In political science, legitimacy is a concept concerning the right of an authority, usually a governing law or a regime, to rule the actions of a society. In political systems where this is not the case, unpopular regimes survive because they are considered legitimate by a small, influential elite. In Chinese political philosophy, since the historical period of the Zhou dynasty (1046–256 BC), the political legitimacy of a ruler and government was derived from the Mandate of Heaven, and unjust rulers who lost said mandate therefore lost the right to rule the people.

In moral philosophy, the term legitimacy is often positively interpreted as the normative status conferred by a governed people upon their governors' institutions, offices, and actions, based upon the belief that their government's actions are appropriate uses of power by a legally constituted government.

Legitimacy (political) in the context of Sovereignty

Sovereignty can generally be defined as supreme, independent control and lawmaking authority over a territory. It finds expression in the power to rule and make law. Sovereignty entails hierarchy within a state as well as external autonomy for states. In any state, sovereignty is assigned to the person, body or institution that has the ultimate authority over other people and to change existing laws. In political theory, sovereignty is a substantive term designating supreme legitimate authority over some polity. Under international law, sovereign states are all considered equal, and no state can interfere with the internal affairs of another sovereign state. While Article 2(7) of the UN Charter explicitly recognizes the sovereignty of states, and in general there is a principle of non-interference in the domestic affairs of sovereign states, the UN Security Council’s Chapter VII powers clearly contemplate the use of force against a state when necessary to restore peace. Further, the recent Responsibility to Protect (R2P) authorizes the United Nations to take action to ā€œavert a humanitarian catastropheā€ within a state when that state’s government cannot or will not act.

A state is generally considered to have sovereignty over a territory when it has consistently exercised state authority there without objection from other states. De jure sovereignty refers to the legal right to do so; de facto sovereignty refers to the factual ability to do so. This can become an issue of special concern upon the failure of the usual expectation that de jure and de facto sovereignty exist at the place and time of concern, and reside within the same organization.

In political science, power is the ability to influence or direct the actions, beliefs, or conduct of actors. Power does not exclusively refer to the threat or use of force (coercion) by one actor against another, but may also be exerted through diffuse means (such as institutions).

Power may also take structural forms, as it orders actors in relation to one another (such as distinguishing between a master and an enslaved person, a householder and their relatives, an employer and their employees, a parent and a child, a political representative and their voters, etc.), and discursive forms, as categories and language may lend legitimacy to some behaviors and groups over others. The term authority is often used for power that is perceived as legitimate or socially approved by the social structure. Scholars have distinguished between soft power and hard power.

Legitimacy (political) in the context of Mandate of Heaven

The Mandate of Heaven (Chinese: 天命; pinyin: TiānmƬng; Wade–Giles: T'ien-ming; lit. 'Heaven's command') is a Chinese political doctrine that was used in Ancient China and Imperial China to legitimize the rule of the king or emperor of China. According to this doctrine, Heaven (天, Tian) bestows its mandate on a virtuous ruler, called the Son of Heaven (天子, Tianzi), who is the supreme universal monarch that will rule the world (天下, Tianxia; "[all] under heaven"). If a ruler was overthrown, this was interpreted as an indication that the ruler and his dynasty were unworthy and had lost the Mandate. It was also a common belief that natural disasters such as famine and flood were divine retributions bearing signs of Heaven's displeasure with the ruler, so there would often be revolts following major disasters as the people saw these calamities as signs that the Mandate of Heaven had been withdrawn.

The Mandate of Heaven does not require a legitimate ruler to be of noble birth. Chinese dynasties such as the Han and Ming were founded by men of common origins, but they were seen as having succeeded because they had gained the Mandate of Heaven. Retaining the mandate is contingent on the just and able performance of the rulers and their heirs.

Legitimacy (political) in the context of Role

A role (also rƓle or social role) is a set of connected behaviors, rights, obligations, beliefs, and norms as conceptualized by people in a social situation. It is an expected or free or continuously changing behavior and may have a given individual social status or social position. It is vital to both functionalist and interactionist understandings of society. Social role theory posits the following about social behavior:

  1. The division of labour in society takes the form of the interaction among heterogeneous specialized positions, we call roles.
  2. Social roles included appropriate and permitted forms of behavior and actions that recur in a group, guided by social norms, which are commonly known and hence determine the expectations for appropriate behavior in these roles, which further explains the position of a person in the society.
  3. Roles are occupied by individuals, who are called actors.
  4. When individuals approve of a social role (i.e., they consider the role legitimate and constructive), they will incur costs to conform to role norms, and will also incur costs to punish those who violate role norms.
  5. Changed conditions can render a social role outdated or illegitimate, in which case social pressures are likely to lead to role change.
  6. The anticipation of rewards and punishments, as well as the satisfaction of behaving pro-socially, account for why agents conform to role requirements.

The notion of the role can be and is examined in the social sciences, specifically economics, sociology and organizational theory.

Legitimacy (political) in the context of Korean War

The Korean War (25 June 1950 – 27 July 1953) was an armed conflict on the Korean Peninsula fought between North Korea (Democratic People's Republic of Korea; DPRK) and South Korea (Republic of Korea; ROK) and their allies. North Korea was supported by China and the Soviet Union, while South Korea was supported by the United Nations Command (UNC) led by the United States. The conflict was one of the first major proxy wars of the Cold War.

After the end of World War II in 1945, Korea, which had been a Japanese colony for 35 years, was divided by the Soviet Union and the United States into two occupation zones at the 38th parallel, with plans for a future independent state. Due to political disagreements the zones formed their own governments in 1948. North Korea was led by Kim Il Sung in Pyongyang, and South Korea by Syngman Rhee in Seoul; both claimed to be the sole legitimate government of all of Korea. On 25 June 1950, the Korean People's Army (KPA), equipped and trained by the Soviets, launched an invasion of the south. In the absence of the Soviet Union's representative, the UN Security Council denounced the attack and recommended member states to repel the invasion. UN forces comprised 21 countries, with the United States providing around 90% of military personnel.

In other words, one who takes the power of a country, city, or established region for oneself, without any formal or legal right to claim it as one's own. Usurpers can rise to power in a region by often unexpected physical force such as via a coup d'Ʃtat, as well as through political influence and deceit.
