⭐ Core Definition: Self-government

Self-governance, self-government, self-sovereignty or self-rule is the ability of a person or group to exercise all necessary functions of regulation without intervention from an external authority. It may refer to personal conduct or to any form of institution, such as family units, social groups, affinity groups, legal bodies, industry bodies, religions, and political entities of various degrees. Self-governance is closely related to various philosophical and socio-political concepts such as autonomy, independence, self-control, self-discipline, and sovereignty.

In the context of nation states, self-governance is called national sovereignty which is an important concept in international law. In the context of administrative division, a self-governing territory is called an autonomous region. Self-governance is also associated with political contexts in which a population or demographic becomes independent from colonial rule, absolute government, absolute monarchy, or any government that they perceive does not adequately represent them. It is therefore a fundamental tenet of many democracies, republics and nationalist governments. Mahatma Gandhi's term "swaraj" is a branch of this self-rule ideology. Henry David Thoreau was a major proponent of self-rule in lieu of immoral governments.

Self-government in the context of Mandate for Syria and the Lebanon

The Mandate for Syria and the Lebanon (French: Mandat pour la Syrie et le Liban; Arabic: الانتداب الفرنسي على سوريا ولبنان, romanizedal-intidāb al-faransī ʻalā sūriyā wa-lubnān, also referred to as the Levant States; 1923−1946) was a League of Nations mandate founded in the aftermath of the First World War and the partitioning of the Ottoman Empire, concerning the territories of Syria and Lebanon. The mandate system was supposed to differ from colonialism, with the governing country intended to act as a trustee until the inhabitants were considered eligible for self-government. At that point, the mandate would terminate and a sovereign state would be born.

During the two years that followed the end of the war in 1918—and in accordance with the Sykes–Picot Agreement signed by the United Kingdom and France during the war—the British held control of most of Ottoman Iraq (now Iraq) and the southern part of Ottoman Syria (now Israel, Palestine and Transjordan), while the French controlled the rest of Ottoman Syria (including Lebanon, Alexandretta, and portions of Cilicia). In the early 1920s, British and French control of these territories became formalized by the League of Nations' mandate system. And on 29 September 1923 France was assigned the League of Nations mandate of Syria, which included the territory of present-day Lebanon and Alexandretta in addition to modern Syria. The League of Nations monitored the mandates through the Permanent Mandates Commission (PMC). The PMC allowed other states to voice their thoughts on the management of the mandates, such as in economic matters.

Self-government in the context of Monarchies in the Americas

There are 12 monarchies in the Americas, being either sovereign states or self-governing territories that have a monarch as head of state. Each is a constitutional monarchy, wherein the monarch inherits his or her office according to law, usually keeping it until death or abdication, and is bound by laws and customs in the exercise of their powers. Ten of these monarchies are part of the global personal union known as the Commonwealth realms and share Charles III, who resides in the United Kingdom, as king. The other two are the Monarchy of the Netherlands which is used in states of the Dutch Caribbean, and the Monarchy of Denmark which is used in Greenland. As such, none of the monarchies in the Americas have a permanently residing monarch, though the Commonwealth realms each have a resident governor-general to represent King Charles III and perform most of his constitutional duties in his name; and a high commissioner represents the King of Denmark and the Danish government in Greenland. Additionally, each of Canada's 10 provinces functions as a subnational constituent monarchy, with the constitutional powers vested in the King exercised at the provincial level by a lieutenant governor.

Historically, some pre-Columbian societies existed under monarchical forms of government, while others had a decentralised collection of tribal regions under a hereditary chieftain. None of the contemporary monarchies, however, are descended from those pre-colonial royal systems, instead either having their historical roots in European monarchies which colonized the New World beginning in the 15th century.

Self-government in the context of Devolution in the United Kingdom

In the United Kingdom, devolution (historically called home rule) is the Parliament of the United Kingdom's statutory granting of a greater level of self-government to parts of the United Kingdom, such as to Scotland, Wales, Northern Ireland and parts of England, specifically to London and the combined authorities.

Statutory powers have been awarded to the Scottish Parliament, the Senedd (Welsh Parliament), and the Northern Ireland Assembly, with authority exercised by their associated executive bodies: the Scottish Government, Welsh Government, and Northern Ireland Executive respectively. In England, oversight powers and general responsibility have also been given to the London Assembly, which oversees the Greater London Authority and Mayor of London; and, since 2011, various mayoral combined authorities throughout England. There have been further proposals for devolution in England, including national devolution, regional devolution (such as to northern England or Cornwall) or failed proposals for regional assemblies.

Self-government in the context of Governor of South Australia

The governor of South Australia is the representative in South Australia of the monarch, currently King Charles III. The governor performs the same constitutional and ceremonial functions at the state level as does the governor-general of Australia at the national level. In accordance with the conventions of the Westminster system of parliamentary government, the governor nearly always acts solely on the advice of the head of the elected government, the premier of South Australia. Nevertheless, the governor retains the reserve powers of the Crown, and has the right to dismiss the premier. As from June 2014, Queen Elizabeth II, upon the recommendation of the premier, accorded all current, future and living former governors the title 'The Honourable' for life. The first six governors oversaw the colony from proclamation in 1836, until self-government and an elected Parliament of South Australia was granted in the year prior to the inaugural 1857 election.

The first Australian-born governor of South Australia was Major-General Sir James Harrison (appointed 1968), and most subsequent governors have been Australian-born. The first South Australian-born governor was Sir Mark Oliphant (appointed 1971), and the first Aboriginal governor was Sir Douglas Nicholls (appointed 1976).
