The 2008 financial crisis, also known as the global financial crisis (GFC) or the Panic of 2008, was a major worldwide financial crisis centered in the United States. The causes included excessive speculation on property values by both homeowners and financial institutions, leading to the 2000s United States housing bubble. This was exacerbated by predatory lending for subprime mortgages and by deficiencies in regulation. Cash out refinancings had fueled an increase in consumption that could no longer be sustained when home prices declined. The first phase of the crisis was the subprime mortgage crisis, which began in early 2007, as mortgage-backed securities (MBS) tied to U.S. real estate, and a vast web of derivatives linked to those MBS, collapsed in value. A liquidity crisis spread to global institutions by mid-2007 and climaxed with the bankruptcy of Lehman Brothers in September 2008, which triggered a stock market crash and bank runs in several countries. The crisis exacerbated the Great Recession, a global recession that began in mid-2007, as well as the United States bear market of 2007–2009. It was also a contributor to the 2008–2011 Icelandic financial crisis and the euro area crisis.

During the 1990s, the U.S. Congress had passed legislation that intended to expand affordable housing through looser financing rules, and in 1999, parts of the 1933 Banking Act (Glass–Steagall Act) were repealed, enabling institutions to mix low-risk operations, such as commercial banking and insurance, with higher-risk operations such as investment banking and proprietary trading. As the Federal Reserve ("Fed") lowered the federal funds rate from 2000 to 2003, institutions increasingly targeted low-income homebuyers, largely belonging to racial minorities, with high-risk loans; this development went unattended by regulators. As interest rates rose from 2004 to 2006, the cost of mortgages rose and the demand for housing fell; in early 2007, as more U.S. subprime mortgage holders began defaulting on their repayments, lenders went bankrupt, culminating in the bankruptcy of New Century Financial in April. As demand and prices continued to fall, the financial contagion spread to global credit markets by August 2007, and central banks began injecting liquidity. In March 2008, Bear Stearns, the fifth-largest U.S. investment bank, was sold to JPMorgan Chase in a "fire sale" backed by Fed financing.

Louisiana was a dominant population center in the southwest of the Confederate States of America, controlling the wealthy trade center of New Orleans, and contributing the French Creole and Cajun populations to the demographic composition of a predominantly Anglo-American country. In the antebellum period, Louisiana was a slave state, where enslaved African Americans had comprised the majority of the population during the eighteenth-century French and Spanish dominations. By the time the United States acquired the territory (1803) and Louisiana became a state (1812), the institution of slavery was entrenched. By 1860, 47% of the state's population were enslaved, though the state also had one of the largest free black populations in the United States. Much of the white population, particularly in the cities, supported slavery, while pockets of support for the U.S. and its government existed in the more rural areas.

Louisiana declared that it had seceded from the Union on January 26, 1861. Civil-War era New Orleans, the largest city in the South, was strategically important as a port city due to its southernmost location on the Mississippi River and its access to the Gulf of Mexico. The U.S. War Department early on planned for its capture. The city was taken by U.S. Army forces on April 25, 1862. Because a large part of the population had Union sympathies (or compatible commercial interests), the U.S. government took the unusual step of designating the areas of Louisiana then under U.S. control as a state within the Union, with its own elected representatives to the U.S. Congress. For the latter part of the war, both the U.S. and the Confederacy recognized their own distinct Louisiana governors. Similarly, New Orleans and 13 named parishes of the state were exempted from the Emancipation Proclamation, which applied exclusively to states in rebellion against the Union.

Juneau (/ˈn/ JOO-noh; Tlingit: Dzántik'i Héeni [ˈtsʌ́ntʰɪ̀kʼɪ̀ ˈhíːnɪ̀] transl. Base of the Flounder's River), officially the City and Borough of Juneau, is the capital of the U.S. state of Alaska, located along the Gastineau Channel and the Alaskan panhandle. Juneau was named the capital of Alaska in 1906, when the government of what was then the District of Alaska was moved from Sitka as dictated by the U.S. Congress in 1900. On July 1, 1970, the City of Juneau merged with the City of Douglas and the surrounding Greater Juneau Borough to form the current consolidated city-borough, which ranks as the second-largest municipality in the United States by area and is larger than both Rhode Island and Delaware.

Downtown Juneau is nestled at the base of Mount Juneau and it is across the channel from Douglas Island. As of the 2020 census, the City and Borough had a population of 32,255, making it the third-most populous city in Alaska after Anchorage and Fairbanks, but the sixth-least populous U.S. state capital. Juneau experiences a daily influx of 21,000 people or more from visiting cruise ships between the months of May and September.

Daniel Webster (January 18, 1782 – October 24, 1852) was an American lawyer and statesman who represented New Hampshire and Massachusetts in the U.S. Congress and served as the 14th and 19th U.S. secretary of state under presidents William Henry Harrison, John Tyler, and Millard Fillmore. Webster was one of the most prominent American lawyers of the 19th century, arguing over 200 cases before the United States Supreme Court in his career. During his life, Webster had been a member of the Federalist Party, the National Republican Party, and the Whig Party. He was among the three members of the Great Triumvirate along with Henry Clay and John C. Calhoun.

