Sovereignty can generally be defined as supreme, independent control and lawmaking authority over a territory. It finds expression in the power to rule and make law. Sovereignty entails hierarchy within a state as well as external autonomy for states. In any state, sovereignty is assigned to the person, body or institution that has the ultimate authority over other people and to change existing laws. In political theory, sovereignty is a substantive term designating supreme legitimate authority over some polity. Under international law, sovereign states are all considered equal, and no state can interfere with the internal affairs of another sovereign state. While Article 2(7) of the UN Charter explicitly recognizes the sovereignty of states, and in general there is a principle of non-interference in the domestic affairs of sovereign states, the UN Security Council’s Chapter VII powers clearly contemplate the use of force against a state when necessary to restore peace. Further, the recent Responsibility to Protect (R2P) authorizes the United Nations to take action to “avert a humanitarian catastrophe” within a state when that state’s government cannot or will not act.

A state is generally considered to have sovereignty over a territory when it has consistently exercised state authority there without objection from other states. De jure sovereignty refers to the legal right to do so; de facto sovereignty refers to the factual ability to do so. This can become an issue of special concern upon the failure of the usual expectation that de jure and de facto sovereignty exist at the place and time of concern, and reside within the same organization.

Polis (pl.: poleis) means 'city' in Ancient Greek. The ancient word polis had socio-political connotations not possessed by modern usage. For example, Modern Greek πόλη (póli), "city", is located within a χώρα (chóra), "country", which is a πατρίδα (patrída) or "native land" for its citizens. In ancient Greece, the polis was the native land; there was no other. It had a constitution and demanded the supreme loyalty of its citizens. Χώρα was only the countryside, not a country. Ancient Greece was not a sovereign country, but was territory occupied by Hellenes, people who claimed as their native language some dialect of Ancient Greek.

Poleis did not only exist within the area of the modern Republic of Greece. A collaborative study carried by the Copenhagen Polis Centre from 1993 to 2003 classified about 1,500 settlements of the Archaic and Classical ancient-Greek-speaking population as poleis. These ranged from the Caucasus to Southern Spain, and from Southern Russia to Northern Egypt, spread over the shores of the Mediterranean and Black Sea. They have been termed a network of micro-states. Many of the settlements still exist; e.g., Marseille, Syracuse, Alexandria, but they are no longer Greek or micro-states, belonging to other countries.

Out of these, Singapore is the largest and most populous city-state in the world, with full sovereignty, international borders, its own currency, a robust military, and substantial international influence in its own right. Sovereignty in the context of Political union

A political union is a type of political entity which is composed of, or created from, smaller polities or the process which achieves this. These smaller polities are usually called federated states and federal territories in a federal government; they are called prefectures, regions, or provinces in the case of a centralised government. This form of government may be created through voluntary and mutual cession and is described as unionism by its constituent members and proponents. In other cases, it may arise from political unification, characterised by coercion and conquest. The unification of separate states which, in the past, had together constituted a single entity is known as reunification. Unlike a personal union or real union, the individual constituent entities may have devolution of powers but are subordinate to a central government or coordinated in some sort of organization. In a federalised system, the constituent entities usually have internal autonomy, for example in the setup of police departments, and share power with the federal government, for whom external sovereignty, military forces, and foreign affairs are usually reserved. A microstate or ministate is a sovereign state having a very small population or land area, usually both. However, the meanings of "state" and "very small" are not well-defined in international law. Some recent attempts to define microstates have focused on identifying qualitative features that are linked to their size and population, such as partial delegation of their sovereignty to larger states, such as for international defense.

