United Ireland (Irish: Éire Aontaithe), also referred to as Irish reunification or a New Ireland, is the proposition that all of Ireland should be a single sovereign state. At present, the island is divided politically: the sovereign state of Ireland (legally described also as the Republic of Ireland) has jurisdiction over the majority of Ireland, while Northern Ireland, which lies entirely within (but consists of only 6 of 9 counties of) the Irish province of Ulster, is part of the United Kingdom. Achieving a united Ireland is a central tenet of Irish nationalism and Republicanism, particularly of both mainstream and dissident republican political and paramilitary organisations. Unionists support Northern Ireland remaining part of the United Kingdom and oppose Irish unification.

Ireland has been partitioned since May 1921, when the Government of Ireland Act 1920 came into effect, creating two separate jurisdictions—Southern Ireland and Northern Ireland—within the United Kingdom. Southern Ireland never fully functioned and was soon replaced by the Irish Free State in 1922, which became independent, while Northern Ireland opted to remain part of the UK. The Anglo-Irish Treaty, which led to the establishment in December 1922 of a dominion called the Irish Free State, recognised partition, but this was opposed by anti-Treaty republicans. When the anti-Treaty Fianna Fáil party came to power in the 1930s, it adopted a new constitution which claimed sovereignty over the entire island. The Irish Republican Army (IRA) had a united Ireland as its goal during the conflict with British security forces and loyalist paramilitaries from the 1960s to the 1990s known as The Troubles. The Good Friday Agreement signed in 1998, which ended the conflict, acknowledged the legitimacy of the desire for a united Ireland, while declaring that it could be achieved only with the consent of a majority of the people of both jurisdictions on the island, and providing a mechanism for ascertaining this in certain circumstances.

United Ireland in the context of Northern Ireland

Northern Ireland is a part of the United Kingdom in the north-east of the island of Ireland. It has been variously described as a country, province or region. Northern Ireland shares an open border to the south and west with the Republic of Ireland. At the 2021 census, its population was 1,903,175, making up around 3% of the UK's population and 27% of the population on the island of Ireland. The Northern Ireland Assembly, established by the Northern Ireland Act 1998, holds responsibility for a range of devolved policy matters, while other areas are reserved for the UK Government. The government of Northern Ireland cooperates with the government of Ireland in several areas under the terms of the Good Friday Agreement. The Republic of Ireland also has a consultative role on non-devolved governmental matters through the British–Irish Governmental Conference (BIIG).

Northern Ireland was created in 1921, when Ireland was partitioned by the Government of Ireland Act 1920, creating a devolved government for the six northeastern counties. As was intended by unionists and their supporters in Westminster, Northern Ireland had a unionist majority, who wanted to remain in the United Kingdom; they were generally the Protestant descendants of colonists from Britain. Meanwhile, the majority in Southern Ireland (which became the Irish Free State in 1922), and a significant minority in Northern Ireland, were Irish nationalists (generally Catholics) who wanted a united independent Ireland. Today, the former generally see themselves as British and the latter generally see themselves as Irish, while a Northern Irish or Ulster identity is claimed by a significant minority from all backgrounds.

United Ireland in the context of Partition of Ireland

The partition of Ireland (Irish: críochdheighilt na hÉireann) was the process by which the Government of the United Kingdom of Great Britain and Ireland (UK) divided Ireland into two self-governing polities: Northern Ireland and Southern Ireland. It was enacted on 3 May 1921 under the Government of Ireland Act 1920. The Act intended both territories to remain within the United Kingdom and contained provisions for their eventual reunification. The smaller Northern Ireland territory was created with a devolved government (Home Rule) and remained part of the UK. Although the larger Southern Ireland was also created, its administration was not recognised by most of its citizens, who instead recognised the self-declared 32-county Irish Republic.

