The Shirvan province (Persian: ولایت شیروان, romanizedVelāyat-e Shirvān) was a province founded by the Safavid Empire on the territory of modern Azerbaijan and Russia (Dagestan) between 1501 and 1736 with its capital in the town of Shamakhi.

The province had six administrative jurisdictions; Alpa'ur, ArashShaki, Baku, Chemeshgazak—Agdash, Derbent (Darband), Quba—Qolhan, and Saliyan. The capital of Shamakhi had a separate governor, but is not mentioned by the then contemporary historians and geographers to have formed a separate administrative jurisdiction.

Salyan District (Azerbaijani: Salyan rayonu) is one of the 66 districts of Azerbaijan. Located in the east of the country, it belongs to the Shirvan-Salyan Economic Region. The district borders the districts of Bilasuvar, Sabirabad, Hajigabul, Baku, Neftchala, and the city of Shirvan. Its capital and largest city is Salyan. As of 2020, the district had a population of 139,900.
