The United Nations General Assembly (UNGA or GA) is one of the six principal organs of the United Nations (UN), serving as its main deliberative, policymaking, and representative organ. Currently in its 80th session, its powers, composition, functions, and procedures are set out in Chapter IV of the United Nations Charter.

The UNGA is responsible for the UN budget, appointing the non-permanent members to the Security Council, appointing the secretary-general of the United Nations, receiving reports from other parts of the UN System, and making recommendations through resolutions. It also establishes numerous subsidiary organs to advance or assist in its broad mandate. The UNGA is the only UN organ where all member states have equal representation.

👉 UN General Assembly in the context of Chapter II of the United Nations Charter

Chapter II of the United Nations Charter deals with membership to the United Nations (UN) organization. Membership is open to the original signatories and "all other peace-loving states" that accept the terms and obligations set forth in the UN Charter and, "in the judgment of the Organization, are able and willing to carry out these obligations". According to Chapter II of the UN Charter, in order to be admitted to the UN, a country must first be recommended by the UN Security Council and then approved by a vote of the UN General Assembly. In addition, the admission must not be opposed by any of the five permanent members of the UN Security Council (China, France, Russia, the United Kingdom, and the United States), sometimes referred to as the Permanent Five or P5.

Admission to membership in the UN is regarded as an important indicator of sovereignty and legitimate statehood, especially for microstates. Some states have governments that are unofficially recognized as independent, such as the Republic of China on Taiwan, but have not been admitted to the UN due to a veto by a P5 member. During the Cold War, the United States and Soviet Union did not allow rival blocs to be admitted to the UN. When they began letting those countries join, it led to a period of great expansion of UN membership, especially as the number of colonies gaining independence increased.

UN General Assembly in the context of Article 71 of the UN Charter

Chapter X of the United Nations Charter deals with the UN Economic and Social Council. Originally, Article 61 provided that ECOSOC would consist of 18 members, but in 1965 the Charter was amended to expand ECOSOC to 27 members, before being amended to include 54 in 1971. ECOSOC's members are elected by the UN General Assembly to staggered three-year terms, and are eligible for immediate re-election. This enables countries like the United States to be de facto permanent members. Article 62 empowers ECOSOC to "make or initiate studies and reports with respect to international economic, social, cultural, educational, health, and related matters" and to make recommendations "promoting respect for, and observance of, human rights and fundamental freedoms for all." It can prepare draft conventions and call international conferences – these have included, for instance, the 1961 New York conference that drafted the Single Convention on Narcotic Drugs. Article 64 gives ECOSOC concurrent power, along with the UN General Assembly, to receive reports from specialized agencies, provided that the subject matter falls within ECOSOC's purview. Article 68 empowers it to "set up commissions in economic and social fields and for the promotion of human rights."

UN General Assembly in the context of International recognition of the State of Palestine

As of September 2025, the State of Palestine is recognized as a sovereign state by 157 of the 193 member states of the United Nations (UN), or just over 80% of all UN members. It has been a non-member observer state of the UN General Assembly since November 2012. This limited status is largely due to the fact that the United States, a permanent member of the UN Security Council with veto power, has consistently blocked Palestine's full UN membership; Palestine is recognized by the other four permanent members, which are China, France, Russia, and the United Kingdom.

The State of Palestine was officially declared by the Palestine Liberation Organization (PLO) on 15 November 1988, claiming sovereignty over the internationally recognized Palestinian territories: the West Bank (which includes East Jerusalem) and the Gaza Strip. By the end of 1988, the Palestinian state was recognized by 78 countries. In an attempt to solve the decades-long Israeli–Palestinian conflict, the Oslo Accords were signed between Israel and the PLO in 1993 and 1995, creating the Palestinian Authority (PA) as a self-governing interim administration in Gaza and around 40% of the West Bank.

The First Optional Protocol to the International Covenant on Civil and Political Rights is an international treaty establishing an individual complaint mechanism for the International Covenant on Civil and Political Rights (ICCPR). It was adopted by the UN General Assembly on 16 December 1966, and entered into force on 23 March 1976. As of July 2024, it had 116 state parties and 35 signatories. Three of the ratifying states (Belarus, Jamaica and Trinidad and Tobago) have denounced the protocol.

UN General Assembly in the context of Chang Myon

Chang Myon (Korean장면; August 28, 1899 – June 4, 1966) was a South Korean statesman, educator, diplomat, journalist and social activist as well as a Roman Catholic youth activist. He was the only prime minister of the parliamentary Second Republic. In addition, during the First Republic he was the fourth and last vice president of South Korea. His art name was Unseok (운석). His English name was John Chang Myon (baptismal name, surname, given name, respectively).

Under Japanese rule, Chang worked in education as a school teacher, administrator, and principal. In 1948, he led the delegation of the Republic of Korea to the UN General Assembly. In 1949, he became the first ambassador of the Republic of Korea to the United States. In 1950, he successfully appealed to the United States and the UN to send troops to assist in the Korean War. On November 23, 1950, he was appointed the prime minister of the First Republic of Korea. From 1956 to 1960, he served as the vice president of the First Republic of Korea.

The Sendai Framework for Disaster Risk Reduction (2015–2030) is an international document adopted by the United Nations (UN) member states in March 2015 at the World Conference on Disaster Risk Reduction held in Sendai, Japan, and endorsed by the UN General Assembly in June 2015. It is the successor agreement to the Hyogo Framework for Action (2005–2015), which had been the most encompassing international accord to date on disaster risk reduction.

UN General Assembly in the context of World Conference on Disaster Risk Reduction

The World Conference on Disaster Risk Reduction is a series of United Nations conferences focusing on disaster and climate risk management in the context of sustainable development. The World Conference has been convened three times, with each edition to date having been hosted by Japan: in Yokohama in 1994, in Hyogo in 2005 and in Sendai in 2015. As requested by the UN General Assembly, the United Nations Office for Disaster Risk Reduction (UNDRR) served as the coordinating body for the Second and Third UN World Conference on Disaster Reduction in 2005 and 2015.

The conferences bring together government officials and other stakeholders, such as NGOs, civil society organizations, local government and private sector representatives from around the world to discuss how to strengthen the sustainability of development by managing disaster and climate risks. The Third UN World conference adopted the Sendai Framework for Disaster Risk Reduction 2015–2030. Previous conference outcomes include the Hyogo Framework for Action 2005 – 2015: Building the Resilience of Nations and Communities to Disasters in 2005 and the Yokohama Strategy and Plan of Action for a Safer World in 1994.

Targeted surveillance (or targeted interception) is a form of surveillance, such as wiretapping, that is directed towards specific persons of interest, and is distinguishable from mass surveillance (or bulk interception). Both untargeted and targeted surveillance is routinely accused of treating innocent people as suspects in ways that are unfair, of violating human rights, international treaties and conventions as well as national laws, and of failing to pursue security effectively.

A 2014 report to the UN General Assembly by the United Nations' top official for counter-terrorism and human rights condemned mass electronic surveillance as a clear violation of core privacy rights guaranteed by multiple treaties and conventions. The report also makes a distinction between "targeted surveillance" - which "depend[s] upon the existence of prior suspicion of the targeted individual or organization" — and "mass surveillance", by which "states with high levels of Internet penetration can [...] gain access to the telephone and e-mail content of an effectively unlimited number of users and maintain an overview of Internet activity associated with particular websites".
