In international relations, power is defined in several different ways. Material definitions of state power emphasize economic and military power. Other definitions of power emphasize the ability to structure and constitute the nature of social relations between actors. Power is an attribute of particular actors in their interactions, as well as a social process that constitutes the social identities and capacities of actors.

International relations scholars use the term polarity to describe the distribution of power in the international system. Unipolarity refers to an international system characterized by one hegemon (e.g. the United States in the post–Cold War era), bipolarity to an order with two great powers or blocs of states (e.g. the Cold War), and multipolarity refers to the presence of three or more great powers. Those states that have significant amounts of power within the international system are referred to as small powers, middle powers, regional powers, great powers, superpowers, or hegemons, although there is no commonly accepted standard for what defines a powerful state.

Power (international relations) in the context of British Empire

The British Empire comprised the dominions, colonies, protectorates, mandates, and other territories ruled or administered by the United Kingdom and its predecessor states. It began with the overseas possessions and trading posts established by England in the late 16th and early 17th centuries, and colonisation attempts by Scotland during the 17th century. At its height in the 19th and early 20th centuries, it became the largest empire in history and, for a century, was the foremost global power. By 1913, the British Empire held sway over 412 million people, 23 percent of the world population at the time, and by 1920, it covered 35.5 million km (13.7 million sq mi), 24 per cent of the Earth's total land area. As a result, its constitutional, legal, linguistic, and cultural legacy is widespread. At the peak of its power, it was described as "the empire on which the sun never sets", as the sun was always shining on at least one of its territories.

During the Age of Discovery in the 15th and 16th centuries, Portugal and Spain pioneered European exploration of the world, and in the process established large overseas empires. Motivated by the great wealth these empires generated, England, France, and the Netherlands began to establish colonies and trade networks of their own in the Americas and Asia. A series of wars in the 17th and 18th centuries with the Netherlands and France left Britain the dominant colonial power in North America. Britain became a major power in the Indian subcontinent after the East India Company's conquest of Mughal Bengal at the Battle of Plassey in 1757.

Power (international relations) in the context of Puppet state

A puppet state, puppet régime, puppet government or dummy government is a state that is de jure independent but de facto completely dependent upon an outside power and subject to its orders. Puppet states have nominal sovereignty, except that a foreign power effectively exercises control through economic or military support. By leaving a local government in existence the outside power evades all responsibility, while at the same time successfully paralysing the local government they tolerate.

Puppet states differ from allies, who choose their actions of their own initiative or in accordance with treaties they have voluntarily entered. Puppet states are forced into legally endorsing actions already taken by a foreign power.

Imperialism is the maintaining and extending of power over foreign nations, particularly through expansionism, employing both hard power (military and economic power) and soft power (diplomatic power and cultural imperialism). Imperialism focuses on establishing or maintaining hegemony and a more formal empire.

While related to the concept of colonialism, imperialism is a distinct concept that can apply to other forms of expansion and many forms of government.

A great power is a nation, state or empire that, through its economic, political and military strength, is able to exert power and influence not only over its own region of the world, but beyond to others. A great power typically possesses military, economic, and diplomatic strength that it can wield to influence the actions of middle or small powers.

In a modern context, recognized great powers first arose in Europe during the post-Napoleonic era. The formalization of the division between small powers and great powers came about with the signing of the Treaty of Chaumont in 1814.

Polarity in international relations is any of the various ways in which power is distributed within the international system. It describes the nature of the international system at any given period of time. One generally distinguishes three types of systems: unipolarity, bipolarity, and multipolarity for three or more centers of power. The type of system is completely dependent on the distribution of power and influence of states in a region or across the globe.

The Cold War period was widely understood as one of bipolarity with the USA and the USSR as the world's two superpowers, whereas the end of the Cold War led to unipolarity with the US as the world's sole superpower in the 1990s and 2000s. Scholars have debated how to characterize the current international system.

The international system is for the most part made up by small powers or small states. While a small power in the international system may never equal or surpass the effect of larger powers, they can nevertheless influence the workings of the international system together with others. The formalization of the division between small and great powers came about with the signing of the Treaty of Chaumont in 1814. Before that the assumption had been that all independent states were in theory equal regardless of actual strength and responsibilities.

According to a 2017 review study, "What scholars can agree on is that small states generally prefer multilateralism as both a path to influence and a means to restrain larger states. Studies of influential small states indicate that they are able to develop issue-specific power to make up for what they lack in aggregate structural power. Small states can, therefore, develop power disproportionate relative to their size on the few issues of utmost importance to them. In addition to prioritization, small states have successfully employed the strategies of coalition-building and image-building. Even though small state administrations lack the resources of their larger counterparts, their informality, flexibility, and the autonomy of their diplomats can prove advantageous in negotiations and within institutional settings."

Power (international relations) in the context of Superpower

Superpower describes a sovereign state or supranational union that holds a dominant position characterized by the ability to exert influence and project power on a global scale. This is done through the combined means of economic, military, technological, political, and cultural strength as well as diplomatic and soft power influence. Traditionally, superpowers are preeminent among the great powers. While a great power state is capable of exerting its influence globally, superpowers are states so influential that no significant action can be taken by the global community without first considering the positions of the superpowers on the issue.

In 1944, during World War II, the term was first applied to the British Empire, the Soviet Union, and the United States. During the Cold War, the British Empire dissolved, leaving the United States and the Soviet Union to dominate world affairs. At the end of the Cold War and the dissolution of the Soviet Union in 1991, the United States became the world's sole superpower, a position sometimes referred to as that of a "hyperpower". Since the late 2010s and into the 2020s, China has increasingly been described as an emerging superpower or even an established one, as China represents the "biggest geopolitical test of the 21st century" to the United States, as it is "the only country with enough power to jeopardize the current global order".

Power (international relations) in the context of Balance of power (international relations)

The balance of power theory in international relations suggests that states may secure their survival by preventing any one state from gaining enough military power to dominate all others. If one state becomes much stronger, the theory predicts it will take advantage of its weaker neighbors, thereby driving them to unite in a defensive coalition. Some realists maintain that a balance-of-power system is more stable than one with a dominant state, as aggression is unprofitable when there is equilibrium of power between rival coalitions.

When threatened, states may seek safety either by balancing, allying with others against the prevailing threat; or bandwagoning, aligning themselves with the threatening power. Other alliance tactics include buck passing and chain-ganging. Realists have long debated how the polarity of a system impacts the choice of tactics; however, it is generally agreed that in bipolar systems, each great power has no choice but to directly confront the other. Along with debates between realists about the prevalence of balancing in alliance patterns, other schools of international relations, such as constructivists, are also critical of the balance of power theory, disputing core realist assumptions regarding the international system and the behavior of states.
