Roman citizenship in the context of Roman people

The Roman people was the ethnicity and the body of Roman citizens(Latin: Rōmānī; Ancient Greek: Ῥωμαῖοι Rhōmaîoi) during the Roman Kingdom, the Roman Republic, and the Roman Empire. This concept underwent considerable changes throughout the long history of the Roman civilisation, as its borders expanded and contracted. Originally only including the ethnic Latins from Rome itself, Roman citizenship was extended to the rest of the Italic peoples by the 1st century BC and to nearly every subject of the Roman empire in late antiquity. At their peak, the Romans ruled large parts of Europe, the Near East, and North Africa through conquests made during the Roman Republic and the subsequent Roman Empire. Although defined primarily as a citizenship, "Roman-ness" has also and variously been described as a cultural identity, a nationality, or a multi-ethnicity that eventually encompassed a vast regional diversity.

Citizenship grants, demographic growth, and settler and military colonies rapidly increased the number of Roman citizens. The increase achieved its peak with Emperor Caracalla's AD 212 Antonine Constitution, which extended citizenship rights to all free inhabitants of the empire. Roman identity provided a larger sense of common identity and became important when distinguishing from non-Romans, such as barbarian settlers and invaders. Roman culture was far from homogeneous; though there was a common cultural idiom, one of the strengths of the Roman Empire was also its ability to incorporate traditions from other cultures, notably but not exclusively Greece.

Roman citizenship in the context of Etruscans

The Etruscans (/ɪˈtrʌskən/ ih-TRUS-kən) created a civilization in Etruria in ancient Italy, with a common language and culture, and formed a federation of city-states. After adjacent lands had been conquered, its territory covered, at its greatest extent, roughly what is now Tuscany, western Umbria and northern Lazio, as well as what are now the Po Valley, Emilia-Romagna, south-eastern Lombardy, southern Veneto and western Campania.

A large body of literature has flourished on the origins of the Etruscans, but the consensus among modern scholars is that the Etruscans were an indigenous population. The earliest evidence of a culture that is identifiably Etruscan dates from about 900 BC. This is the period of the Iron Age Villanovan culture, considered to be the earliest phase of Etruscan civilization, which itself developed from the previous late Bronze Age Proto-Villanovan culture in the same region, part of the central European Urnfield culture system. Etruscan civilization dominated Italy until it fell to the expanding Rome beginning in the late 4th century BC as a result of the Roman–Etruscan Wars; Etruscans were granted Roman citizenship in 90 BC and in 27 BC the whole Etruscan territory was incorporated into the newly established Roman Empire.

In ancient Rome, imperium was a form of authority held by a citizen to control a military or governmental entity. It is distinct from auctoritas and potestas, different and generally inferior types of power in the Roman Republic and Empire. One's imperium could be over a specific military unit, or it could be over a province or territory. Individuals given such power were referred to as curule magistrates or promagistrates. These included the curule aedile, the praetor, the consul, the magister equitum, and the dictator. In a general sense, imperium was the scope of someone's power, and could include anything, such as public office, commerce, political influence, or wealth.

Roman citizenship in the context of Caracalla

Marcus Aurelius Antoninus (born Lucius Septimius Bassianus, 4 April 188 – 8 April 217), better known by his nickname Caracalla (/ˌkærəˈkælə/; Latin: [karaˈkalːa]), was Roman emperor from 198 to 217 AD, first serving as nominal co-emperor under his father and then ruling alone after 211 AD. He was a member of the Severan dynasty, the elder son of Emperor Septimius Severus and Empress Julia Domna. Severus proclaimed Caracalla co-ruler in 198, doing the same with his other son Geta in 209. The two brothers briefly shared power after their father's death in 211, but Caracalla soon had Geta murdered by the Praetorian Guard and became sole ruler of the Roman Empire. Julia Domna had a significant share in governance, since Caracalla found administration to be mundane. His reign featured domestic instability and external invasions by the Germanic peoples.

