Self-governance, self-government, self-sovereignty or self-rule is the ability of a person or group to exercise all necessary functions of regulation without intervention from an external authority. It may refer to personal conduct or to any form of institution, such as family units, social groups, affinity groups, legal bodies, industry bodies, religions, and political entities of various degrees. Self-governance is closely related to various philosophical and socio-political concepts such as autonomy, independence, self-control, self-discipline, and sovereignty.

In the context of nation states, self-governance is called national sovereignty which is an important concept in international law. In the context of administrative division, a self-governing territory is called an autonomous region. Self-governance is also associated with political contexts in which a population or demographic becomes independent from colonial rule, absolute government, absolute monarchy, or any government that they perceive does not adequately represent them. It is therefore a fundamental tenet of many democracies, republics and nationalist governments. Mahatma Gandhi's term "swaraj" is a branch of this self-rule ideology. Henry David Thoreau was a major proponent of self-rule in lieu of immoral governments.

Self-rule in the context of Suzerainty

A suzerain (/ˈszərən, -rn/, from Old French sus "above" + soverain "supreme, chief") is a person, state or polity who has supremacy and dominant influence over the foreign policy and economic relations of another subordinate party or polity, but allows internal autonomy to that subordinate. Where the subordinate polity is called a vassal, vassal state or tributary state, the dominant party is called the suzerain. The rights and obligations of a vassal are called vassalage, and the rights and obligations of a suzerain are called suzerainty.

Suzerainty differs from sovereignty in that the dominant power does not exercise centralized governance over the vassals, allowing tributary states to be technically self-ruling but enjoy only limited independence. Although the situation has existed in a number of historical empires, it is considered difficult to reconcile with 20th- or 21st-century concepts of international law, in which sovereignty is a binary concept, which either exists or does not. While a sovereign state can agree by treaty to become a protectorate of a stronger power, modern international law does not recognise any way of making this relationship compulsory on the weaker power. Suzerainty is a practical, de facto situation, rather than a legal, de jure one.

Self-rule in the context of KaNgwane

KaNgwane (Swazi: [kaˈŋɡwanɛ]) was a Bantustan in South Africa, intended by the apartheid government to be a semi-independent homeland for the Swazi people. It was called the "Swazi Territorial Authority" from 1976 to 1977. In September 1977 it was renamed KaNgwane and received a legislative assembly. After a temporary suspension of its homeland status during 1982, the legislative assembly was restored in December 1982. KaNgwane was granted nominal self-rule in August 1984. Its capital was at Louieville. It was the least populous of the ten homelands, with an estimated 183,000 inhabitants. Unlike the other homelands in South Africa, KaNgwane did not adopt a distinctive flag of its own but flew the national flag of South Africa.

An attempt to transfer parts of the homeland, along with parts of the Zulu homeland KwaZulu, to the neighbouring country of Swaziland in 1982 was never realized. This would have given land-locked Swaziland access to the sea. The deal was negotiated by the governments, but was met by popular opposition in the territory meant to be transferred. The homeland's territory had been claimed by King Sobhuza of Swaziland as part of the Swazi monarchs' traditional realm, and the South African government hoped to use the homeland as a buffer zone against guerrilla infiltration from Mozambique. South Africa responded to the failure of the transfer by temporarily suspending the autonomy of KaNgwane, then restoring it in December 1982 and granting it nominal self-rule in 1984.

Self-rule in the context of Carlisle Commission

The Carlisle Peace Commission was a group of British peace commissioners who were sent to North America in 1778 to negotiate terms with the rebellious Continental Congress during the American Revolutionary War. The commission carried an offer of self-rule, including parliamentary representation within the British Empire. The Second Continental Congress, aware that British troops were about to be withdrawn from Philadelphia, insisted on demanding full independence, which the commission was not authorised to grant.

The Peace Commission marked the first time that the British government formally agreed to negotiate with Congress. A previous informal attempt at negotiation, now known as the Staten Island Peace Conference, had taken place in 1776.
