The European Food Safety Authority (EFSA) is the agency of the European Union (EU) that provides independent scientific advice and communicates on existing and emerging risks associated with the food chain. EFSA was established in February 2002 in Parma, Italy. It had a yearly budget of €118.6 million, and a total staff of 542 as of 2021.

The work of EFSA covers all matters with a direct or indirect impact on food and feed safety, including animal health and welfare, plant protection and plant health and nutrition. EFSA supports the European Commission, the European Parliament and EU member states in taking effective and timely risk management decisions that ensure the protection of the health of European consumers and the safety of the food and feed chain. EFSA also communicates to the public in an open and transparent way on all matters within its remit.

Plant health in the context of Phytosanitary certification

Phytosanitary certification verifies phytosanitary worthiness (plant health). These certificates are used to attest that consignments meet phytosanitary import requirements and are undertaken by a National Plant Protection Organization (NPPO). Under the Agreement on the Application of Sanitary and Phytosanitary Measures and ISPM, a certificate for export or for re-export can be issued only by a public officer who is technically qualified and duly authorized by an NPPO.

A phytosanitary certificate for export is usually issued by the NPPO of the country where the plants, plant products, or regulated articles were grown or processed. Phytosanitary certificates are issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate. Phytosanitary certificates should only be issued for this purpose.

Plant health in the context of Canadian Food Inspection Agency

The Canadian Food Inspection Agency (CFIA; French: Agence canadienne d'inspection des aliments (ACIA)) is a regulatory agency that is dedicated to the safeguarding of food, plants, and animals (FPA) in Canada, thus enhancing the health and well-being of Canada's people, environment and economy. The agency is responsible to the Minister of Health.

The agency was created in April 1997 by the Canadian Food Inspection Agency Act for the purpose of consolidating the delivery of all federal food safety, animal health, and plant health regulatory programs in Canada. As such, the CFIA was established by combining and integrating the related inspection services of three separate federal government departments:
