⭐ Core Definition: Cultural genocide

Cultural genocide or culturicide is a concept first described by Polish lawyer Raphael Lemkin in 1944, in the same book that coined the term genocide. The destruction of culture was a central component in Lemkin's formulation of genocide. The precise definition of cultural genocide remains contested, and the United Nations does not include it in the definition of genocide used in the 1948 Genocide Convention. The Armenian genocide Museum defines culturicide as "acts and measures undertaken to destroy nations' or ethnic groups' culture through spiritual, national, and cultural destruction", which appears to be essentially the same as ethnocide. Some ethnologists, such as Robert Jaulin, use the term ethnocide as a substitute for cultural genocide, although this usage has been criticized as risking the confusion between ethnicity and culture. Cultural genocide and ethnocide have in the past been used in distinct contexts. Cultural genocide without ethnocide is conceivable when a distinct ethnic identity is kept, but distinct cultural elements are eliminated.

Culturicide involves the eradication and destruction of cultural artifacts, such as books, artworks, and structures. The issue is addressed in multiple international treaties, including the Geneva Conventions and the Rome Statute, which define war crimes associated with the destruction of culture. Cultural genocide may also involve forced assimilation, as well as the suppression of a language or cultural activities that do not conform to the destroyer's notion of what is appropriate. Among many other potential reasons, cultural genocide may be committed for religious motives (e.g., iconoclasm which is based on aniconism); as part of a campaign of ethnic cleansing in an attempt to remove the evidence of a people from a specific locale or history; as part of an effort to implement a Year zero, in which the past and its associated culture is deleted and history is "reset". The drafters of the 1948 Genocide Convention initially considered using the term, but later dropped it from inclusion. The term "cultural genocide" has been considered in various draft United Nations declarations, but it is not used by the UN Genocide Convention.

Cultural genocide in the context of Deportation of the Crimean Tatars

The deportation of the Crimean Tatars (Crimean Tatar: Qırımtatar halqınıñ sürgünligi, Cyrillic: Къырымтатар халкъынынъ сюргюнлиги) or the Sürgünlik ('exile') was the ethnic cleansing and the cultural genocide of at least 191,044 Crimean Tatars that was carried out by Soviet Union authorities from 18 to 20 May 1944, supervised by Lavrentiy Beria, chief of Soviet state security and the secret police, and ordered by the Soviet leader Joseph Stalin. Within those three days, the NKVD used cattle trains to deport the Crimean Tatars, even Soviet Communist Party members and Red Army soldiers, from Crimea to the Uzbek SSR, several thousand kilometres away. They were one of several ethnicities that were subjected to Stalin's policy of population transfer in the Soviet Union.

Officially, the Soviet government presented the deportation as a policy of collective punishment, based on its claim that some Crimean Tatars collaborated with Nazi Germany in World War II, despite the fact that the 20,000 who collaborated with the Axis powers were half the 40,000 who served in the Soviet Red Army. Several modern scholars believe rather that the government deported them as a part of its plan to gain access to the Dardanelles and acquire territory in Turkey, where the Turkic ethnic kin of the Tatars lived, or remove minorities from the Soviet Union's border regions. By the end of the deportation, not a single Crimean Tatar lived in Crimea, and 80,000 houses and 360,000 acres of land were left abandoned. Nearly 8,000 Crimean Tatars died during the deportation, and tens of thousands subsequently perished due to the harsh living conditions in which they were forced to live during their exile. After the deportation, the Soviet government launched an intense detatarization campaign in an attempt to erase the remaining traces of Crimean Tatar existence.

Cultural genocide in the context of Colonialism and genocide

Colonialism's emphasis on imperialism, land dispossession, resource extraction, and cultural destruction frequently resulted in genocidal practices aimed at attacking Indigenous peoples and existing populations as a means to attain colonial goals. According to historian Patrick Wolfe, "[t]he question of genocide is never far from discussions of settler colonialism." Historians have commented that although colonialism does not necessarily directly involve genocide, research suggests that the two share a connection.

States have practised colonialism during various periods in history, even during progressive eras such as the Enlightenment. During the Enlightenment, a period in the history of 17th- and 18th-century Europe which was marked by some progressive reforms, natural social hierarchies were reinforced. Europeans who were educated, white, and native-born were considered high-class, whereas less-educated, non-European people were considered low-class. These "natural" hierarchies were reinforced by progressives such as the Marquis de Condorcet (1743-1794), a French mathematician, who believed that slaves were savages due to their lack of modern practices, despite the fact that he advocated the abolition of slavery. The colonization process usually starts by attacking the homes of its targets. Typically, the people who are subjected to colonizing practices are portrayed as lacking modernity, because they and the colonialists do not have the same level of education or technology.

