Penza Oblast (Russian: Пе́нзенская о́бласть, romanized: Penzenskaya oblastʹ) is a federal subject of Russia (an oblast). Its administrative center is the city of Penza. As of the 2010 Census, its population was 1,266,348. It was formed in 1939 on the territory detached from neighboring Tambov Oblast.

Ulyanovsk Oblast (Russian: Ульяновская область, romanized: Ulyanovskaya oblastʹ) is a federal subject of Russia (an oblast). It is located in the Volga Federal District. Its administrative center is the city of Ulyanovsk. It has a population of 1,292,799 (2010 Census).
The area of Ulyanovsk Oblast corresponds to the former Simbirsk Governorate which formerly existed as an administrative-territorial unit (guberniya) of the Russian Empire, replacing the Simbirsk Viceroyalty from 1796 and later, Bolshevik Russia. The governorate was renamed to Ulyanovsk Governorate, in honor of Vladimir Lenin (born Ulyanov), for whom he was born in Simbirsk after his death in 1924. In 1928, Ulyanovsk became an okrug and the present day Ulyanovsk Oblast was formed in 1943 merging some parts of Kuybyshev and Penza Oblasts.

The Erzya language (эрзянь кель, eŕźań keĺ, pronounced [ˈerʲzʲanʲ ˈkʲelʲ]), also Erzian or historically Arisa, is spoken by approximately 300,000 people in the northern, eastern and north-western parts of the Republic of Mordovia and adjacent regions of Nizhny Novgorod, Chuvashia, Penza, Samara, Saratov, Orenburg, Ulyanovsk, Tatarstan and Bashkortostan in Russia. A diaspora can also be found in Armenia and Estonia, as well as in Kazakhstan and other states of Central Asia. Erzya is currently written using Cyrillic with no modifications to the variant used by the Russian language. In Mordovia, Erzya is co-official with Moksha and Russian.
The language belongs to the Mordvinic branch of the Uralic languages. Erzya is a language that is closely related to Moksha but has distinct phonetics, morphology and vocabulary.
Penza Oblast in the context of West Sumatra
West Sumatra (Indonesian: Sumatera Barat) is a province of Indonesia. It is on the west coast of the island of Sumatra and includes the Mentawai Islands off that coast. West Sumatra borders the Indian Ocean to the west, as well as the provinces of North Sumatra to the north, Riau to the northeast, Jambi to the southeast, and Bengkulu to the south. The province has an area of 42,119.54 km (16,262.45 sq mi), or about the same size as Switzerland or Penza Oblast, with a population of 5,534,472 at the 2020 census. The official estimate at mid 2024 was 5,836,160 (comprising 2,940,270 males and 2,895,880 females). The province is subdivided into twelve regencies and seven cities. It has relatively more cities than other provinces outside Java, although several of them are relatively low in population compared with cities elsewhere in Indonesia. Padang is the province's capital and largest city.
West Sumatra is home to the Minangkabau people, although the traditional Minangkabau region is actually wider than the province's boundaries, covering up to the western coast of North Sumatra, the southwestern coast of Aceh, the western region of Riau, the western region of Jambi, the northern region of Bengkulu, and Negeri Sembilan in Malaysia. Another native ethnic group is the Mentawai people, who inhabit the western islands of the same name. Islam is a predominant religion in the province, with about 97.4% of the total population.
Penza Oblast in the context of Southeastern Railway (Russia)
The Yugo-Vostochnaya Railway (Юго-Восточная железная дорога; "Southeastern Railway") is a subsidiary of the Russian Railways headquartered in Voronezh. Despite its name, the network operates the railways in the southwest of Russia. Its area of operation comprises Voronezh, Belgorod, Kursk, Ryazan, Tambov, Lipetsk, and Penza regions.
The railway route length was 3,648 kilometres (2,267 mi) in 1991, which included 257 stations and 13 locomotive yards.
