Party-list proportional representation (list-PR) is a system of proportional representation based on preregistered political parties, with each party being allocated a certain number of seats roughly proportional to their share of the vote.

In these systems, parties provide lists of candidates to be elected, or candidates may declare their affiliation with a political party (in some open-list systems). Seats are distributed by election authorities to each party, in proportion to the number of votes the party receives. Voters may cast votes for parties, as in Spain, Turkey, and Israel (closed lists); or for candidates whose vote totals are pooled together to determine the share of representation of their respective parties, as in Finland, Brazil, and the Netherlands (mixed single vote or panachage).

The House of Representatives (衆議院, Shūgiin; Japanese pronunciation: [ɕɯː.ɡʲiꜜ.iɴ, -ŋʲiꜜ-]) is the lower house of the National Diet of Japan. The House of Councillors is the upper house.The composition of the House is established by Article 41 [ja] and Article 42 [ja] of the Constitution of Japan. The House of Representatives has 465 members, elected for a four-year term. Of these, 176 members are elected from 11 multi-member constituencies by a party-list system of proportional representation, and 289 are elected from single-member constituencies.

The overall voting system used to elect the House of Representatives is a parallel system, a form of semi-proportional representation. Under a parallel system, the allocation of list seats does not take into account the outcome in the single seat constituencies. Therefore, the overall allocation of seats in the House of Representatives is not fullly proportional, to the advantage of larger parties.

The Alþingi (Icelandic: [ˈalˌθiɲcɪ]; Icelandic for 'general meeting'), anglicised as Althingi or Althing, is the supreme national parliament of Iceland. It is the oldest surviving parliament in the world. The Althing was founded in 930 at Þingvellir ('thing fields' or 'assembly fields'), about 45 kilometres (28 mi) east of what later became the country's capital, Reykjavík. After Iceland's union with Norway in 1262, the Althing lost its legislative power, which was not restored until 1904 when Iceland gained home rule from Denmark. For 641 years, the Althing did not serve as the parliament of Iceland; ultimate power rested with the Norwegian, and subsequently, Danish throne. Even after Iceland's union with Norway in 1262, the Althing still held its sessions at Þingvellir until 1800, when it was discontinued. It was restored in 1844 by royal decree and moved to Reykjavík. The restored unicameral legislature first came together in 1845 and after 1874 operated in two chambers with an additional third chamber taking on a greater role as the decades passed until 1991 when Althing became once again unicameral. The present parliament building, the Alþingishús, was built in 1881, made of hewn Icelandic stone. The unicameral parliament has 63 members, and is elected every four years based on party-list proportional representation. The current speaker of the Althing, since February 2025, is Þórunn Sveinbjarnardóttir.

The constitution of Iceland provides for six electoral constituencies with the possibility of an increase to seven. The constituency boundaries and the number of seats allocated to each constituency are fixed by legislation. No constituency can be represented by fewer than six seats. Furthermore, each party with more than 5% of the national vote is allocated seats based on its proportion of the national vote in order that the number of members in parliament for each political party should be more or less proportional to its overall electoral support. If the number of voters represented by each member of the Althing in one constituency would be less than half of the comparable ratio in another constituency, the Icelandic National Electoral Commission is tasked with altering the allocation of seats to reduce that difference.

Party-list proportional representation in the context of Semi-proportional representation

Semi-proportional representation characterizes multi-winner electoral systems which allow some representation of smaller parties or candidates, but don't reflect the strength of the competing political forces close to proportional to the votes they receive. Semi-proportional voting systems are between proportional systems like party-list proportional representation or single transferable vote and winner-take-all systems. Examples of semi-proportional systems include the single non-transferable vote, limited voting, and parallel voting.

Because there are many measures of proportionality, and because there is no objective threshold, opinions may differ on what constitutes a semi-proportional system as opposed to a non-proportional one or a fully proportional system.

Party-list proportional representation in the context of 2024 French legislative election

Legislative elections were held in France on 30 June and 7 July 2024 (and one day earlier for some voters outside of metropolitan France) to elect all 577 members of the 17th National Assembly of the Fifth French Republic. The election followed the dissolution of the National Assembly by President Emmanuel Macron, triggering a snap election after the National Rally (RN) made substantial gains and Macron's Besoin d'Europe electoral list lost a significant number of seats in the 2024 European Parliament election.

