in which permanent residency by Jews was allowed and beyond which Jewish residency, permanent or temporary, was mostly forbidden. Most Jews were still excluded from residency in a number of cities within the Pale as well. A few Jews were allowed to live outside the area, including those with university education, the ennobled, members of the most affluent of the merchant guilds and particular artisans, some military personnel and some services associated with them, including their families, and sometimes their servants. Pale is an archaic term meaning an enclosed area. Jews were also allowed to settle in colonies outside of the Pale, such as in Siberia.

The Pale of Settlement included all of modern-day Belarus and Moldova, much of Lithuania, Ukraine and east-central Poland, and relatively small parts of Latvia and what is now the western Russian Federation. It extended from the eastern pale, or demarcation line inside the country, westwards to the Imperial Russian border with the Kingdom of Prussia (later the German Empire) and Austria-Hungary. Furthermore, it comprised about 20% of the territory of European Russia and largely corresponded to historical lands of the former Polish–Lithuanian Commonwealth, Cossack Hetmanate, the Ottoman Empire (with Yedisan), Crimean Khanate, and eastern Principality of Moldavia (Bessarabia).

The expression Eastern European Jewry has two meanings. Its first meaning refers to the current political spheres of the Eastern European countries and its second meaning refers to the Jewish communities in Russia and Poland. The phrase 'Eastern European Jews' or 'Jews of the East' (from German: Ostjuden) was established during the 20th century in the German Empire and in the western provinces of the Austro-Hungarian Empire, aiming to distinguish the integrating Jews in Central Europe from those Jews who lived in the East. This feature deals with the second meaning of the concept of Eastern European Jewry—the Jewish groups that lived in Poland, Ukraine, Belarus, Latvia, Lithuania, Estonia, Russia, Romania, Hungary and modern-day Moldova in collective settlement (from Hebrew: Kibbutz- קיבוץ), many of whom spoke Yiddish.

At the beginning of the 20th century, over six million Jews lived in Eastern Europe. They were organized into large and small communities, living in big cities, such as Warsaw (with a population of about 300,000 Jews), as well as in small towns with populations of only tens or hundreds of Jews.

The All-Russian nation or All-Russian people (Russian: общерусский народ, romanizedobshcherussky narod) or triune Russian people (Russian: триединый русский народ, romanizedtriyediny russky narod), also called the triune Russian nation or pan-Russian nation, is the term for the Imperial Russian and modern Russian irredentist ideology that sees the Russian nation as comprising a "trinity" of sub-nations: Great Russia, Little Russia, and White Russia, which are contextually identified with Russians, Ukrainians, and Belarusians respectively. Above all, the basis of the ideology's upholding of an inclusive Russian identity is centered around bringing all East Slavs under its fold.

An imperial dogma focused on nation-building became popular in the Tsardom of Russia and the Russian Empire, where it was consolidated as the official state ideology; the sentiment of the triune nationality of "All-Russian" was embraced by many imperial subjects, including Jews and Germans, and ultimately served as the foundation of the Russian Empire.
