⭐ Core Definition: Education Index

The Education Index is a component of the Human Development Index (HDI) published every year by the United Nations Development Programme. Alongside the economical indicators (GDP) and Life Expectancy Index, it helps measure the educational attainment. GNI (PPP) per capita and life expectancy are also used with the education index to get the HDI of each country.

Since 2010, the education index has been measured by combining average adult years of schooling with expected years of schooling for students under the age of 25, each receiving 50% weighting. Before 2010, the education index was measured by the adult literacy rate (with two-thirds weighting) and the combined primary, secondary, and tertiary gross enrollment ratio (with one-third weighting).

The Human Development Index (HDI) is a statistical composite index of life expectancy, education (mean years of schooling completed and expected years of schooling upon entering the education system), and per capita income indicators, which is used to rank countries into four tiers of human development. A country scores a higher level of HDI when the lifespan is higher, the education level is higher, and the gross national income GNI (PPP) per capita is higher. It was developed by Pakistani economist Mahbub ul-Haq and was further used to measure a country's development by the United Nations Development Programme (UNDP)'s Human Development Report Office.

The 2010 Human Development Report introduced an inequality-adjusted Human Development Index (IHDI). While the simple HDI remains useful, it stated that "the IHDI is the actual level of human development (accounting for this inequality), while the HDI can be viewed as an index of 'potential' human development (or the maximum level of HDI) that could be achieved if there was no inequality."

In world-systems theory, core countries (or the imperial core) are the industrialized capitalist and/or imperialist countries. Core countries control and benefit the most resources from the global market. They are usually recognized as wealthy states with a wide variety of resources and are in a favorable location compared to other states. They have strong state institutions, a powerful military, and powerful global political alliances. In the 20th-21st centuries they consist of Australia, New Zealand, Canada, Western European countries, Japan, the United Kingdom, and the United States. The population of the core countries is on average by far the wealthiest of the world, with the highest life expectancy, literacy rate, best education and social welfare on the planet.

Core countries do not always stay "core" permanently. Throughout world history, core countries have been changing, and new ones have been added to the "core" list. These were the Asian, Indian, and Middle Eastern empires in the ages up to the 16th century; prominently Medieval India and the Chinese Empire, which were the richest regions in the world until the European Great Powers took the lead during the early modern period, although the major Asian powers were still very influential in the region. Europe remained ahead of the pack until the 20th century, when the two World Wars were disastrous for the European economies. It was then that the victorious United States and Soviet Union, up to the late 1980s, became the two hegemonic powers, creating a bipolar world order during the Cold War. In 1991, the collapse of the Soviet Union left the United States as the world’s sole remaining superpower, sometimes referred to as a hyperpower.

A territory scores a higher level of HDI when the lifespan is higher, the education level is higher, and the gross national income GNI (PPP) per capita is higher.

As per United Nations Development Programme, India had a HDI of 0.434 in 1990, which steadily increased and reached 0.490 in 2000, and 0.572 in 2010. As per the latest report, the HDI climbed to 0.685 in 2023 from 0.676 in 2022, which placed India in the medium category and ranked it 130th out of 193 countries.

Gross enrolment ratio (GER) or gross enrolment index (GEI) is a statistical measure used in the education sector, and formerly by the UN in its Education Index, to determine the number of students enrolled in school at several different grade levels (like elementary, middle school and high school), and use it to show the ratio of the number of students who live in that country to those who qualify for the particular grade level. The United Nations Educational, Scientific and Cultural Organization (UNESCO), describes "Gross Enrolment Ratio" as the total enrolment within a country "in a specific level of education, regardless of age, expressed as a percentage of the population in the official age group corresponding to this level of education".

The GER can be over 100% as it includes students who may be older or younger than the official age group. This is because the GER includes students who are repeating a grade, those who enrolled late and are older than their classmates, or those who have advanced quickly and are younger than their classmates. This allows the total enrolment to exceed the population that corresponds to that level of education.
