The Akkadian Empire (/əˈkdiən/) or kingdom of Akkad/Agade was an ancient kingdom, often thought to be the first known empire, succeeding the long-lived city-states of Sumer. Centered on the city of Akkad (/ˈækæd/ or /ˈɑːkɑːd/) and its surrounding region in modern-day Iraq, the empire united the Semitic Akkadian and Sumerian speakers under one rule and exercised significant influence across Mesopotamia, the Levant, modern-day Iran and Anatolia, sending military expeditions as far south as Dilmun and Magan (modern United Arab Emirates, Saudi Arabia, Bahrain, Kuwait, Qatar and Oman) in the Arabian Peninsula.

Established by Sargon of Akkad after defeating the Sumerian king Lugal-zage-si, it replaced the system of independent Sumero-Akkadian city-states and unified a vast region, stretching from the Mediterranean to Iran and from Anatolia to the Persian Gulf, under a centralized government. Sargon and his successors, especially his grandson Naram-Sin, expanded the empire through military conquest, administrative reforms, and cultural integration. Naram-Sin took the unprecedented step of declaring himself a living god and adopted the title "King of the Four Quarters." The Semitic Akkadian language became the empire’s lingua franca, although Sumerian (a language isolate) remained important in religion and literature. The empire was documented through inscriptions, administrative tablets, and seals, including notable sources like the Bassetki Statue. Enheduanna, Sargon’s daughter, served as high priestess and is recognized as the first known named author in history.

Sargon II (Neo-Assyrian Akkadian: 𒈗𒁺, romanized: Šarru-kīn, meaning "the faithful king" or "the legitimate king") was the king of the Neo-Assyrian Empire from 722 BC to his death in battle in 705. Probably the son of Tiglath-Pileser III (r.745–727), Sargon is generally believed to have become king after overthrowing Shalmaneser V (r.727–722), probably his brother. He is typically considered the founder of a new dynastic line, the Sargonid dynasty.

Modelling his reign on the legends of the ancient rulers Sargon of Akkad, from whom Sargon II likely took his regnal name, and Gilgamesh, Sargon aspired to conquer the known world, initiate a golden age and a new world order, and be remembered and revered by future generations. Over the course of his seventeen-year reign, Sargon substantially expanded Assyrian territory and enacted important political and military reforms. An accomplished warrior-king and military strategist, Sargon personally led his troops into battle. By the end of his reign, all of his major enemies and rivals had been either defeated or pacified. Among Sargon's greatest accomplishments were the stabilization of Assyrian control over the Levant, the weakening of the northern kingdom of Urartu, and the reconquest of Babylonia. From 717 to 707, Sargon constructed a new Assyrian capital named after himself, Dur-Sharrukin ('Fort Sargon'), which he made his official residence in 706.

He was the first Mesopotamian king known to have claimed divinity for himself, taking the title "God of Akkad", and the first to claim the title "King of the Four Quarters". Enheduanna (Sumerian: 𒂗𒃶𒌌𒀭𒈾 Enḫéduanna, also transliterated as Enheduana, En-he2-du7-an-na, or variants; fl.c. 2300 BC) was the entu (high) priestess of the moon god Nanna (Sīn) in the Sumerian city-state of Ur in the reign of her father, Sargon of Akkad (r.c. 2334 – c. 2279 BCE). She was likely appointed by her father as the leader of the religious group at Ur to cement ties between the Akkadian religion of her father and the native Sumerian religion. Enheduanna has been celebrated as the earliest known named author in world history.

A number of works in Sumerian literature, such as the Exaltation of Inanna feature her as the first-person narrator, and other works, such as the Sumerian Temple Hymns may identify her as their author. However, there is considerable debate among modern Assyriologists based on linguistic and archaeological grounds as to whether or not she actually wrote or composed any of the rediscovered works that have been attributed to her. Additionally, the only manuscripts of the works attributed to her were written by scribes in the First Babylonian Empire six centuries after she lived, written in a more recent dialect of the Sumerian language than she would have spoken. These scribes may have attributed these works to her as part of the legendary narratives of the dynasty of Sargon of Akkad in later Babylonian traditions.

Rimush (or Rimuš, 𒌷𒈬𒍑 Ri-mu-uš; died c. 2270 BC) was the second king of the Akkadian Empire. He was the son of Sargon of Akkad. He was succeeded by his brother Manishtushu, and was an uncle of Naram-Sin of Akkad. Naram-Sin posthumously deified Sargon and Manishtushi but not his uncle. His sister was Enheduana, considered the earliest known named author in world history. Little is known about his brother Shu-Enlil. There was a city, Dur-Rimuš (Fortress of Rimush), located near Tell Ishchali and Khafajah. It was known to be a cult center of the storm god Adad.

Shar-Kali-Sharri (𒀭𒊬𒂵𒉌 𒈗𒌷, Shar-ka-li-Sharri; died c. 2193 BC) reigned c. 2218–2193 BC (middle chronology) as the ruler of Akkad. In the early days of cuneiform scholarship the name was transcribed as "Shar-Gani-sharri". In the 1870s, Assyriologists thought Shar-Kali-Sharri was identical with the Sargon of Akkad, first ruler of Akkad, but this identification was recognized as mistaken in the 1910s. His name was sometimes written with the leading Dingir sign demarking deification and sometimes without it. Clearly at some point he was deified and two of his designations marked his divine status, "heroic god of Akkade", and "god of the land of Warium". He was the son and successor of Naram-Sin who deified himself during his lifetime.

King of Sumer and Akkad (Sumerian: 𒈗𒆠𒂗𒄀𒆠𒌵 lugal-ki-en-gi-ki-uri, Akkadian: šar māt Šumeri u Akkadi) was a royal title in Ancient Mesopotamia combining the titles of "King of Akkad", the ruling title held by the monarchs of the Akkadian Empire (2334–2154 BC) with the title of "King of Sumer". The title simultaneously laid a claim on the legacy and glory of the ancient empire that had been founded by Sargon of Akkad (r. 2334–2279 BC) and expressed a claim to rule the entirety of lower Mesopotamia (composed of the regions of Sumer in the south and Akkad in the north). Despite both of the titles "King of Sumer" and "King of Akkad" having been used by the Akkadian kings, the title was not introduced in its combined form until the reign of the Neo-Sumerian king Ur-Nammu (c. 2112–2095 BC), who created it in an effort to unify the southern and northern parts of lower Mesopotamia under his rule. The older Akkadian kings themselves might have been against linking Sumer and Akkad in such a way.

In later centuries of Mesopotamian history, when the major kingdoms were Assyria and Babylon, the title was mostly used by monarchs of Babylon since they ruled lower Mesopotamia. For Assyrian kings, the title became a formal assertion of authority over the city of Babylon and its surroundings; only those Assyrian rulers who actually controlled Babylon used the title and when Assyria permanently lost control of Babylon to the Neo-Babylonian Empire, the rulers of that empire began using it instead. The final king to claim to be the King of Sumer and Akkad was Cyrus the Great (r. c. 559–530 BC) of the Achaemenid Empire, who assumed several traditional Mesopotamian titles after his conquest of Babylon in 539 BC.
