The two ad hoc divans were legislative and consultative assemblies of the Danubian Principalities (Moldavia and Wallachia), vassals of the Ottoman Empire. They were established by the Great Powers under the Treaty of Paris. By then, the Crimean War had taken the two states out of Russia's sphere of influence, and had nullified the Moldo-Wallachian Regulamentul Organic regime. Officially, the two assemblies were provisional replacements for the traditional assemblies, the Sfaturi (or Divanuri). The term "divan", is derived from the Ottoman rule, being the name of a high governmental body in a number of Islamic states.
The elections for the two Divans confronted two local movements: the National Party, which supported the unification of Moldavia and Wallachia, as "Romania"; the anti-unionists, which sought to maintain the status quo. The National Party emerged as the victor in 1859, when its candidate Alexandru Ioan Cuza was crowned Domnitor over both countries. The resulting United Principalities were the political embryo of modern Romania.
Devshirme (Ottoman Turkish: دوشیرمه, romanized: devşirme, lit. 'collecting', usually translated as "child levy" or "blood tax") was the Ottoman practice of forcibly recruiting soldiers and bureaucrats from among the children of their Balkan Christian subjects and raising them in the religion of Islam. Those coming from the Balkans came primarily from noble Balkan families and rayah classes. It is first mentioned in written records in 1438, but probably started earlier. It created a faction of soldiers and officials loyal to the Sultan. It counterbalanced the Turkish nobility, who sometimes opposed the Sultan.
The system produced a considerable number of grand viziers from the 15th century to the 17th century. This was the second most powerful position in the Ottoman Empire, after the sultan. Initially, the grand viziers were exclusively of Turk origin, but after there were troubles between Sultan Mehmed II and the Turkish grand vizier Çandarlı Halil Pasha the Younger, who was the first grand vizier to be executed, there was a rise of slave administrators (devshirme). They were much easier for the sultans to control, compared to free administrators of Turkish aristocratic extraction. The devshirme also produced many of the Ottoman Empire's provincial governors, military commanders, and divans from the 15th to the 17th century. Sometimes, the devshirme recruits were castrated and became eunuchs. Although often destined for the harem, many eunuchs of devshirme origin went on to hold important positions in the military and the government, such as grand viziers Hadım Ali Pasha, Sinan Borovinić, and Hadım Hasan Pasha.
Abu Muhammad al-Hajjaj ibn Yusuf ibn al-Hakam ibn Abi Aqil al-Thaqafi (c. 661–714), known simply as al-Hajjaj ibn Yusuf, was a governor who served the Umayyad Caliphate. He began his service under Caliph Abd al-Malik (r. 685–705), who successively promoted him as the head of the Caliph's shurta (select troops), the governor of the Hejaz (western Arabia) in 692–694, and the practical viceroy of a unified Iraqi province and the eastern parts of the Caliphate in 694. Al-Hajjaj retained the last post under Abd al-Malik's son and successor al-Walid I (r. 705–715), whose decision-making was heavily influenced by al-Hajjaj, until his death in 714.
As governor of Iraq and the east, al-Hajjaj instituted key reforms. Among these were the minting of silver dirhams with strictly Muslim religious formulas instead of the coins' traditional, pre-Islamic Sasanian design; changing the language of the diwan (tax registers) of Iraq from Persian to Arabic. To revive agricultural production and increase tax revenue, al-Hajjaj expelled non-Arab, Muslim converts from the garrison cities of Kufa and Basra to their villages of origin and collected from them the jizya (poll tax) nominally reserved for non-Muslim subjects, and oversaw large-scale canal digging projects. In 701, al-Hajjaj, with reinforcements from Syria, crushed a mass rebellion led by the Kufan Arab nobleman Ibn al-Ash'ath whose ranks spanned the Arab troops, Muslim converts and religious elites of Iraq. Consequently, al-Hajjaj further tightened control over the province, founding the city of Wasit to house the loyalist Syrian troops whom he thereafter relied on to enforce his rule.
