Reform in the context of Akkadian Empire

The Akkadian Empire (/əˈkdiən/) or kingdom of Akkad/Agade was an ancient kingdom, often thought to be the first known empire, succeeding the long-lived city-states of Sumer. Centered on the city of Akkad (/ˈækæd/ or /ˈɑːkɑːd/) and its surrounding region in modern-day Iraq, the empire united the Semitic Akkadian and Sumerian speakers under one rule and exercised significant influence across Mesopotamia, the Levant, modern-day Iran and Anatolia, sending military expeditions as far south as Dilmun and Magan (modern United Arab Emirates, Saudi Arabia, Bahrain, Kuwait, Qatar and Oman) in the Arabian Peninsula.

Established by Sargon of Akkad after defeating the Sumerian king Lugal-zage-si, it replaced the system of independent Sumero-Akkadian city-states and unified a vast region, stretching from the Mediterranean to Iran and from Anatolia to the Persian Gulf, under a centralized government. Sargon and his successors, especially his grandson Naram-Sin, expanded the empire through military conquest, administrative reforms, and cultural integration. Naram-Sin took the unprecedented step of declaring himself a living god and adopted the title "King of the Four Quarters." The Semitic Akkadian language became the empire’s lingua franca, although Sumerian (a language isolate) remained important in religion and literature. The empire was documented through inscriptions, administrative tablets, and seals, including notable sources like the Bassetki Statue. Enheduanna, Sargon’s daughter, served as high priestess and is recognized as the first known named author in history.

Reform in the context of Progressive Era

The Progressive Era (1890s–1920s) was a period in the United States characterized by multiple social and political reform efforts. Reformers during this era, known as Progressives, sought to address issues they associated with rapid industrialization, urbanization, immigration, and political corruption, as well as the loss of competition in the market due to trusts and monopolies, and the great concentration of wealth among a very few individuals. Reformers expressed concern about slums, poverty, and labor conditions. Multiple overlapping movements pursued social, political, and economic reforms by advocating changes in governance, scientific methods, and professionalism; regulating business; protecting the natural environment; and seeking to improve urban living and working conditions.

Corrupt and undemocratic political machines and their bosses were a major target of progressive reformers. To revitalize democracy, progressives established direct primary elections, direct election of senators (rather than by state legislatures), initiatives and referendums, and women's suffrage which was promoted to advance democracy and bring the presumed moral influence of women into politics. For many progressives, prohibition of alcoholic beverages was key to eliminating corruption in politics as well as improving social conditions.

Reform in the context of Shang Yang

Shang Yang (Chinese: 商鞅; c. 390 – 338 BC), also known as Wei Yang (Chinese: 衞鞅) and originally surnamed Gongsun, was a statesman, chancellor and reformer of the State of Qin. Arguably becoming the "most famous and influential statesman of the (early) Warring States period", Gongsun was born in the Zhou vassal state of Wey, migrating to take up office in the Qin state. His policies laid the administrative, political and economic foundations that would eventually enable Qin to conquer the other six rival states, unifying China into a centralized rule for the first time in history under the Qin dynasty. Scholars consider it likely that both he and his followers contributed to The Book of Lord Shang.

Reform in the context of Reformism

Reformism is a political tendency advocating the reform of an existing system or institution – often a political or religious establishment – as opposed to its abolition and replacement via revolution.

Within the socialist movement, reformism is the view that gradual changes through existing institutions can eventually lead to fundamental changes in a society's political and economic systems. Reformism as a political tendency and hypothesis of social change grew out of opposition to revolutionary socialism, which contends that revolutionary upheaval is a necessary precondition for the structural changes necessary to transform a capitalist system into a qualitatively different socialist system. Responding to a pejorative conception of reformism as non-transformational, philosopher André Gorz conceived non-reformist reform in 1987 to prioritize human needs over capitalist needs.

A landslide victory is an election result in which the winning candidate or party achieves a decisive victory by an overwhelming margin, securing a very large majority of votes or seats far beyond the typical competitive outcome. The term became popular in the 1800s to describe a victory in which the opposition is "buried", similar to the way in which a geological landslide buries whatever is in its path. A landslide victory for one party is often accompanied by an electoral wipeout for the opposition, as the overwhelming support for the winning side inflicts a decisive loss on its rivals. What qualifies as a landslide victory can vary depending on the type of electoral system, as the term does not entail a precise, technical, or universally agreed-upon measurement. Instead, it is used informally in everyday language, making it subject to interpretation. Even within a single electoral system, there is no consensus on the exact margin that constitutes a landslide victory.

A landslide victory implies a powerful expression of popular will and a ringing endorsement by the electorate for the winner’s political platform. A landslide can be viewed by a winning candidate or party as a mandate or a tacit authorization from the public to implement their proposed policies and pursue their agenda with confidence. Emboldened by the result, the winner may undertake ambitious reforms or significant policy shifts to reflect the electorate’s desire for meaningful change. However, it can also indicate deep political polarization in an electorate or an unfair election.

Reform in the context of Radicalism (historical)

Radicalism (from French radical) was a political movement representing the leftward flank of liberalism between the late 18th and early 20th century. Certain aspects of the movement were precursors to a wide variety of modern-day movements, ranging from laissez-faire to social liberalism, social democracy, civil libertarianism, and modern progressivism. This ideology is commonly referred to as "radicalism" but is sometimes referred to as radical liberalism, or classical radicalism, to distinguish it from radical politics. Its earliest beginnings are to be found during the English Civil War with the Levellers and later the Radical Whigs.

During the 19th century in the United Kingdom, continental Europe and Latin America, the term radical came to denote a progressive liberal ideology inspired by the French Revolution. Radicalism grew prominent during the 1830s in the United Kingdom with the Chartists and in Belgium with the Revolution of 1830, then across Europe in the 1840s–1850s during the Revolutions of 1848. In contrast to the social conservatism of existing liberal politics, radicalism sought political support for a radical reform of the electoral system to widen suffrage. It was also associated with a variety of ideologies and policies, such as liberalism, left-wing politics, direct democracy, republicanism, modernism, atheism, secularism, antimilitarism, civic nationalism, abolition of titles, rationalism, casual clothing, redistribution of wealth and property, and freedom of the press.

Reform in the context of Social reformer

Reformism is a type of social movement that aims to bring a social or also a political system closer to the community's ideal. A reform movement is distinguished from more radical social movements such as revolutionary movements which reject those old ideals, in that the ideas are often grounded in liberalism, although they may be rooted in socialist (specifically, social democratic) or religious concepts. Some rely on personal transformation; others rely on small collectives, such as Mahatma Gandhi's spinning wheel and the self-sustaining village economy, as a mode of social change. Civil service reform is a deliberate action to improve the efficiency, effectiveness, professionalism, representativity and democratic character of a civil service, with a view to promoting better delivery of public goods and services, with increased accountability. Such actions can include data gathering and analysis, organizational restructuring, improving human resource management and training, enhancing pay and benefits while assuring sustainability under overall fiscal constraints, and strengthening measures for performance management, public participation, transparency, and combating corruption.

The academic literature on civil service reform has provided arguments and counterarguments clarifying how several approaches to reform affect the overall performance of the civil service. The increasing availability of empirical data allows to test the effectiveness of specific reforms in a given context. While designing effective civil service reforms is a tremendously complex task considering that the right mix of corruption control and performance improvements may vary greatly across and within countries, empirical as well as qualitative research can contribute to the body of evidence-based knowledge on civil service reforms in developing countries.
