A motion or vote of no confidence (or the inverse, a motion or vote of confidence) is a motion and corresponding vote thereon in a deliberative assembly (usually a legislative body) as to whether an officer (typically an executive) is deemed fit to continue to occupy their office. The no-confidence vote is a defining constitutional element of a parliamentary system, in which the government's/executive's mandate rests upon the continued support (or at least non-opposition) of the majority in the legislature. Systems differ in whether such a motion may be directed against the prime minister, against the government (this could be a majority government or a minority government/coalition government), against individual cabinet ministers, against the cabinet as a whole, or some combination of the above.

A censure motion is different from a no-confidence motion. In a parliamentary system, a vote of no confidence leads to the resignation of the prime minister and cabinet, or, depending on the constitutional procedure at hand, a snap election to potentially replace the government.

👉 Vote of confidence in the context of 1977 Turkish general election

General elections were held in Turkey on 5 June 1977, on the same day as for the senate. Elections took place in the middle of a political race between the right-wing Justice Party (AP) and the left-wing Republican People's Party (CHP). With the charismatic leadership of Bülent Ecevit, the CHP managed to beat one of the symbolic figures of conservative politics in Turkey, Süleyman Demirel. Voter turnout was 72%.

The CHP's victory was the zenith of left-wing votes in the Turkish political history, but there were still no capable partners for the CHP to join forces to form government with since the remainder of parliament consisted of right-wing parties not eager to form a coalition led by Ecevit. Finally, the CHP could not gain a vote of confidence. They would need to wait until 1978 to gain support from some smaller parties and independents to govern. The CHP was not able to retain power for long and soon government control passed on to the Justice Party even as the rumblings of the 1980 military coup were beginning to be felt.

Vote of confidence in the context of National Command of the Ba'ath Party

The National Command of the Arab Socialist Ba'ath Party was the ruling organ of the Ba'ath Party between sessions of the National Congress, and was headed by a secretary general. Between National Congresses, the National Command was held accountable by the National Consultative Council (Arabic: al-majlis al-istishari al-quami). The National Consultative Council was a forum made up of representatives from the party's regional branches. However, the number of National Consultative Council members were decided by the size of the regional branch. The National Congress elected the National Command, National Tribunal, the party's discipline body, and the secretary general, the party leader. The congress delegates determined the party's policies and procedures.

The National Command had sweeping authority. The National Congress was the only body which could hold a vote of confidence against the National Command. It had the authority to establish party organizations, to direct the affairs of subordinate party organs which, according to the party's Internal Rules, could not "for any reason direct themselves", the authority to elect and dissolve a Regional Command, to approve party-to-party cooperation, to approve of the party's participation in government and legislative assemblies, to publish works in the party's name, to direct party policy on international affairs and decide on all matters regarding party policy. Because of these responsibilities several National Command organs were established, such as the Secretariat and the National Liaisons Office.

Vote of confidence in the context of Cabinet of Israel

The Cabinet of Israel (Hebrew: ממשלת ישראל, romanizedMemshelet Yisra'el; Arabic: مجلس وزراء إسرائيل, romanizedMajlis Wuzaraʾ Israʾil) is the cabinet which exercises executive authority in the State of Israel. It consists of ministers who are chosen and led by the prime minister. The composition of the government must be approved by a vote of confidence in the Knesset (the Israeli parliament). Under Israeli law, the prime minister may dismiss members of the government but must do so in writing, and new appointees must be approved by the Knesset. Most ministers lead ministries, though some are ministers without portfolio. Most ministers are members of the Knesset, though only the Prime Minister and the "designated acting prime minister" are required to be Knesset members. Some ministers are also called deputy and vice-prime ministers. Unlike the designated acting prime minister, these roles have no statutory meanings. The government operates in accordance with the Basic Law. It meets on Sundays weekly in Jerusalem. There may be additional meetings if circumstances require it. The current head of government, the prime minister, is Benjamin Netanyahu.

Unlike most cabinets in parliamentary regimes, the Israeli cabinet–officially described in the Basic Laws as the "Government"–is both the de jure and de facto executive authority in Israel. In most parliamentary regimes, the head of state is nominal chief executive, while bound by convention to act on the advice of the cabinet. In Israel, the Basic Laws explicitly vest executive power in the cabinet/Government, not the President.

Vote of confidence in the context of Third Cabinet of Mateusz Morawiecki

The third Cabinet of Mateusz Morawiecki was the caretaker government of Poland, headed by Prime Minister Mateusz Morawiecki, after his re-appointment by President Andrzej Duda on 27 November 2023. Two weeks later, on December 11, 2023, Morawiecki failed to receive a vote of confidence, with 266 of the 460 MPs voting against.

The government was supported by the United Right coalition composed of Morawiecki's Law and Justice, Sovereign Poland and support from Renew PR, Polish Affairs and the Republican Party. It also had the support of some independent MPs. Members of Law and Justice and Sovereign Poland held cabinet posts.

Vote of confidence in the context of Third Cabinet of Donald Tusk

The Third Cabinet of Donald Tusk is the coalition government of Poland headed by Donald Tusk who was officially nominated and confirmed as the Prime Minister of Poland on 11 December 2023 by the members of the Sejm following the failure of Mateusz Morawiecki's Third Cabinet to secure a vote of confidence. On 12 December, Tusk addressed the parliament and announced members of his cabinet, later that day Tusk's cabinet successfully obtained a vote of confidence with 248 of the 460 MPs voting in the affirmative. He and his cabinet were officially sworn in by president Andrzej Duda on 13 December 2023.

Tusk previously served as Prime Minister of Poland between 2007 and 2014, President of the European Council between 2014 and 2019, and the president of the European People's Party (EPP) from 2019 to 2022. The opposition's victory in the 2023 Polish parliamentary election and Tusk's return to power in Poland were mostly positively received by the international community, with multiple news outlets pointing to the erosion of certain democratic structures in Poland and the worsening of the country's relationship with the European Union under the former right-wing government led by Law and Justice.
