The Public Administration of Spain is the governmental apparatus that manages the Spanish public interests.
The Constitution of 1978 declares in article 103.1 that the Public Administration serves objectively the general interests and acts in accordance with the principles of efficiency, hierarchy, decentralization, deconcentration and coordination, with full submission to the Law.

The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) is the department of the Government of Spain responsible for developing the government policy on fight against climate change, prevention of pollution, protecting the natural heritage, biodiversity, forests, sea, water and energy for a more ecological and productive social model. Likewise, it is responsible for the elaboration and development of the government policy against the country's demographic challenges (population ageing, territorial depopulation, floating population effects, etc.).
It corresponds to the MITECO the elaboration of the national legislation on waters and coasts, environment, climate change, meteorology and climatology; the direct management of the hydraulic public domain (all types of surface and groundwater), of the maritime-terrestrial public domain (territorial waters, inland waters, natural resources of the exclusive economic zone and the continental shelf, as well as beaches and coasts); the representation of the Kingdom in the international organizations corresponding to these matters; as well as the coordination of actions, cooperation and agreement in the design and application of all policies that affect the scope of competences of the regions and the other public administrations, encouraging their participation through the cooperation bodies and instruments adequate.
The General State Administration (Spanish: Administración General del Estado) is one of the Public Administrations of Spain. It is the only administration with powers throughout the national territory and it is controlled by the central government.
The Ministry of Justice (MJUS) was the department of the Government of Spain responsible for preparing and carrying out the government policy in order to bring the legal system off, specially in criminal, civil, commercial and procedural law affairs, supporting the Administration of Justice and the legal and international cooperation.
Likewise, it was responsible for processing the documents relative to grace right, titles of nobility and Grandees which resolution is given by the King and is carried out by the Council of Ministers, giving legal attendance to the State administrations and it is the communication channel of the Government with the Administration of Justice, with the General Council of the Judiciary and with the Prosecution Ministry, through the Attorney General, as well as with the governing bodies of the autonomous communities with judicial responsibilities, the Spanish Data Protection Agency and the associations of legal experts.