Born in Salisbury, New Hampshire, in 1782, Webster established a successful legal practice in Portsmouth, New Hampshire, after graduating from Dartmouth College and serving a legal apprenticeship. A prominent opponent of the War of 1812, he won election to the United States House of Representatives, where he served as a leader of the Federalist Party. Andrew Jackson (March 15, 1767 – June 8, 1845) was the seventh president of the United States from 1829 to 1837. He rose to fame as a U.S. Army general and served in both houses of the U.S. Congress. His political philosophy, which dominated his presidency, became the basis for the rise of Jacksonian democracy. His legacy is controversial: he has been praised as an advocate for working Americans and preserving the union of states, and criticized for his racist policies, particularly towards Native Americans. He was also the founder of, and first president from, the Democratic Party, which dominates American politics to this day along with the Republican Party.

Jackson was born in the colonial Carolinas before the American Revolutionary War. He became a frontier lawyer and married Rachel Donelson Robards. He briefly served in the U.S. House of Representatives and the U.S. Senate, representing Tennessee. After resigning, he served as a justice on the Tennessee Superior Court from 1798 to 1804. He purchased a plantation later known as the Hermitage, becoming a wealthy planter who profited off the forced labor of hundreds of enslaved African Americans during his lifetime. In 1801, he was appointed colonel of the Tennessee militia and was elected its commander. He led troops during the Creek War of 1813–1814, winning the Battle of Horseshoe Bend and negotiating the Treaty of Fort Jackson that required the indigenous Creek population to surrender vast tracts of the present-day U.S. states of Alabama and Georgia. In the concurrent war against the British, Jackson's victory at the Battle of New Orleans in 1815 made him a national hero. He later commanded United States forces during the First Seminole War against the Seminoles and other allied Native groups. This campaign was one of the factors that prompted Spain to negotiate the cession of Florida to the United States, which was finalized in the Adams–Onís Treaty of 1819, in exchange for United States renunciation of territorial claims. He briefly served as Florida's first territorial governor before returning to the Senate. He ran for president in 1824. He won a plurality of the popular and electoral vote, but no candidate won the electoral majority. With the help of Henry Clay, the House of Representatives elected John Quincy Adams as president. Jackson's supporters alleged that there was a "corrupt bargain" between Adams and Clay (who joined Adams' cabinet) and began creating a new political coalition that became the Democratic Party in the 1830s.

James Buchanan Jr. (/bjˈkænən/ bew-KAN-ən; April 23, 1791 – June 1, 1868) was the 15th president of the United States, serving from 1857 to 1861. He also served as the secretary of state from 1845 to 1849 and represented Pennsylvania in both houses of the U.S. Congress. Buchanan was an advocate for states' rights, particularly regarding slavery, and minimized the role of the federal government preceding the American Civil War.

U.S. Congress in the context of Andrew Johnson

Andrew Johnson (December 29, 1808 – July 31, 1875) was the 17th president of the United States, serving from 1865 to 1869. The 16th vice president, he assumed the presidency following the assassination of Abraham Lincoln. Johnson was a War Democrat who ran with Lincoln on the National Union Party ticket in the 1864 presidential election, coming to office as the American Civil War concluded. Johnson favored quick restoration of the seceded states to the Union without protection for the newly freed people who were formerly enslaved, as well as pardoning ex-Confederates. This led to conflict with the Republican Party-dominated U.S. Congress, culminating in his impeachment by the House of Representatives in 1868. He was acquitted in the Senate by one vote.

Johnson was born into poverty and never attended school. He was apprenticed as a tailor and worked in several frontier towns before settling in Greeneville, Tennessee, serving as an alderman and mayor before being elected to the Tennessee House of Representatives in 1835. After briefly serving in the Tennessee Senate, Johnson was elected to the U.S. House of Representatives in 1843, where he served five two-year terms. He was the governor of Tennessee for four years, and was elected by the legislature to the U.S. Senate in 1857. During his congressional service, he sought passage of the Homestead Bill, which was enacted soon after he left his Senate seat in 1862. Slave states in the Southern U.S., including Tennessee, seceded to form the Confederate States of America, but Johnson remained firmly with the Union. He was the only sitting senator from a Confederate state who did not promptly resign his seat upon learning of his state's secession. In 1862, Lincoln appointed him as Military Governor of Tennessee after most of it had been retaken. Johnson was a logical choice as Lincoln's running mate in 1864 because Lincoln wanted to send a message of national unity in his re-election campaign. Following their victory, Johnson became vice president.

The Federal Reserve System (often shortened to the Federal Reserve, or simply the Fed) is the central banking system of the United States. It was created on December 23, 1913, with the enactment of the Federal Reserve Act, after a series of financial panics (particularly the panic of 1907) led to the desire for central control of the monetary system in order to alleviate financial crises. Although an instrument of the U.S. government, the Federal Reserve System considers itself "an independent central bank because its monetary policy decisions do not have to be approved by the president or by anyone else in the executive or legislative branches of government, it does not receive funding appropriated by Congress, and the terms of the members of the board of governors span multiple presidential and congressional terms." Over the years, events such as the Great Depression in the 1930s and the Great Recession during the 2000s have led to the expansion of the roles and responsibilities of the Federal Reserve System.

Congress established three key objectives for monetary policy in the Federal Reserve Act: maximizing employment, stabilizing prices, and moderating long-term interest rates. The first two objectives are sometimes referred to as the Federal Reserve's dual mandate. Its duties have expanded over the years, and include supervising and regulating banks, maintaining the stability of the financial system, and providing financial services to depository institutions, the U.S. government, and foreign official institutions. The Fed also conducts research into the economy and provides numerous publications, such as the Beige Book and the FRED database.
