Before the creation of the under secretary's office, the second-highest civilian at the Department of the Navy was the assistant secretary of the navy.

Assistant Secretary of the Navy (ASN) is the title given to certain civilian senior officials in the United States Department of the Navy.
From 1861 to 1954, the assistant secretary of the Navy was the second-highest civilian office in the Department of the Navy (reporting to the United States secretary of the Navy). That role has since been supplanted by the office of Under Secretary of the Navy and the office of Assistant Secretary of the Navy has been abolished. There have, however, been a number of offices bearing the phrase "Assistant Secretary of the Navy" in their title (see below for details).

The general counsel of the Department of the Navy is the senior civilian lawyer in the U.S. Department of the Navy and is the senior legal adviser to the secretary of the navy. The Office of the General Counsel of the Navy provides legal advice to the secretary, the under secretary and the various assistant secretaries and their staffs. The general counsel is the third highest-ranking civilian office in the Department of the Navy, behind the Secretary and Under Secretary of the Navy.
The general counsel maintains a close working relationship with the judge advocate general, the senior uniformed lawyer in the Department of the Navy who performs statutory duties under the Uniform Code of Military Justice.
Under Secretary of the Navy in the context of John Warner
John William Warner III (February 18, 1927 – May 25, 2021) was an American politician and lawyer who served as a United States Senator from Virginia from 1979 to 2009. A member of the Republican Party, he previously served as the United States Secretary of the Navy from 1972 to 1974. Warner is both the longest serving Republican Senator from Virginia, and the second longest serving Senator from Virginia behind Democrat Harry F. Byrd. He served as chairman of the Senate Armed Services Committee from 1999 to 2001, and from 2003 to 2007. Warner also served as the chairman of the Senate Rules Committee from 1995 to 1999.
Warner was a veteran of the Second World War and Korean War, and was one of five World War II veterans serving in the Senate at the time of his retirement. He did not seek reelection in 2008. After leaving the Senate, he worked for the law firm of Hogan Lovells, where he had previously been employed before joining the United States Department of Defense as the Under Secretary of the Navy during the presidency of Richard Nixon in 1969.
