⭐ Core Definition: Swaraj

Swarāj (IAST: svarāja, lit.'self-rule') can mean, generally self-governance or "self-rule". The term was used synonymously with "home-rule" by Maharishi Dayanand Saraswati and later on by Mahatma Gandhi, but the word usually refers to Gandhi's concept of Indian independence from foreign domination. Swaraj lays stress on governance, not by a hierarchical government, but by self-governance through individuals and community building. The focus is on political decentralisation. Since this is against the political and social systems followed by Britain, Gandhi's concept of Swaraj advocated India's discarding British political, economic, bureaucratic, legal, military, and educational institutions. S. Satyamurti, Chittaranjan Das and Motilal Nehru were among a contrasting group of Swarajists who laid the foundation for parliamentary democracy in India.

Although Gandhi's aim of totally implementing the concepts of Swaraj in India was not achieved, the voluntary work organisations which he founded for this purpose did serve as precursors and role models for people's movements, voluntary organisations, and some of the non-governmental organisations that were subsequently launched in various parts of India. The student movement against oppressive local and central governments, led by Jayaprakash Narayan, Udit Swaraj and the Bhoodan movement, which presaged demands for land reform legislation throughout India, and which ultimately led to India's discarding of the Zamindari system of land tenure and social organisation, were also inspired by the ideas of Swaraj.

Self-governance, self-government, self-sovereignty or self-rule is the ability of a person or group to exercise all necessary functions of regulation without intervention from an external authority. It may refer to personal conduct or to any form of institution, such as family units, social groups, affinity groups, legal bodies, industry bodies, religions, and political entities of various degrees. Self-governance is closely related to various philosophical and socio-political concepts such as autonomy, independence, self-control, self-discipline, and sovereignty.

In the context of nation states, self-governance is called national sovereignty which is an important concept in international law. In the context of administrative division, a self-governing territory is called an autonomous region. Self-governance is also associated with political contexts in which a population or demographic becomes independent from colonial rule, absolute government, absolute monarchy, or any government that they perceive does not adequately represent them. It is therefore a fundamental tenet of many democracies, republics and nationalist governments. Mahatma Gandhi's term "swaraj" is a branch of this self-rule ideology. Henry David Thoreau was a major proponent of self-rule in lieu of immoral governments.

A princely state (also called native state) was a nominally sovereign entity of the British Raj that was not directly governed by the British, but rather by an indigenous ruler under a form of indirect rule, subject to a subsidiary alliance and the suzerainty or paramountcy of the British Crown.

In 1920, the Indian National Congress party under the leadership of Mahatma Gandhi declared swaraj (self-rule) for Indians as its goal and asked the princes of India to establish responsible government. Jawaharlal Nehru played a major role in pushing Congress to confront the princely states and declared in 1929 that "only people who have the right to determine the future of the Princely States must be the people of these States". In 1937, the Congress won in most parts of India (excluding the princely states) in the 1937 state elections, and started to intervene in the affairs of the states. In the same year, Gandhi played a major role in proposing a federation involving a union between British India and the princely states, with an Indian central government. In 1946, Nehru observed that no princely state could prevail militarily against the army of independent India.

Swaraj in the context of Dayanand Saraswati

Dayanand Saraswati (pronunciation) born Mool Shankar Tiwari (12 February 1824 – 30 October 1883), was a Hindu philosopher, social leader and founder of the Arya Samaj, a reform movement of Hinduism. His book Satyarth Prakash has remained one of the influential texts on the philosophy of the Vedas and clarifications of various ideas and duties of human beings. He was the first to give the call for Swaraj as "India for Indians" in 1876, a call later taken up by Lokmanya Tilak. Denouncing the idolatry and ritualistic worship, he worked towards reviving Vedic religion. Subsequently, the philosopher and President of India, Sarvepalli Radhakrishnan, called him one of the "makers of Modern India", as did Sri Aurobindo.

Those who were influenced by and followed Dayananda included Chaudhary Charan Singh, Madam Cama, Pandit Lekh Ram, Swami Shraddhanand, Shyamji Krishna Varma, Kishan Singh, Bhagat Singh, Vinayak Damodar Savarkar, Bhai Parmanand, Lala Hardayal, Madan Lal Dhingra, Ram Prasad Bismil, Mahadev Govind Ranade, Ashfaqullah Khan, Mahatma Hansraj, Lala Lajpat Rai, Yogmaya Neupane, Vallabhbhai Patel and others.

