As opposed to the Établissements publics à caractère industriel et commercial, which are subject to private law, EPAs are mainly governed by public law. This legal distinction is recognised by the French precedent.

The French Office for Biodiversity (OFB; French: Office français de la biodiversité) is an établissement public à caractère administratif within the Government of France. It is under the control of both the Ministry of the Ecological Transition and Ministry of Agriculture and Food. It conducts research and enforces government policies on wildlife and the environment.

The OFB, located in Vincennes, was established on 1 January 2020 as the new entity succeeding the French Agency for Biodiversity (primarily in charge of national parks and other protected areas) and the National Office for Hunting and Wildlife. It has 2,800 agents (including 1,900 in territorial entities and in the overseas territories). Of these agents, 1,800 are environmental inspectors exercising the police powers of the OFB.

The national parks of France are a system of eleven national parks throughout metropolitan France and its overseas departments, coordinated by National Parks of France (French: Parcs nationaux de France) within the French Office for Biodiversity (Office français pour la biodiversité), an établissement public à caractère administratif guided by the Ministry of Ecological Transition and Ministry of Agriculture and Food.

The first national park was established in 1963; the most recent park was established in 2019. National parks are created by decree with the signature of the Prime Minister of France and publication in the Journal Officiel de la République Française.

Île-de-France Mobilités (French: [il fʁɑ̃s mɔbilite]; IDFM) is a governmental authority (EPA) that controls and coordinates the different public transport companies operating in Paris and the rest of Île-de-France. In this capacity, it issues operating contracts for the various services, owns the buses and rolling stock used on those services, and acts as the main financing body for transport projects in the region. It coordinates the operation of RATP Group, SNCF, and the nearly 90 Optile-affiliated bus companies.

The origins of the organization can be traced back to the Syndicat des Transports Parisiens (STP), which was created by the French Government in 1959 to coordinate the various operations in the Paris region. The STP also provided oversight for the construction of the Réseau Express Régional and established the unified Carte orange fare payment system. In 1991, the STP was empowered to cover the entire Île-de-France region.