Commonly accepted examples of microstates include five historic European microstates: Andorra, Liechtenstein, Monaco, San Marino, and Vatican City. Malta and Luxembourg are sometimes included in that list but are generally considered too populous to be genuine microstates. Other examples are small, isolated island states in the Pacific Ocean: Nauru, Palau, Niue, Cook Islands and Tuvalu. Some small Caribbean countries such as Saint Kitts and Nevis, Barbados, Antigua and Barbuda, Grenada, Saint Vincent and the Grenadines may be considered microstates by some but are often not included due to them being grouped together as small island countries. Singapore and Bahrain are sometimes considered microstates but some argue are too populous, self reliant or powerful to be considered true microstates and their island status can play an important factor too.The smallest political entity recognized as a sovereign state is Vatican City, with fewer than 1,000 residents and an area of only 49 hectares (120 acres). The Government of Japan is the central government of Japan. It consists of legislative, executive and judiciary branches and functions under the framework established by the Constitution of Japan. Japan is a unitary state, containing forty-seven administrative divisions, with the emperor as its head of state. His role is ceremonial and he has no powers related to the Government. Instead, it is the Cabinet, comprising the prime minister and the ministers of state, that directs and controls the government and the civil service. The Cabinet has the executive power and is formed by the prime minister, who is the head of government. The Prime Minister is nominated by the National Diet and appointed to office by the Emperor. The current cabinet is the Takaichi Cabinet, which is led by prime minister Sanae Takaichi, who assumed office on 21 October 2025. The country has had a Liberal Democratic minority government since 2025.

The National Diet is the legislature, the organ of the Legislative branch. The Diet is bicameral, consisting of two houses with the House of Councilors being the upper house, and the House of Representatives being the lower house. The members of both houses of the Diet are directly elected by the people, who are the source of sovereignty. The Diet is defined as the supreme organ of sovereignty in the Constitution. The Supreme Court and other lower courts make up the Judicial branch and have all the judicial powers in the state. The Supreme Court has ultimate judicial authority to interpret the constitution and the power of judicial review. The judicial branch is independent from the executive and the legislative branches. Judges are nominated or appointed by the Cabinet and never removed by the executive or the legislature except during impeachment.

Self-governance, self-government, self-sovereignty or self-rule is the ability of a person or group to exercise all necessary functions of regulation without intervention from an external authority. It may refer to personal conduct or to any form of institution, such as family units, social groups, affinity groups, legal bodies, industry bodies, religions, and political entities of various degrees. Self-governance is closely related to various philosophical and socio-political concepts such as autonomy, independence, self-control, self-discipline, and sovereignty.

A federated state (also state, province, region, canton, land, governorate, oblast, emirate, or country) is a territorial and constitutional community forming part of a federation. A federated state does not have international sovereignty since powers are divided between the other federated states and the federal government. Unlike international sovereign states, which have what is often referred to as Westphalian sovereignty (such as exercised by their federal government), federated states operate under their domestic or federal law with relation to the rest of the world.

Federated states do not have automatic standing as entities of international law. Instead, the federal union (federation) as a single entity is the sovereign state for purposes of international law. Regionalism is a political ideology that seeks to increase the political power, influence and self-determination of the people of one or more subnational regions. It focuses on the "development of a political or social system based on one or more" regions, and/or the national, normative, or economic interests of a specific region, group of regions or another subnational entity, gaining strength from or aiming to strengthen the "consciousness of and loyalty to a distinct region with a homogeneous population", similarly to nationalism. Strictly speaking, regionalists favour confederations over unitary nation states with strong central governments. They may, however, embrace intermediate forms of federalism. Proponents of regionalism usually claim that strengthening the governing bodies and political powers within a region, at the expense of a centralized government, will benefit local populations by improving regional or local economies, in terms of better fiscal responsibility, regional development, allocation of resources, implementation of localist policies and plans, competitiveness among regions and, ultimately, the whole country, consistent with the principle of subsidiarity.

A tributary state is a pre-modern state in a particular type of subordinate relationship to a more powerful state which involved the sending of a regular token of alliance, or tribute, to the superior power (the suzerain). This token often took the form of a substantial transfer of wealth, such as the delivery of gold, produce, or slaves, so that tribute might best be seen as the payment of protection money. Nationalism is an ideology or movement that holds that the nation should be congruent with the state. As a movement, it presupposes the existence and tends to promote the interests of a particular nation, especially with the aim of gaining and maintaining its sovereignty (self-determination) over its perceived homeland to create a nation-state. It holds that the nation should govern itself, free from outside interference (self-governance), that a nation is a natural and ideal basis for a polity, and that the nation is the only rightful source of political power.