Cultural genocide in the context of Ethnic cleansing

Ethnic cleansing is the systematic forced removal of ethnic, racial, or religious groups from a given area, with the intent of making the society ethnically homogeneous. Along with direct removal such as deportation or population transfer, it also includes indirect methods aimed at forced migration by coercing the victim group to flee and preventing its return, such as murder, rape, and property destruction. Both the definition and charge of ethnic cleansing is often disputed, with some researchers including and others excluding coercive assimilation or mass killings as a means of depopulating an area of a particular group, or calling it a euphemism for genocide or cultural genocide.

Although scholars do not agree on which events constitute ethnic cleansing, many instances have occurred throughout history. The term was first used to describe Albanian nationalist treatment of the Kosovo Serbs in the 1980s, and entered widespread use during the Yugoslav Wars in the 1990s. Since then, the term has gained widespread acceptance due to journalism. Although research originally focused on deep-rooted animosities as an explanation for ethnic cleansing events, more recent studies depict ethnic cleansing as "a natural extension of the homogenizing tendencies of nation states" or emphasize security concerns and the effects of democratization, portraying ethnic tensions as a contributing factor. Research has also focused on the role of war as a causative or potentiating factor in ethnic cleansing. However, states in a similar strategic situation can have widely varying policies towards minority ethnic groups perceived as a security threat.

Cultural genocide in the context of Ethnocide

Ethnocide is the extermination or destruction of ethnic identities. Bartolomé Clavero differentiates ethnocide from genocide by stating that "Genocide kills people while ethnocide kills social cultures through the killing of individual souls". According to Martin Shaw, ethnocide is a core part of physically violent genocide. Some substitute cultural genocide for ethnocide, and other argue the distinction between ethnicity and culture. Cultural genocide and ethnocide have been used in different contexts.While the terms "ethnocide" and "ethnic cleansing" are similar, the intentions of their use vary. The term "ethnic cleansing" has been criticized as a euphemism used for genocide denial, while "ethnocide" tries to facilitate the opposite.

Cultural genocide in the context of Year Zero (political notion)

Year Zero (Khmer: ឆ្នាំសូន្យ, Chhnăm Sony [cʰnam soːn]) is an idea put into practice by Pol Pot in Democratic Kampuchea that all culture and traditions within a society must be completely destroyed or discarded and that a new "revolutionary" culture must replace it starting from scratch. In this sense, all of the history of a nation or a people before Year Zero would be largely deemed irrelevant, because it would ideally be purged and replaced from the ground up.

The first day of "Year Zero" was declared by Angkar and the Khmer Rouge on 17 April 1975 upon their takeover of Cambodia to signify a rebirth of Cambodian history. Adopting the term as an analogy to the "Year One" of the French Revolutionary Calendar, Year Zero was, in effect, an attempt by the Khmer Rouge to erase history and reset Cambodian society, removing any vestiges of the past.

Cultural genocide in the context of Indigenous peoples of California

Indigenous peoples of California, commonly known as Indigenous Californians or Native Californians, are a diverse group of nations and peoples that are indigenous to the geographic area within the current boundaries of California before and after European colonization. There are currently 109 federally recognized tribes in the state and over forty self-identified tribes or tribal bands that have applied for federal recognition. California has the second-largest Native American population in the United States.

Most tribes practiced forest gardening or permaculture and controlled burning to ensure the availability of food and medicinal plants as well as ecosystem balance. Archeological sites indicate human occupation of California for thousands of years. European settlers began exploring their homelands in the late 18th century. This began with the arrival of Spanish soldiers and missionaries who established Franciscan missions that instituted an immense rate of death and cultural genocide.

Cultural genocide in the context of Spanish missions in California

The Spanish missions in California (Spanish: Misiones españolas en California) formed a series of 21 religious outposts or missions established between 1769 and 1833 in what is now the U.S. state of California. The missions were established by Catholic priests of the Franciscan order to evangelize indigenous peoples backed by the military force of the Spanish Empire. The missions were part of the expansion and settlement of New Spain through the formation of Alta California, expanding the empire into the most northern and western parts of Spanish North America. Civilian settlers and soldiers accompanied missionaries and formed settlements like the Pueblo de Los Ángeles.

Indigenous peoples were forced into settlements called reductions, disrupting their traditional way of life and negatively affecting as many as one thousand villages. European diseases spread in the close quarters of the missions, causing mass death. Abuse, malnourishment, and overworking were common. At least 87,787 baptisms and 63,789 deaths occurred. Indigenous peoples often resisted and rejected conversion to Christianity. Some fled the missions while others formed rebellions. Missionaries recorded frustrations with getting indigenous people to internalize Catholic scripture and practice. Indigenous girls were taken away from their parents and housed at monjeríos. The missions' role in destroying Indigenous culture has been described as cultural genocide.
