The European Union citizenship is a legal status afforded to all nationals of member states of the European Union (EU). It was formally created with the adoption of the 1992 Maastricht Treaty, at the same time as the creation of the EU. EU citizenship is additional to, as it does not replace, national citizenship. It affords EU citizens with rights, freedoms and legal protections available under EU law.

EU citizens have freedom of movement, and the freedom of settlement and employment across the EU. They are free to trade and transport goods, services and capital through EU state borders, with no restrictions on capital movements or fees. EU citizens have the right to vote and run as a candidate in certain (often local) elections in the member state where they live that is not their state of origin, while also voting for EU elections and participating in a European Citizens' Initiative (ECI).

The European Committee of the Regions (CoR) is the European Union's (EU) assembly of local and regional representatives that provides sub-national authorities (i.e. regions, counties, provinces, municipalities and cities) with a direct voice within the EU's institutional framework.

Established in 1994, the CoR was set up to address two main issues. First, about three quarters of EU legislation is implemented at local or regional level, so local and regional representatives needed to have a say in the development of new EU laws. Second, there were concerns about a widening gap between the public and the process of European integration; involving the elected level of government closest to the citizens was one way of closing the gap.

Citizenship of the European Union in the context of European Parliament

The European Parliament (EP) is one of the two legislative bodies of the European Union (EU) and one of its seven institutions. Together with the Council of the European Union (known as the Council and informally as the Council of Ministers), it adopts European legislation, following a proposal by the European Commission. The Parliament is composed of 720 members (MEPs), after the June 2024 European elections, from a previous 705 MEPs. It represents the second-largest democratic electorate in the world (after the Parliament of India), with an electorate of around 375 million eligible voters in 2024.

Since 1979, the Parliament has been directly elected every five years by the citizens of the European Union through universal suffrage. Voter turnout in parliamentary elections decreased each time after 1979 until 2019, when voter turnout increased by eight percentage points, and rose above 50% for the first time since 1994. The voting age is 18 in all EU member states except for Malta, Belgium, Austria and Germany, where it is 16, and Greece, where it is 17.

Citizenship of the European Union in the context of Charter of Fundamental Rights of the European Union

The Charter of Fundamental Rights of the European Union (CFR) enshrines certain political, social, and economic rights for European Union (EU) citizens and residents into EU law. It was drafted by the European Convention and solemnly proclaimed on 7 December 2000 by the European Parliament, the Council of Ministers and the European Commission. However, its then legal status was uncertain and it did not have full legal effect until the entry into force of the Treaty of Lisbon on 1 December 2009.

The Charter forms part of the area of freedom, security and justice (AFSJ) policy domain of the EU. It applies to all the bodies of the European Union and Euratom which must act and legislate in accordance with its provisions, as the EU's courts will invalidate any EU legislation or ruling assessed as non-compliant with the Charter.

Citizenship of the European Union in the context of Irish passport

An Irish passport (Irish: pas Éireannach) is the passport issued to citizens of Ireland. An Irish passport enables the bearer to travel internationally and serves as evidence of Irish nationality and citizenship of the European Union. It also facilitates the access to consular assistance from both Irish embassies and any embassy from other European Union member states while abroad.

Irish passports are issued by the Passport Office, a division of the Department of Foreign Affairs and Trade. All Irish passports have been biometric since 2006. In 2015, the Irish government introduced the Passport Card, which enables Irish citizens who already possess a passport to travel throughout the European Economic Area (EEA) and Switzerland. An Irish Passport Card is intended for travel and identification purposes and functions similarly to an EEA national identity card.

Citizenship of the European Union in the context of Immigration to Europe

Immigration to Europe has a long history, but increased substantially after World War II. Western European countries, especially, saw high growth in immigration post 1945, and many European nations today (particularly those of the EU-15) have sizeable immigrant populations, both of European and non-European origin. In contemporary globalization, migrations to Europe have accelerated in speed and scale. Over the last decades, there has been an increase in negative attitudes towards immigration, and many studies have emphasized marked differences in the strength of anti-immigrant attitudes among European countries.