Ireland had a largely Catholic nationalist majority who wanted self-governance or independence. Prior to partition, the Irish Parliamentary Party used its control of the balance of power in the British Parliament to persuade the government to introduce Home Rule Bills that would give Ireland a devolved government within the UK. This led to the Home Rule Crisis (1912–14), when Ulster unionists founded a large paramilitary organization (at least 100,000 men), the Ulster Volunteers, that could be used to prevent Ulster from being ruled by an Irish government. Although the Government of Ireland Act 1914 (to create a single administration) was passed, implementation was deferred due to the First World War (1914–18). Support for Irish independence grew during the war, particularly in the aftermath of the 1916 Easter Rising (an armed rebellion against British rule).

United Ireland in the context of Unionism in Ireland

Unionism in Ireland is a political tradition that professes loyalty to the crown of the United Kingdom and to the union it represents with England, Scotland and Wales. The overwhelming sentiment of Ireland's Protestant minority, unionism mobilised in the decades following Catholic Emancipation in 1829 to oppose restoration of a separate Irish parliament. Since Partition in 1921, as Ulster unionism its goal has been to retain Northern Ireland as a devolved region within the United Kingdom and to resist the prospect of an all-Ireland republic. Within the framework of the 1998 Belfast Agreement, which concluded three decades of political violence, unionists have shared office with Irish nationalists in a reformed Northern Ireland Assembly. As of February 2024, they no longer do so as the larger faction: they serve in an executive with an Irish republican (Sinn Féin) First Minister.

Unionism became an overarching partisan affiliation in Ireland late in the nineteenth century. Typically Presbyterian agrarian-reform Liberals coalesced with traditionally Anglican, Orange Order allied, Conservatives against the Irish Home Rule Bills of 1886 and 1893. Joined by loyalist labour, on the eve of World War I this broad opposition to Irish self-government concentrated in Belfast and its hinterlands as Ulster unionism and prepared an armed resistance—the Ulster Volunteers.

United Ireland in the context of The Troubles

The Troubles (Irish: Na Trioblóidí) were an ethno-nationalist conflict in Northern Ireland that lasted for about 30 years from the late 1960s to 1998. Also known internationally as the Northern Ireland conflict, it began in the late 1960s and is usually deemed to have ended with the Good Friday Agreement of 1998. Although the Troubles mostly took place in Northern Ireland, at times violence spilled over into parts of the Republic of Ireland, England, and mainland Europe.

Sometimes described as an asymmetric or irregular war or a low-intensity conflict, the Troubles were a political and nationalistic struggle fueled by historical events, with a strong ethnic and sectarian dimension, fought over the status of Northern Ireland. Unionists and loyalists, who for historical reasons were mostly Ulster Protestants, wanted Northern Ireland to remain within the United Kingdom. Irish nationalists and republicans, who were mostly Irish Catholics, wanted Northern Ireland to leave the United Kingdom and join a united Ireland. Despite the division between Protestants and Catholics, it was not primarily a religious war.

United Ireland in the context of Ken Livingstone

Kenneth Robert Livingstone (born 17 June 1945) is an English politician who served as the Leader of the Greater London Council (GLC) from 1981 until the council was abolished in 1986, and as the first mayor of London from the creation of the office in 2000 until 2008. He also served as the Member of Parliament (MP) for Brent East from 1987 to 2001. He is a former member of the Labour Party, ideologically identifying as a socialist.

Born in Lambeth, South London, to a working-class family, Livingstone joined Labour in 1968 and was elected to represent Norwood at the GLC in 1973, Hackney North and Stoke Newington in 1977, and Paddington in 1981. That year, Labour representatives on the GLC elected him as the council's leader. Attempting to reduce London Underground fares, his plans were challenged in court and declared unlawful; more successful were his schemes to benefit women and several minority groups, despite stiff opposition. The mainstream press gave him the moniker "Red Ken" in reference to his socialist beliefs and criticised him for supporting republicanism, LGBT rights, and a United Ireland. Livingstone was a vocal opponent of the Conservative Party government of Prime Minister Margaret Thatcher, which in 1986 abolished the GLC. Elected as MP for Brent East in 1987, he became closely associated with anti-racist campaigns. He attempted to stand for the position of Labour Party leader following Neil Kinnock's resignation in 1992, but failed to get enough nominations. Livingstone became a vocal critic of Tony Blair's New Labour project that pushed the party closer to the political centre and won the 1997 general election.