Swaraj in the context of Political integration of India

Before it gained independence in 1947, India (also called the Indian Empire) was divided into two sets of territories, one under direct British rule (British India), and the other consisting of princely states under the suzerainty of the British Crown, with control over their internal affairs remaining to varying degrees in the hands of their hereditary rulers. The latter included 562 princely states which had different types of revenue-sharing arrangements with the British, often depending on their size, population and local conditions. In addition, there were several colonial enclaves controlled by France and Portugal. After independence, the political integration of these territories into an Indian Union was a declared objective of the Indian National Congress, and the Government of India pursued this over the next decade.

In 1920, Congress (party) under the leadership of Mahatma Gandhi declared swaraj (self-rule) for Indians as its goal and asked the princes of India to establish responsible government. Jawaharlal Nehru played a major role in pushing Congress to confront the princely states and declared in 1929 that "only people who have the right to determine the future of the States must be the people of these States". In 1937, the Congress won in most parts of British India (not including the princely states) in the provincial elections, and started to intervene in the affairs of the states. In the same year, Gandhi played a major role in proposing a federation involving a union between British India and the princely states, with an Indian central government. In 1946, Jawaharlal Nehru observed that no princely state could prevail militarily against the army of independent India. In January 1947, Nehru said that independent India would not accept the divine right of kings. In May 1947, he declared that any princely state which refused to join the Constituent Assembly would be treated as an enemy state. Vallabhbhai Patel, Louis Mountbatten and V. P. Menon were more conciliatory towards the princes, and as the men charged with integrating the states, were successful in the task. Having secured their accession, they then proceeded, in a step-by-step process, to secure and extend the union government's authority over these states and transform their administrations until, by 1956, there was little difference between the territories that had been part of British India and those that had been princely states. Simultaneously, the Government of India, through a combination of military and diplomatic means, acquired de facto and de jure control over the remaining colonial enclaves, which too were integrated into India.

Birthright is the concept of things being due to a person upon or by fact of their birth, or due to the order of their birth. These may include rights of citizenship based on the place where the person was born or the citizenship of their parents, and inheritance rights to property owned by parents or others.

The concept of a birthright is ancient, and is often defined in part with concepts of both patriarchy and birth order. For example, "[t]hroughout the Bible the concept of a birthright is absolutely intertwined with the firstborn. That is, the firstborn inherits the birthright and has expectations of primogeniture", which historically referred to the right, by law or custom, of the firstborn legitimate child to inherit the parent's entire or main estate in preference to shared inheritance among all or some children, any illegitimate child or any collateral relative. In the seventeenth century, English activist John Lilburne used the term with respect to the rights of Englishmen "to connote all that is due to a citizen" of England, which "is claimed from English law to higher authorities". The term was similarly popularized in India by self-rule advocate Bal Gangadhar Tilak in the 1890s, when Tilak adopted the slogan coined by his associate Kaka Baptista: "Swaraj (self-rule) is my birthright and I shall have it." The term then "attained the status of a political slogan".

Swaraj in the context of Purna Swaraj

The Declaration of Purna Swaraj or Declaration of the Independence of India was a resolution which was passed by the Indian National Congress in 1930 because of the dissatisfaction among the Indian masses regarding the British offer of Dominion status to India. The word Purna Swaraj was derived from Sanskrit पूर्ण (Pūrṇa) 'Complete' and स्वराज (Svarāja) 'Self-rule or Sovereignty'. It was promulgated by the Indian National Congress, resolving the Congress and Indian nationalists to fight for Purna Swaraj, or complete self-rule/total independence from the British rule.

The flag of India was hoisted by Jawaharlal Nehru on 31 December 1929 on the banks of Ravi river, in Lahore. The Congress asked the people of India to observe 26 January as Independence Day (see Legacy). The flag of India was hoisted publicly across India by Congress volunteers and the general public who aspired for self-governance and wanted to achieve independence. Two decades later, the 26th day of January became the nation's Republic Day.

Swaraj in the context of Swadeshi

The Swadeshi movement was a self-sufficiency movement that was part of the Indian independence movement and contributed to the development of Indian nationalism. After the British government's decision for the partition of Bengal was made public in December 1903, there was a lot of growing discontentment among the Indians. In response the Swadeshi movement was formally started from Town Hall at Calcutta on 7 August 1905 to curb foreign goods by relying on domestic production. Mahatma Gandhi described it as the soul of swaraj (self-rule). The movement took its vast size and shape after rich Indians donated money and land dedicated to Khadi and Gramodyog societies which started cloth production in every household. It also included other village industries so as to make village self-sufficient and self-reliant. The Indian National Congress used this movement as arsenal for its freedom struggle and ultimately on 15 August 1947, a hand-spun Khadi tricolor Ashoka Chakra Indian flag was unfurled at Princess Park near India Gate, New Delhi by Jawaharlal Nehru.

