The War Powers Resolution (also known as the War Powers Resolution of 1973 or the War Powers Act) (50 U.S.C. ch. 33) is a federal law intended to check the U.S. president's power to commit the United States to an armed conflict without the consent of the U.S. Congress. The resolution was adopted in the form of a United States congressional joint resolution. It provides that the president can send the U.S. Armed Forces into action abroad by Congress, "statutory authorization", or in case of "a national emergency created by attack upon the United States, its territories or possessions, or its armed forces".

The bill was introduced by Clement Zablocki, a Democratic congressman representing Wisconsin's 4th district. The bill had bipartisan support and was co-sponsored by a number of U.S. military veterans. The War Powers Resolution requires the president to notify Congress within 48 hours of committing armed forces to military action and forbids armed forces from remaining for more than 60 days, with a further 30-day withdrawal period, without congressional authorization for use of military force (AUMF) or a declaration of war by the United States. The resolution was passed by two-thirds each of the House and Senate, overriding the veto of President Richard Nixon.

War Powers Resolution in the context of Joint resolution

In the United States Congress, a joint resolution is a legislative measure that requires passage by the Senate and the House of Representatives and is presented to the president for their approval or disapproval. Generally, there is no legal difference between a joint resolution and a bill. Both must be passed, in exactly the same form, by both chambers of Congress, and signed by the President (or, re-passed in override of a presidential veto; or, remain unsigned for ten days while Congress is in session) to become a law. Only joint resolutions may be used to propose amendments to the United States Constitution, and these do not require the approval of the President. Laws enacted by joint resolutions are not distinguished from laws enacted by bills, except that they are designated as resolutions as opposed to Acts of Congress (see for example War Powers Resolution).

While either a bill or joint resolution can be used to create a law, the two generally have different purposes. Bills are generally used to add, repeal, or amend laws codified in the United States Code or Statutes at Large, and provide policy and program authorizations. War Powers Resolution in the context of Resignation of Richard Nixon

Richard Nixon's tenure as the 37th president of the United States began with his first inauguration on January 20, 1969, and ended when he resigned on August 9, 1974, in the face of almost certain impeachment and removal from office, the only U.S. president ever to do so. He was succeeded by Gerald Ford, whom he had appointed vice president after Spiro Agnew became embroiled in a separate corruption scandal and was forced to resign. Nixon, a prominent member of the Republican Party from California who previously served as vice president for two terms under president Dwight D. Eisenhower from 1953 to 1961, took office following his narrow victory over Democratic incumbent vice president Hubert Humphrey and American Independent Party nominee George Wallace in the 1968 presidential election. Four years later, in the 1972 presidential election, he defeated Democratic nominee George McGovern, to win re-election in a landslide. Although he had built his reputation as a very active Republican campaigner, Nixon downplayed partisanship in his 1972 landslide re-election.

Nixon's primary focus while in office was on foreign affairs. He focused on détente with the People's Republic of China and the Soviet Union, easing Cold War tensions with both countries. As part of this policy, Nixon signed the Anti-Ballistic Missile Treaty and SALT I, two landmark arms control treaties with the Soviet Union. Nixon promulgated the Nixon Doctrine, which called for indirect assistance by the United States rather than direct U.S. commitments as seen in the ongoing Vietnam War. After extensive negotiations with North Vietnam, Nixon withdrew the last U.S. soldiers from South Vietnam in 1973, ending the military draft that same year. To prevent the possibility of further U.S. intervention in Vietnam, Congress passed the War Powers Resolution over Nixon's veto.

War Powers Resolution in the context of Operation Freedom Deal

Operation Freedom Deal was a military campaign led by the United States Seventh Air Force, taking place in Cambodia between 19 May 1970 and 15 August 1973. Part of the larger Vietnam War and the Cambodian Civil War, the goal of the operation was to provide air support and interdiction in the region. Launched by President Richard Nixon and orchestrated by United States Secretary of State Henry Kissinger, Deputy National Security Advisor Alexander Haig and Colonel Ray Sitton as a follow-up to the earlier ground invasion during the Cambodian Campaign, the initial targets of the operation were the base areas and border sanctuaries of the People's Army of Vietnam (PAVN) and the Viet Cong (VC).

As time went on, most of the bombing was carried out to support the Cambodian Government of Lon Nol in its struggle against the communist Khmer Rouge. The area in which the bombing took place was expanded to include most of the eastern one-half of Cambodia. The bombing was extremely controversial and led the U.S. Congress to pass the War Powers Resolution.
