Reichskommissariat Ukraine in the context of "Reich Ministry for the Occupied Eastern Territories"

During World War II, the Crimean Peninsula was subject to military administration by Nazi Germany following the success of the Crimean campaign. Officially part of Generalbezirk Krym-Taurien, an administrative division of Reichskommissariat Ukraine, Crimea proper never actually became part of the Generalbezirk, and was instead subordinate to a military administration. This administration was first headed by Erich von Manstein in his capacity as commander of the 11th Army and then by Paul Ludwig Ewald von Kleist as commander of Army Group A.

German interests in Crimea were multifaceted and a matter of great sensitivity due to German–Turkish relations, with Turkey serving as the primary champion of the rights of Crimean Tatars. Basing their interests in Crimea off of the historical existence of the Crimean Goths (the last surviving Gothic peoples), German authorities sought to transform Crimea into a tourist destination, including the deportation and genocide of Crimea's non-German inhabitants. Plagued by Soviet resistance from the outset of occupation, they failed to establish order to any extent that allowed for colonisation to take place, and lost further support due to the slow pace of land reform programmes and a lack of response to Crimean Tatar nationalist sentiment.

Rivne (/ˈrɪvnə/ RIV-nə; Ukrainian: Рівне, IPA: [ˈr⁽ʲ⁾iu̯ne] ) is a city in western Ukraine. The city is the administrative center of Rivne Oblast (province), as well as the Rivne Raion (district) within the oblast. It has a population of 243,873 (2022 estimate).

In the spring of 1919, it also served as a provisional seat of the Ukrainian government throughout the ongoing war with Soviet Russia. Between World War I and World War II, the city was located in Poland as a district-level (county) seat in Wolyn Voivodeship. At the start of World War II in 1939, Rivne was occupied by the Soviet Red Army and received its current status by becoming a seat of regional government of the Rivne Oblast which was created out of the eastern portion of the voivodeship. During the German occupation of 1941–44 the city was designated as a capital of German Ukraine (Reichskommissariat Ukraine).

Erich Koch (German: [ˈɛʁɪç kɔx]; 19 June 1896 – 12 November 1986) was a Gauleiter of the Nazi Party (NSDAP) in East Prussia from 1 October 1928 until 1945. Between 1941 and 1945 he was Chief of Civil Administration (Chef der Zivilverwaltung) of Bezirk Bialystok. During this period, he was also the Reichskommissar in Reichskommissariat Ukraine from September 1941 until August 1944 and in Reichskommissariat Ostland from September 1944. After the Second World War, Koch stood trial in Poland and was convicted in 1959 of war crimes and sentenced to death. The sentence was later commuted to life in prison and Koch died of natural causes in his cell at the Barczewo prison on 12 November 1986.

Lublin District (German: Distrikt Lublin) was one of the first four Nazi districts of the General Governorate region of German-occupied Poland during World War II, along with Warsaw District, Radom District, and Kraków District. On the south and east, it initially bordered the Soviet Union. After Operation Barbarossa, it bordered Reichskommissariat Ukraine to the east and Galizien District to the south, which was also part of the General Governorate.

Reichskommissariat (English: Realm Commissariat) is a German word for a type of administrative entity headed by a government official known as a Reichskommissar (English: Realm Commissioner). Although many offices existed, primarily throughout the Imperial German and Nazi periods in a number of fields (ranging from public infrastructure and spatial planning to ethnic cleansing), it is most commonly used to refer to the quasi-colonial administrative territorial entity established by Nazi Germany in several occupied countries during World War II. While officially located outside the German Reich in a legal sense, these entities were directly controlled by their supreme civil authorities (the Reichskommissars), who ruled their territories as German governors on behalf of and as representatives of Adolf Hitler.

The introduction of these territorial administrations served a number of purposes. Those established or planned to be established in Western and Northern Europe were in general envisioned as the transitional phases for the incorporation of Germanic countries outside pre-war Germany into an expanded Nazi state. Their eastern counterparts served primarily colonialist and imperialist purposes, as sources of Lebensraum for German settlement and the exploitation of natural resources.

Khmelnytskyi Oblast (Ukrainian: Хмельницька область, romanized: Khmelnytska oblast), also known as Khmelnychchyna (Ukrainian: Хмельниччина), is an oblast (province) in western Ukraine covering portions of the historical regions of western Podolia and southern Volhynia. The administrative center of the oblast is the city of Khmelnytskyi. The current estimated population is around 1,228,829 (2022 estimate).

Created in 1937 out of border okrugs of Vinnytsia Oblast, in 1941–44 it was under Nazi Germany occupation and part of the Reichskommissariat Ukraine (Wolhynien und Podolien general district). Following the Kamenets-Podolsky pocket in spring of 1944 as part of the Proskurov-Chernovtsy operation, Soviet troops removed the German occupation in the region. Until 4 February 1954 it was called Kamianets-Podilskyi Oblast (Ukrainian: Кам'янець-Подільська область, romanized: Kamianets-Podilska oblast) and was centered in Kamianets-Podilsky until 1941. The region rebranding took place after the official renaming of the region's administrative center to Khmelnytskyi.

The Holocaust saw the systematic mass murder of Jews in the Reichskommissariat Ukraine, the General Government, the Crimean General Government and some areas which were located to the east of Reichskommissariat Ukraine (all of those areas were under the military control of Nazi Germany), in the Transnistria Governorate and Bessarabia, Northern Bukovina and the Hertsa region (all of those areas were then part of Romania, with the latter three areas being re-annexed) and Carpathian Ruthenia (then part of Hungary) during World War II. The listed areas are currently parts of Ukraine (except modern-day Transnistria).

Between 1941 and 1945, between 850,000 and 1,600,000 Jews were killed in Ukraine, which included assistance of local collaborators.

The Ukrainian Auxiliary Police (German: Ukrainische Hilfspolizei; Ukrainian: Українська допоміжна поліція, romanized: Ukrainska dopomizhna politsiia) was the official title of the local police formation (a type of hilfspolizei) set up by Nazi Germany during World War II in Eastern Galicia and Reichskommissariat Ukraine, shortly after the German occupation of the Western Ukrainian SSR in Operation Barbarossa.

The Ukrainian Auxiliary Police was created by Heinrich Himmler in mid-August 1941 and put under the control of German Ordnungspolizei within General Government. The actual Reichskommissariat Ukraine was formed officially on 20 August 1941. The uniformed force was composed in large part of the former members of the Ukrainian People's Militia created by the Banderite faction of the Organization of Ukrainian Nationalists (OUN-B) in June. There were two categories of German-controlled Ukrainian armed organisations. The first comprised mobile police units most often called Schutzmannschaft, or Schuma, organized on the battalion level and which engaged in the murder of Jews and in security warfare in most areas of Ukraine. It was subordinated directly to the German Commander of the Order Police for the area.