The government's decision to partition Bengal was made in December 1903. The official reason was that Bengal, with a population of 78 million, was too large to be administered; the real reason, however, was that it was the centre of the revolt, and British officials could not control the protests, which they thought would spread throughout India. Reappointed George Curzon, 1st Marquess Curzon of Kedleston Viceroy of India (1899–1905), in August 1904, he presided over the 1905 partition of Bengal.

Swaraj in the context of Bal Gangadhar Tilak

Bal Gangadhar Tilak (pronunciation; born Keshav Gangadhar Tilak (pronunciation: [keʃəʋ ɡəŋɡaːd̪ʱəɾ ʈiɭək]); 23 July 1856 – 1 August 1920), endeared as Lokmanya (IAST: Lokamānya), was an Indian nationalist, teacher, and an independence activist. He was one third of the Lal Bal Pal triumvirate. The British colonial authorities called him "The father of the Indian unrest". He was also conferred with the title of "Lokmanya", which means "accepted by the people as their leader". Mahatma Gandhi called him "The Maker of Modern India".

Tilak was one of the first and strongest advocates of Swaraj ('self-rule') and a strong radical in Indian consciousness. He is known for his quote in Marathi: "Swaraj is my birthright and I shall have it!". He formed a close alliance with many Indian National Congress leaders including Bipin Chandra Pal, Lala Lajpat Rai, Aurobindo Ghose, V. O. Chidambaram Pillai and also Muhammad Ali Jinnah who later oversaw Pakistan's independence from British rule.

Swaraj in the context of Abul Kalam Azad

Abul Kalam Ghulam Muhiyuddin (11 November 1888 – 22 February 1958), better known as Maulana Azad and sometimes referred as Abul Kalam Azad, was an Indian writer, activist of the Indian independence movement and statesman. A senior leader of the Indian National Congress, following India's independence, he became the first Minister of Education in the Indian government. His contribution to establishing the education foundation in India is recognised by celebrating his birthday as National Education Day across India.

As a young man, Azad composed poetry in Urdu, as well as treatises on religion and philosophy. He rose to prominence through his work as a journalist, publishing works critical of the British Raj and espousing the causes of Indian nationalism. Azad became the leader of the Khilafat Movement, during which he came into close contact with the Indian leader Mahatma Gandhi. After the failure of the Khilafat Movement, he became closer to the Congress. Azad became an enthusiastic supporter of Gandhi's ideas of non-violent civil disobedience, and worked to organise the non-co-operation movement in protest of the 1919 Rowlatt Acts. Azad committed himself to Gandhi's ideals, including promoting Swadeshi (indigenous) products and the cause of Swaraj (Self-rule) for India. In 1923, at an age of 35, he became the youngest person to serve as the President of the Indian National Congress.

Swaraj in the context of Round Table Conference

The three Round Table Conferences of 1930–1932 were a series of peace conferences, organized by the British Government and Indian political personalities to discuss constitutional reforms in India. These started in November 1930 and ended in December 1932. They were conducted as per the recommendation of Muhammad Ali Jinnah to Viceroy Lord Irwin and Prime Minister Ramsay MacDonald, and by the report submitted by the Simon Commission in May 1930. Demands for Swaraj or self-rule in India had been growing increasingly strong. B. R. Ambedkar, Jinnah, Sir Tej Bahadur Sapru, V. S. Srinivasa Sastri, Sir Muhammad Zafrulla Khan, K. T. Paul and Mirabehn were key participants from India. By the 1930s, many British politicians believed that India needed to move towards dominion status. However, there were significant disagreements between the Indian and the British political parties that the Conferences would not resolve. The key topic was about constitution and India which was mainly discussed in that conference. There were three Round Table Conferences from 1930 to 1932.

Swaraj in the context of Noncooperation movement

The non-cooperation movement was a political campaign launched on 4 September 1920 by Mahatma Gandhi to have Indians revoke their cooperation from the British government, with the aim of persuading them to grant self-governance.

This came as result of the Indian National Congress (INC) withdrawing its support for British reforms following the Rowlatt Act of 18 March 1919 – which suspended the rights of political prisoners in sedition trials, and was seen as a "political awakening" by Indians and as a "threat" by the British—which led to the Jallianwala Bagh massacre of 13 April 1919.