Beginning in 2004, the European Union granted EU citizens freedom of movement and residence within the EU, and the term "immigrant" has since been used to refer to non-EU citizens, meaning that EU citizens are not to be defined as immigrants within EU territory. The European Commission defines "immigration" as the action by which a person from a non-EU country establishes his or her usual residence in the territory of an EU country for a period that is or is expected to be at least twelve months. Between 2010 and 2013, around 1.4 million non-EU nationals, excluding asylum seekers and refugees, immigrated into the EU each year using regular means, with a slight decrease since 2010.

Citizenship of the European Union in the context of Pan-European identity

Pan-European identity is the sense of personal identification with Europe, in a cultural or political sense. The concept is discussed in the context of European integration, historically in connection with hypothetical proposals, but since the formation of the European Union (EU) in the 1990s increasingly with regard to the project of ever-increasing federalisation of the EU. The model of a "pan-European" union is the Carolingian Empire, which first defined "Europe" as a cultural entity as the areas ruled by the Roman Catholic Church, later known as "Medieval Western Christendom" (which extended its scope further eastwards to the shores of the Baltic Sea during the course of the Middle Ages). The original proposal for a Paneuropean Union was made in 1922 by Count Richard von Coudenhove-Kalergi, who defined the term "pan-European" as referring to this historical sense of the western and central parts of continental Europe encompassing the cultures that evolved from medieval Western Christendom (i.e. Catholic and Protestant Europe, with the exception of the British Isles) instead of the modern geographic definition of the continent of Europe. Coudenhove-Kalergi saw the pan-European state as a future "fifth great power", in explicit opposition to the Soviet Union, "Asia", Great Britain and the United States (as such explicitly excluding both the British Isles and the areas that were influenced by Byzantine Christendom, which are usually considered a part of geographical Europe, from his notion of "pan-European").

After 1948, an accelerating process of European integration culminated in the formation of the EU in 1993. In the period from 1995–2020, the EU has been enlarged from 12 to 27 member states, far beyond the area originally envisaged for the "pan-European" state by Coudenhove-Kalergi (with the exception of Switzerland), its member states accounting for a population of some 447 million, or three-fifths of the population of the entire continent. In the 1990s to 2000s, there was an active movement towards further consolidation of the European Union, with the introduction of symbols and institutions usually reserved for sovereign states, such ascitizenship, a common currency (used by 20 out of 27 members), a flag, an anthem and a motto (In Varietate Concordia, "United in Diversity"). An attempt to introduce a European Constitution was made in 2004, but it failed to be ratified; instead, the Treaty of Lisbon was signed in 2007 in order to salvage some of the reforms that had been envisaged in the constitution.

Citizenship of the European Union in the context of German residence permit

The German residence permit (German: Aufenthaltstitel) is a document issued to non-EU citizens living in Germany.

Prior to 1 September 2011, residence permits and additional provisions were affixed to pages inside the passport in sticker form. Today, residence permits are issued as ID-1 (credit card size) plastic cards and the additional provisions are printed on a separate sheet of paper, so that residents have to possess, but not carry around, up to three different documents: a passport from their country of citizenship, their residence permit, and the supplementary sheet if applicable. Carrying passports and residence cards is only compulsory when crossing borders. Within Germany, it is sufficient to know where they are and to show them to the police within a reasonable amount of time, when requested.

Citizenship of the European Union in the context of Edinburgh Agreement (1992)

The Edinburgh Agreement or Edinburgh Decision is a December 1992 agreement reached at a European Council meeting in Edinburgh, Scotland, that granted Denmark four exceptions to the Maastricht Treaty so that it could be ratified by Denmark. This was necessary because, without all member states of the European Union ratifying it, it could not come into effect. Denmark had first rejected the Maastricht treaty, but with the addition of the Edinburgh Agreement, ratified the treaty in a 1993 referendum. The member states that had already ratified the Maastricht Treaty did not have to do so again.

Denmark obtained four opt-outs from the Maastricht Treaty following the treaty's initial rejection in a 1992 referendum. The opt-outs are outlined in the Edinburgh Agreement and concern the Economic and Monetary Union (EMU), the Common Security and Defence Policy (CSDP), Justice and Home Affairs (JHA) and the citizenship of the European Union. With these opt-outs the Danish people accepted the treaty in a second referendum held in 1993. On 1 June 2022, Denmark abolished its opt-out from the CSDP.