Dewan (also known as diwan, sometimes spelled devan or divan) designated a powerful government official, minister, or ruler. A dewan was the head of a state institution of the same name (see Divan). Diwans belonged to the elite families in the history of Mughal and post-Mughal India and held high posts within the government.
Shyamji Krishna Varma (1 October 1857 – 30 March 1930) was an Indian revolutionary, lawyer and journalist who founded the Indian Home Rule Society, India House and The Indian Sociologist in London. A graduate of Balliol College, Krishna Varma was a noted scholar in Sanskrit and other Indian languages. He pursued a brief legal career in India and served as the Divan of a number of Indian princely states in India. He had, however, differences with Crown authority, was dismissed following a supposed conspiracy of British colonial officials at Junagadh and chose to return to England. An admirer of Dayanand Saraswati's approach of cultural nationalism, and of Herbert Spencer, Krishna Varma believed in Spencer's dictum: "Resistance to aggression is not simply justified, but imperative".
In 1905, he founded the India House and The Indian Sociologist, which rapidly developed as an organised meeting point for radical nationalists among Indian students in Britain at the time and one of the most prominent centres for revolutionary Indian nationalism outside India. Krishna Varma moved to Paris in 1907, avoiding prosecution.
The Imperial Council or Imperial Divan (Ottoman Turkish: ديوان همايون, romanized: Dîvân-ı Hümâyûn), was the de facto cabinet of the Ottoman Empire for most of its history. Initially an informal gathering of the senior ministers presided over by the Sultan in person, in the mid-15th century the Council's composition and function became firmly regulated. The Grand vizier, who became the Sultan's deputy as the head of government, assumed the role of chairing the Council, which comprised also the other viziers, charged with military and political affairs, the two kadi'askers or military judges, the defterdars in charge of finances, the nişancı in charge of the palace scribal service, and later the Kapudan Pasha, the head of the Ottoman Navy, and occasionally the beylerbey of Rumelia and the Agha of the Janissaries. The Council met in a dedicated building in the Second Courtyard of the Topkapi Palace, initially daily, then for four days a week by the 16th century. Its remit encompassed all matters of governance of the Empire, although the exact proceedings are no longer known. It was assisted by an extensive secretarial bureaucracy under the reis ül-küttab for the drafting of appropriate documents and the keeping of records. The Imperial Council remained the main executive organ of the Ottoman state until the mid-17th century, after which it lost most of its power to the office of the Grand Vizier. With the Tanzimat reforms of the 19th century, it was eventually succeeded by a Western-style cabinet government, the Council of Ministers.
The Black Guard or ‘Abid al-Bukhari (Arabic: عبيد البخاري, lit. 'Slaves of al-Bukhārī'; also known as ‘Abīd ad-Dīwān "slaves of the diwan", Jaysh al-‘Abīd "the slave army", and ‘Abid as-Sultan "the sultan’s slaves") were the corps of black-African slaves and Haratin slave-soldiers assembled by the 'Alawi sultan of Morocco, Isma‘il ibn Sharif (reigned 1672–1727). They were called the "Slaves of Bukhari" because Sultan Isma‘il emphasized the importance of the teachings of the famous imam Muhammad al-Bukhari, going so far as to give the leaders of the army copies of his book. This military corps, which was loyal only to the sultan, was one of the pillars of Isma'il's power as he sought to establish a more stable and more absolute authority over Morocco.
After Isma'il's death, the Black Guard became one of the most powerful factions in Moroccan politics and played the role of kingmakers during the period of turmoil that followed. Over the course of the later 18th century and the 19th century their role in the military was progressively reduced and their political status varied between privilege and marginalization. Their descendants eventually regained their freedom and resettled across the country. While black Africans lived in the region long before Isma'il's reign, a long-term consequence of his policies was the introduction and eventual dispersal of a substantial new black population in Morocco.
