The word (Māori pronunciation: [ˈpaː]; often spelled pa in English) can refer to any Māori village or defensive settlement, but often refers to hillforts – fortified settlements with palisades and defensive terraces – and also to fortified villages. Pā sites occur mainly in the North Island of New Zealand, north of Lake Taupō. Over 5,000 sites have been located, photographed and examined, although few have been subject to detailed analysis. Variations similar to pā occur throughout central Polynesia, in the islands of Fiji, Tonga and the Marquesas Islands.

In Māori culture, a great pā represented the mana (prestige or power) and strategic ability of an iwi (tribe or tribal confederacy), as personified by a rangatira (chieftain). Māori built pā in various defensible locations around the territory (rohe) of an iwi to protect fertile plantation-sites and food supplies.

Iwi (Māori pronunciation: iwi]) are the largest social units in New Zealand Māori society. In Māori, iwi roughly means 'people' or 'nation', and is often translated as "tribe". The word is both singular and plural in the Māori language, and is typically pluralised as such in English.

Iwi groups trace their ancestry to the original Polynesian migrants who, according to tradition, arrived from Hawaiki. Some iwi cluster into larger groupings that are based on whakapapa (genealogical tradition) and known as waka (literally 'canoes', with reference to the original migration voyages). These super-groupings are generally symbolic rather than logistical. In pre-European times, most Māori were allied to relatively small groups in the form of hapū ('sub-tribes') and whānau ('family'). Each iwi contains a number of hapū; among the hapū of the Ngāti Whātua iwi, for example, are Te Uri-o-Hau, Te Roroa, Te Taoū, and Ngāti Whātua-o-Ōrākei. Māori use the word rohe for the territory or boundaries of iwi.

Rohe in the context of Ngāi Tahu

Ngāi Tahu, or Kāi Tahu, is the principal Māori iwi (tribe) of the South Island. Its takiwā (tribal area) is the largest in New Zealand, and extends from the White Bluffs / Te Parinui o Whiti (southeast of Blenheim), Mount Māhanga and Kahurangi Point in the north to Stewart Island / Rakiura in the south. The takiwā comprises 18 rūnanga (governance areas) corresponding to traditional settlements. According to the 2023 census an estimated 84,000 people affiliated with the Kāi Tahu iwi.

Ngāi Tahu originated in the Gisborne District of the North Island, along with Ngāti Porou and Ngāti Kahungunu, who all intermarried amongst the local Ngāti Ira. Over time, all but Ngāti Porou would migrate away from the district. Several iwi were already occupying the South Island prior to Ngāi Tahu's arrival, with Kāti Māmoe only having arrived about a century earlier from the Hastings District, and already having conquered Waitaha, who themselves were a collection of ancient groups. Other iwi that Ngāi Tahu encountered while migrating through the South Island were Ngāi Tara, Rangitāne, Ngāti Tūmatakōkiri, and Ngāti Wairangi – all of which also migrated from the North Island at varying times. During the 19th century, hundreds of thousands of Europeans – mostly British – migrated to New Zealand. After European arrival, Ngāti Toa (allied with Ngāti Tama) and Ngāti Rārua invaded Ngāi Tahu's territory with muskets. Some European settlers intermingled with native iwi populations, and today, most families who descend from Ngāi Tahu also have Ngāti Māmoe and British ancestry.

Rohe in the context of Musket Wars

The Musket Wars were a series of as many as 3,000 battles and raids fought throughout New Zealand (including the Chatham Islands) among Māori between 1806 and 1845, after Māori first obtained muskets and then engaged in an intertribal arms race in order to gain territory or seek revenge for past defeats. The battles resulted in the deaths of between 20,000 and 40,000 people and the enslavement of tens of thousands of Māori and significantly altered the rohe, or tribal territorial boundaries, before the signing of the Treaty of Waitangi in 1840. The Musket Wars reached their peak in the 1830s, with smaller conflicts between iwi continuing until the mid-1840s; some historians argue the New Zealand Wars were (commencing with the Wairau Affray in 1843 and Flagstaff War in 1845) a continuation of the Musket Wars. The increased use of muskets in intertribal warfare led to changes in the design of fortifications, which later benefited Māori when engaged in battles with colonial forces during the New Zealand Wars.

