In the Soviet Union, a Union Republic (Russian: Сою́зная Респу́блика, romanizedSoyúznaya Respúblika) or unofficially a Republic of the USSR was a constituent federated political entity with a system of government called a Soviet republic, which was officially defined in the 1977 constitution as "a sovereign Soviet socialist state which has united with the other Soviet republics to form the Union of Soviet Socialist Republics" and whose sovereignty is limited by membership in the Union. As a result of its status as a sovereign state, the Union Republic de jure had the right to enter into relations with foreign states, conclude treaties with them and exchange diplomatic and consular representatives and participate in the activities of international organizations (including membership in international organizations). The Union Republics were perceived as national-based administrative units of the Union of Soviet Socialist Republics (USSR).

The Soviet Union was formed in 1922 by a treaty between the Soviet republics of Byelorussia, Russian SFSR (RSFSR), Transcaucasian Federation, and Ukraine, by which they became its constituent republics of the Union of Soviet Socialist Republics (Soviet Union). For most of its history, the USSR was a one-party state led by the Communist Party of the Soviet Union. Key functions of the USSR were highly centralized in Moscow until its final years, despite its nominal structure as a federation of republics; the light decentralization reforms during the era of perestroika (reconstruction) and glasnost (voice-ness, as in freedom of speech) conducted by Mikhail Gorbachev as part of the Helsinki Accords are cited as one of the factors which led to the dissolution of the USSR in 1991 as a result of the Cold War and the creation of the Commonwealth of Independent States.

The Common Economic Space is the goal and the result of the process of economic integration of post-Soviet states envisaged by Article 7 of the Agreement on the creation the Commonwealth of Independent States signed on 8 December 1991. According to Article 7, the High Contracting Parties indicate that through common coordinating institutions, their joint activities will consist in coordinating foreign policy activities, cooperation in the formation and development of a common economic space, common European and Eurasian markets, in the field of customs policy, in the development of transport and communication systems, cooperation in the field of environmental protection, migration policy and the fight against organized crime.

The former Soviet republics that became independent states were part of the economy of the Soviet Union with its common technical standards, common infrastructure, territorial proximity, chains of cooperation, and common legal heritage. Through the signing of international agreements on trade, economic cooperation and integration, countries can achieve an increase in the efficiency of their economies, which suffered due to the disintegration of the Soviet Union. At the same time, all post-Soviet countries have moved to a market economy, implemented reforms and expanded trade and cooperation with the global economy. Over the past three decades, several negotiations have taken place and not all proposed integration projects have been successful.

The Union of Russia and Ukraine Tercentenary or the Reunification of Ukraine with Russia Tercentenary (Russian: 300-летие воссоединения Украины с Россией, 300-letiye vossoyedineniya Ukrainy s Rossiyei; Ukrainian: 300-річчя возз'єднання України з Росією) was a republic-wide celebration within the Soviet republics of Russia and Ukraine, starting in February 1954, in celebration of the union between Russia and Ukraine formed by the 1654 Pereiaslav Agreement.

In preparation for the event, a special Republican commission for commemoration of the union between Russia and Ukraine Tercentenary was formed, headed by the First Secretary of the Communist Party of Ukraine Alexei Kirichenko. A three-volume body of documents and materials titled as "Reunification of Ukraine with Russia" was published in 1953 in Moscow, prepared jointly by the History Institute of the Academy of Sciences of the Soviet Union, History Institute of the Academy of Sciences of the Ukrainian SSR, and the Ukrainian Directorate of Archives, and included 747 documents of the period between 1620 and 1654. The materials were prepared by a group of Soviet Russian and Ukrainian historians organized in 1952 and approved by the Central Committee of the Communist Party of the Soviet Union.

Soviet republics in the context of Council of People's Commissars

The Council of People's Commissars (CPC) (Russian: Совет народных комиссаров (СНК), romanizedSovet narodnykh kommissarov (SNK)), commonly known as the Sovnarkom (Совнарком), were the highest executive authorities of the Russian Soviet Federative Socialist Republic (RSFSR), the Soviet Union (USSR), and the Soviet republics from 1917 to 1946.

The Sovnarkom of the RSFSR was founded in the Russian Republic soon after the October Revolution in 1917 and its role was formalized in the 1918 Constitution of the RSFSR to be responsible to the Congress of Soviets of the RSFSR for the "general administration of the affairs of the state". Unlike its predecessor the Russian Provisional Government which had representatives of various political parties, and except for the brief two-party cabinet with the Left Socialist-Revolutionaries from December 1917 to March 1918, the Sovnarkom was a government of a single party, the Bolsheviks. The Sovnarkom of the USSR and Congress of Soviets of the USSR founded in 1922 were modelled on the RSFSR system, and identical Sovnarkom bodies were founded in the Soviet republics and autonomous republics. The Sovnarkom evolved into the main executive of the government of the Soviet Union with its head, the Premier of the USSR, serving as head of government. The Sovnarkom issued decrees having the force of law when the Congress was not in session, and if these decrees were not approved at the Congress's next session, they were considered revoked.