Principle of consent is a term used in the context of the Northern Ireland peace process and is one of the key points of the Good Friday Agreement. The principle asserts both the legitimacy of the aspiration to a United Ireland and the legitimacy of the wish of the majority of the people of Northern Ireland to remain part of the United Kingdom. The doctrine also asserts the right of self-determination for the people of both jurisdictions in Ireland, Northern Ireland and the Republic of Ireland, without external interference, and only with the consensus of a majority of people in both polities.

The principle of consent is now accepted by all elected parties in Ireland. It is opposed by Republican Sinn Féin, the Irish Republican Socialist Party, Éirígí and many non-aligned Irish republicans.

United Ireland in the context of Ulster loyalism

Ulster loyalism is a strand of Ulster unionism associated with working class Ulster Protestants in Northern Ireland. Like other unionists, loyalists support the continued existence of Northern Ireland (and formerly all of Ireland) within the United Kingdom, and oppose a united Ireland independent of the UK. Unlike other strands of unionism, loyalism has been described as an ethnic nationalism of Ulster Protestants and "a variation of British nationalism". Loyalists are often said to have a conditional loyalty to the British state so long as it defends their interests. They see themselves as loyal primarily to the Protestant British monarchy rather than to British governments and institutions, while Garret FitzGerald argued they are loyal to 'Ulster' over 'the Union'. A small minority of loyalists have called for an independent Ulster Protestant state, believing they cannot rely on British governments to support them (see Ulster nationalism). The term 'loyalism' is usually associated with paramilitarism.

Ulster loyalism emerged in the late 19th century, in reaction to the Irish Home Rule movement and the rise of Irish nationalism. Ireland had a Catholic majority who wanted self-government, but the province of Ulster had a Protestant and unionist majority, largely due to the Plantation of Ulster. Although not all unionists were Protestant, loyalists emphasised their British Protestant heritage. During the Home Rule Crisis (1912–14), loyalists founded the paramilitary Ulster Volunteers to prevent Ulster from becoming part of a self-governing Ireland. This was followed by the Irish War of Independence (1919–21) and partition of Ireland: most of Ireland became an independent state, while most of Ulster remained within the UK as the self-governing territory of Northern Ireland. During partition, communal violence raged between loyalists and Irish nationalists in Belfast, and loyalists attacked the Catholic minority in retaliation for Irish republican activity.

United Ireland in the context of Dissident Irish republicanism

Dissident republicans (Irish: poblachtach easaontach) are Irish republicans who do not support the Northern Ireland peace process. The peace agreements followed a 30-year conflict known as the Troubles, in which over 3,500 people were killed and 47,500 injured, and in which republican paramilitary groups such as the Provisional Irish Republican Army waged a campaign to bring about a united Ireland. Negotiations in the 1990s led to a Provisional IRA ceasefire in 1994 and to the Good Friday Agreement of 1998. Mainstream republicans, represented by Sinn Féin, supported the Agreement as a means of achieving Irish unity peacefully. Dissidents saw this as an abandonment of the goal of an independent Irish republic and acceptance of partition. They hold that the Northern Ireland Assembly and Police Service of Northern Ireland (PSNI) are illegitimate and see the PSNI as a British paramilitary police force.

Some dissident republican political groups, such as Republican Sinn Féin and the 32 County Sovereignty Movement, support political violence against the British security forces and oppose the Provisional IRA's 1994 ceasefire; other groups, such as the Irish Republican Socialist Party, wish to achieve their goals only through peaceful means.