Ngāpuhi chief Hongi Hika in 1818 used newly acquired muskets to launch devastating raids from his Northland base into the Bay of Plenty, where local Māori were still relying on traditional weapons of wood and stone. In the following years he launched equally successful raids on iwi in Auckland, Thames, Waikato and Lake Rotorua, taking large numbers of his enemies as slaves, who were put to work cultivating and dressing flax to trade with Europeans for more muskets. His success prompted other iwi to procure firearms in order to mount effective methods of defence and deterrence and the spiral of violence peaked in 1832 and 1833, by which time it had spread to all parts of the country except the inland area of the North Island later known as the King Country and remote bays and valleys of Fiordland in the South Island. In 1835, the fighting went offshore as members of Ngāti Mutunga and Ngāti Tama invaded and murdered the Moriori of Rēkohu in a genocide.

Rohe in the context of Rangitāne

Rangitāne is a Māori iwi (tribe). Their rohe (territory) is in the Manawatū, Horowhenua, Wairarapa and Marlborough areas of New Zealand.

The iwi was formed as one of two divisions (aside from Muaūpoko) of the expedition team led by Whātonga, a chief from the Māhia Peninsula and father of Tara-Ika a Nohu of Te Whanganui-a-Tara fame.

Rohe in the context of Rangatira

In Māori culture, rangatira (Māori pronunciation: [ɾaŋatiɾa]) are tribal chiefs, the leaders (often hereditary)of a hapū (subtribe or clan). Ideally, rangatira were people of great practical wisdom who held authority (mana) on behalf of the tribe and maintained boundaries between a tribe's land (Māori: rohe) and that of other tribes. Changes to land-ownership laws in the 19th century, particularly the individualisation of land title, undermined the power of rangatira, as did the widespread loss of land under the Euro-settler-oriented government of the Colony of New Zealand from 1841 onwards. The concepts of rangatira and rangatiratanga (chieftainship), however, remain strong, and a return to rangatiratanga and the uplifting of Māori by the rangatiratanga system has been widely advocated for since the Māori renaissance began c. 1970. Moana Jackson, Ranginui Walker and Tipene O'Regan figure among the most notable of these advocates.

The concept of a rangatira is central to rangatiratanga—a Māori system of governance, self-determination and sovereignty.

Rohe in the context of Ngāti Whātua

Ngāti Whātua is a Māori iwi (tribe) of the lower Northland Peninsula of New Zealand's North Island. It comprises a confederation of five hapū (subtribes) interconnected both by ancestry and by association over time: Te Uri-o-Hau, Te Roroa, Te Taoū, Ngāti Whātua o Kaipara and Ngāti Whātua-o-Ōrākei. The five hapū can act together or separately as independent tribes.

Ngāti Whātua's territory or rohe is traditionally expressed as, "Tāmaki ki Maunganui i te Tai Hauauru" and "Tāmaki ki Manaia i te Rawhiti". The northern boundary is expressed as, "Manaia titiro ki Whatitiri, Whatitiri titiro ki Tutamoe, Tutamoe titiro ki Maunganui". The southern boundary is expressed as, "Te awa o Tāmaki". The area runs from Tāmaki River in the south to Maunganui Bluff (at the northern end of Aranga Beach on the west coast) in the north, and to Whangarei Harbour on the east coast. By the time of European settlement in New Zealand, Ngāti Whātua's territory was around the Kaipara Harbour and stretching south to Tāmaki Makaurau, the site of present-day Auckland.

Rohe in the context of Te Uri-o-Hau

Te Uri-o-Hau (sometimes spelt Te Uri O Hau or Te Uriohau) is a Māori iwi (tribe) based around New Zealand's Kaipara Harbour. It is both an independent iwi and a hapū (sub-tribe) of the larger Ngāti Whātua iwi, alongside Ngāti Whātua-o-Ōrākei, Te Roroa and Te Taoū. Its rohe (tribal area) includes Dargaville, Maungaturoto, Mangawhai, Kaiwaka and Wellsford.

According to the 2018 New Zealand census, about 1,314 people affiliate with the iwi. This compares to 732 in 2001, 1,074 in 2006, and 1,260 in 2013.

Ngāti Whātua Ōrākei or Ngāti Whātua-o-Ōrākei is an Auckland-based Māori hapū (sub-tribe) in New Zealand. Together with Te Uri-o-Hau, Te Roroa and Te Taoū, it comprises the iwi (tribe) of Ngāti Whātua. These four hapū can act together or separately as independent tribes. The hapū's rohe (tribal area) is mostly in Tāmaki Makaurau, the site of present-day Auckland. Ngāti Whātua Ōrākei has around 6,000 members whose collective affairs are managed by the Ngāti Whātua Ōrākei Trust.