In the first round of the election, the National Rally and candidates jointly backed by Éric Ciotti of The Republicans (LR) led with 33.21% of the vote, followed by the parties of the New Popular Front (NFP) with 28.14%, the pro-Macron alliance Ensemble with 21.28%, and LR candidates with 6.57%, with an overall turnout of 66.71%, the highest since 1997. On the basis of these results, a record 306 constituencies were headed to three-way runoffs and 5 to four-way runoffs, but 134 NFP and 82 Ensemble candidates withdrew despite qualifying for the run-off in order to reduce the RN's chances of winning an absolute majority of seats.

The Parliament of Albania (Albanian: Kuvendi i Shqipërisë) or Kuvendi is the unicameral representative body of the citizens of the Republic of Albania; it is Albania's legislature. The Parliament is composed of no less than 140 members elected to a four-year term on the basis of direct, universal, periodic and equal suffrage by secret ballot. The Parliament is presided over by the Speaker, who is assisted by at least one deputy speaker. The electoral system is based on party-list proportional representation. There are 12 multi-seat constituencies, corresponding to the country's counties.

The Parliament's powers are defined by the Constitution of Albania. Among its responsibilities, it has the power to amend the borders of Albania or the Constitution, pass all laws, approve the cabinet, supervise the work of the government, declare war, decide on cessation of hostilities, adopt the state's budgets and approve the state's accounts. Other duties include calling referendums, performing elections and appointments conforming to the Constitution and applicable legislation, supervising operations of the government and other civil services responding to Parliament, granting amnesty for criminal offences and performing other duties defined by the Constitution. The Parliament also elects the President of the Republic. When the Parliament is elected, the first session shall be held no later than 20 days after the completion of elections with the President as the speaker. However, all laws passed by the Parliament are published on Fletorja Zyrtare, which is the official journal of the Government of Albania.

The House of Representatives (Dutch: Tweede Kamer der Staten-Generaal [ˈtʋeːdə ˈkaːmər dɛr ˈstaːtə(ŋ) ɣeːnəˈraːl] , literally "Second Chamber of the States General", or simply the Tweede Kamer) is the lower house of the bicameral parliament of the Netherlands, the States General, the other one being the Senate. The house is located in the Binnenhof in The Hague; it has temporarily moved to the former building of the Ministry of Foreign Affairs at Bezuidenhoutseweg 67 in The Hague while the Binnenhof is being renovated.

Party-list proportional representation in the context of Far-right politics in Ukraine

During Ukraine's post-Soviet history, the far-right has remained on the political periphery and been largely excluded from national politics since independence in 1991. Unlike most Eastern European countries which saw far-right groups become permanent fixtures in their countries' politics during the decline and the Dissolution of the Soviet Union in 1991, the national electoral support for far-right parties in Ukraine only rarely exceeded 3% of the popular vote. Far-right parties usually enjoyed just a few wins in single-mandate districts, and no far right candidate for president has ever secured more than 5 percent of the popular vote in an election. Only once in the 1994–2014 period was a radical right-wing party elected to the parliament as an independent organization within the proportional part of the voting: Svoboda in 2012. Since then far-right parties have failed to gain enough votes to attain political representation, even at the height of nationalist sentiment during and after Russia's annexation of Crimea and the Russo-Ukrainian War.

The far-right was heavily represented among the pro-Russian separatists with several past or current leaders of the republics of Donetsk and Luhansk linked to various neo-Nazi, white supremacist and ultra-nationalist groups. The importance of the far-right on both sides of the conflict declined over time. In the 2019 Ukrainian parliamentary election, the coalition of Svoboda and the other extreme-right political parties in Ukraine―National Corps, the Governmental Initiative of Yarosh, and the Right Sector―won only 2.15% of the vote combined and failed to pass the 5% threshold. As a result, no party was able to win a proportional seat. One party – the Svoboda party – was able to secure a single constituency seat.
