Theft (from Old English þeofð, cognate to thief) is the act of taking another person's property or services without that person's permission or consent with the intent to deprive the rightful owner of it. The word theft is also used as a synonym or informal shorthand term for some crimes against property, such as larceny, robbery[heist], embezzlement, extortion, blackmail, or receiving stolen property. In some jurisdictions, theft is considered to be synonymous with larceny, while in others, theft is defined more narrowly. A person who engages in theft is known as a thief (pl. thieves).

Theft is the name of a statutory offence in California, Canada, England and Wales, Hong Kong, Northern Ireland, the Republic of Ireland, and the Australian states of South Australia and Victoria.

The states and territories are the national subdivisions and second level of government of Australia. The states are partially sovereign, administrative divisions that are self-governing polities, having ceded some sovereign rights to the federal government. They have their own constitutions, legislatures, executive governments, judiciaries and law enforcement agencies that administer and deliver public policies and programs. Territories can be autonomous and administer local policies and programs much like the states in practice, but are still legally subordinate to the federal government.

Australia has six federated states: New South Wales (including Lord Howe Island), Queensland, South Australia, Tasmania (including Macquarie Island), Victoria, and Western Australia. Australia also has ten federal territories, out of which three are internal territories: the Australian Capital Territory, the Jervis Bay Territory, and the Northern Territory on the Australian mainland; and seven are external territories: the Ashmore and Cartier Islands, the Australian Antarctic Territory, Christmas Island, the Cocos (Keeling) Islands, the Coral Sea Islands, Heard Island and McDonald Islands, and Norfolk Island that are offshore dependent territories. Every state and internal territory (except the Jervis Bay Territory) is self-governing with its own independent executive government, legislature, and judicial system, while the rest only have local government status overseen by federal departments.

Deserts cover about 1,371,000 km (529,000 sq mi), or 18%, of the Australian mainland, but about 35% of the Australian continent receives so little rain, it is practically desert. Collectively known as the Great Australian desert, they are primarily distributed throughout the Western Plateau and interior lowlands of the country, covering areas from South West Queensland, the Far West region of New South Wales, Sunraysia in Victoria and Spencer Gulf in South Australia to the Barkly Tableland in Northern Territory and the Kimberley region in Western Australia.

By international standards, the Great Australian desert receives relatively high rates of rainfall, around 250 mm (10 in) on average, but due to the high evapotranspiration it would be correspondingly arid. No Australian weather stations situated in an arid region record less than 100 mm (3.94 in) of average annual rainfall. The deserts in the interior and south lack any significant summer rains. The desert in western Australia is well explained by the little evaporation of the cold sea current of the West Australian Current, of polar origin, which prevents significant rainfall in the interior of the continent. About 40% of Australia is covered by dunes. Australia is the driest inhabited continent, with the least fertile soils.

New South Wales (commonly abbreviated as NSW) is a state on the east coast of Australia. It borders Queensland to the north, Victoria to the south, and South Australia to the west. Its coast borders the Coral and Tasman Seas to the east. The Australian Capital Territory and Jervis Bay Territory are enclaves within the state. New South Wales' state capital is Sydney, which is also Australia's most populous city. In December 2024, the population of New South Wales was over 8.5 million, making it Australia's most populous state. Almost two-thirds of the state's population, 5.3 million, live in the Greater Sydney area.

The Colony of New South Wales was founded as a British penal colony in 1788. It originally comprised more than half of the Australian mainland with its western boundary set at 129th meridian east in 1825. The colony then also included the island territories of Van Diemen's Land, Lord Howe Island, and Norfolk Island. During the 19th century, most of the colony's area was detached to form separate British colonies that eventually became the various states and territories of Australia. The Swan River Colony (later called the Colony of Western Australia) was never administered as part of New South Wales.

The Australian Labor Party (ALP), also known as the Labor Party or simply Labor, is the major centre-left political party in Australia and one of two major parties in Australian politics, along with the centre-right Liberal Party of Australia. The party has been in government since the 2022 federal election, and with political branches active in all the Australian states and territories, they currently hold government in New South Wales, South Australia, Victoria, Western Australia, and the Australian Capital Territory. As of 2025, Queensland, Tasmania and Northern Territory are the only states or territories where Labor currently forms the opposition. It is the oldest continuously operating political party in Australian history, having been established on 8 May 1901 at Parliament House, Melbourne, the meeting place of the first Federal Parliament.

The ALP is descended from the labour parties founded in the various Australian colonies by the emerging labour movement. Colonial Labour parties contested seats from 1891, and began contesting federal seats following Federation at the 1901 federal election. In 1904, the ALP briefly formed what is considered the world's first labour party government and the world's first democratic socialist or social democratic government at a national level. At the 1910 federal election, Labor became the first party in Australia to win a majority in either house of the Australian parliament. In every election since 1910 Labor has either served as the governing party or the opposition. There have been 13 Labor prime ministers and 10 periods of federal Labor governments, including under Billy Hughes from 1915 to 1916, James Scullin from 1929 to 1932, John Curtin from 1941 to 1945, Ben Chifley from 1945 to 1949, Gough Whitlam from 1972 to 1975, Bob Hawke from 1983 to 1991, Paul Keating from 1991 to 1996, Kevin Rudd from 2007 to 2010 and 2013, Julia Gillard from 2010 to 2013, and Anthony Albanese since 2022.

The Constitution of Australia (also known as the Commonwealth Constitution) is the fundamental law that governs the political structure of Australia. It is a written constitution, which establishes the country as a federation under a constitutional monarchy governed with a parliamentary system. Its eight chapters set down the structure and powers of the three constituent parts of the federal level of government: the Parliament, the Executive Government and the Judicature.

The Constitution was drafted between 1891 and 1898 at a series of conventions conducted by representatives of the six self-governing British colonies in Australia: New South Wales, Victoria, Queensland, Western Australia, South Australia and Tasmania. This final draft was then approved by each state in a series of referendums from 1898 to 1900. The agreed constitution was transmitted to London where, after some minor modifications, it was enacted as section 9 of the Commonwealth of Australia Constitution Act 1900, an act of the Parliament of the United Kingdom. It came into effect on 1 January 1901, at which point the six colonies became states within the new Commonwealth of Australia.

Melbourne is the capital and most populous city of the Australian state of Victoria, and the second most-populous city in Australia, after Sydney. The city's name generally refers to a 2,453 km (947 sq mi) area, comprising an urban agglomeration of 31 local government areas. The name is also used to specifically refer to the local government area named City of Melbourne, whose area is centred on the Melbourne central business district and some immediate surrounds.

The city occupies much of the northern and eastern coastlines of Port Phillip Bay. As of 2024, the population of the city was 5.35 million, or 19% of the population of Australia; inhabitants are known as "Melburnians".
