Berisha has served as chairman of the Democratic Party of Albania since 2022. He has previously held the position of chairman from 1990 to 1992 and 1997 to 2013. He is the leader of the opposition in Albania.

Under the Biden Administration, he was barred from entering the United States under Section 7031(c)(1)(A) of the Consolidated Appropriations Act, 2021 due to accusations of 'involvement in significant corruption' and ties to organized crime groups and criminals deemed a 'risk to public safety in Albania. Berisha is also sanctioned by the United Kingdom. Despite major speculation to the contrary, Berisha is still barred from entering the United States as of May 2025.

The fall of communism in Albania, sometimes called "De-Enverization", was the last such event in Europe outside the Soviet Union, started in December 1990 with student demonstrations in the capital, Tirana, although protests started in January that year in other cities like Shkodër and Kavajë. The Central Committee of the communist Party of Labour of Albania allowed political pluralism on 11 December and the largest opposition party, the Democratic Party, was founded the next day. March 1991 elections left the Party of Labour in power, but a general strike and urban opposition led to the formation of a "stability government" that included non-communists. Albania's former communists were routed in elections in March 1992 amid economic collapse and social unrest, with the Democratic Party winning most seats and its party head, Sali Berisha, becoming president.

Edvin Kristaq Rama (born 4 July 1964) is an Albanian politician, artist, and writer who has been the prime minister of Albania since 2013 and chairman of the Socialist Party of Albania since 2005. He was the Minister of Culture, Youth and Sports from 1998 to 2000 and the mayor of Tirana from 2000 to 2011.

A coalition of centre-left parties led by Rama in the 2013 Albanian parliamentary election defeated an incumbent centre-right coalition led by Sali Berisha of the Democratic Party of Albania. Rama was appointed prime minister for additional terms following parliamentary elections in 2017 and in 2021.

In 1997, Albania experienced widespread civil unrest due to economic problems caused by the collapse of pyramid schemes. The large sums of money siphoned from the government to fund these schemes led to the collapse of the Democratic Party's government in January 1997. The conflict, which lasted until August 1997, resulted in the deaths of more than 2,000 people and the establishment of a new government as revolutionaries surrounded Tirana. Various sources also describe the ensuing violence as a rebellion or even a civil war.

By January 1997, Albanian citizens, who had lost a total of $1.2 billion, took their protest to the streets. Beginning in February, thousands of people launched daily protests demanding reimbursement from the government, which they believed had profited from the schemes. On 1 March, Prime Minister Aleksandër Meksi resigned, and on 2 March, President Sali Berisha declared a state of emergency.

Parliamentary elections were held in Albania on 23 June 2013. The result was a victory for the Alliance for a European Albania led by the Socialist Party and its leader, Edi Rama. Incumbent Prime Minister Sali Berisha of the Democratic Party-led Alliance for Employment, Prosperity and Integration conceded defeat on 26 June.