Caracalla issued the Antonine Constitution (Latin: Constitutio Antoniniana), also known as the Edict of Caracalla, which granted Roman citizenship to all free men throughout the Roman Empire. The edict gave all the enfranchised men Caracalla's adopted praenomen and nomen: "Marcus Aurelius". Other landmarks of his reign were the construction of the Baths of Caracalla, the second-largest bathing complex in the history of Rome, the introduction of a new Roman currency named the antoninianus, a sort of double denarius, and the massacres he ordered, both in Rome and elsewhere in the empire. In 216, Caracalla began a campaign against the Parthian Empire. He did not see this campaign through to completion due to his assassination by a disaffected soldier in 217. Macrinus succeeded him as emperor three days later.

Roman citizenship in the context of Antonine Constitution

The Constitutio Antoniniana (Latin for "Constitution [or Edict] of Antoninus"), also called the Edict of Caracalla or the Antonine Constitution, was an edict issued in AD 212 by the Roman emperor Caracalla. It declared that all free men in the Roman Empire were to be given full Roman citizenship (and by extension all free women in the Empire were to be given the same rights as Roman women, such as the jus trium liberorum).

Before AD 212, full Roman citizenship was mostly only held by inhabitants of Roman Italy. Colonies of Romans established in the provinces, Romans (or their descendants) living in provinces, the inhabitants of various cities throughout the Empire, and small numbers of local nobles (such as kings of client countries) also held full citizenship. Provincials, on the other hand, were usually non-citizens, although some held the Latin rights. Veterans of the Auxilia were also granted Roman citizenship on discharge. Being a Roman citizen remained a well sought-after status until 212.

Roman citizenship in the context of Socii

The socii (English: /ˈsʃi/ SOH-shee-eye) or foederati (English: /ˌfɛdəˈrt/ FED-ə-RAY-ty) were confederates of Rome and formed one of the three legal denominations in Roman Italy (Italia) along with the core Roman citizens (Cives Romani) and the extended Latini. The Latini, who were simultaneously special confederates (Socii Latini) and semi-citizens (Cives Latini), derived their name from the Italic people of which Rome was part (the Latins) but did not coincide with the region of Latium in central Italy as they were located in colonies throughout the peninsula. This tripartite organisation lasted from the Roman expansion in Italy (509-264 BC) to the Social War (91–87 BC), when all peninsular inhabitants south of the Po river were awarded Roman citizenship.

Treaties known as foedus served as the basic template for Rome's settlement with the large array of tribes and city-states of the whole Italian peninsula. The confederacy had its origin in the foedus Cassianum ("Treaty of Cassius", 493 BC) signed by the fledgling Roman Republic with its neighbouring Latin city-states shortly after the overthrow of the Roman monarchy in 510 BC. This provided for mutual defence by the two parties on the basis of an equal contribution to the annual military levy, which was probably under Roman overall command. The terms of the treaty were probably more acceptable to the Latins than the previous type of Roman hegemony, that of the Tarquin kings, as the latter had probably required the payment of tribute and not a simple military obligation.

Roman citizenship in the context of Municipium

In ancient Rome, the Latin term municipium (pl.: municipia) referred to a town or city. Etymologically, the municipium was a social contract among municipes ('duty holders'), or citizens of the town. The duties (munera) were a communal obligation assumed by the municipes in exchange for the privileges and protections of citizenship. Every citizen was a municeps.

The distinction of municipia was not made in the Roman Kingdom; instead, the immediate neighbours of the city were invited or compelled to transfer their populations to the urban structure of Rome, where they took up residence in neighbourhoods and became Romans per se. Under the Roman Republic the practical considerations of incorporating communities into the city-state of Rome forced the Romans to devise the concept of municipium, a distinct state under the jurisdiction of Rome. It was necessary to distinguish various types of municipia and other settlements, such as the colony. In the early Roman Empire these distinctions began to disappear; for example, when Pliny the Elder served in the Roman army, the distinctions were only nominal. In the final stage of development, all citizens of all cities and towns throughout the empire were equally citizens of Rome. The municipium then simply meant municipality, the lowest level of local government.
