The Paris Peace Conference was a set of formal and informal diplomatic meetings in 1919 and 1920 after the end of World War I, in which the victorious Allies set the peace terms for the defeated Central Powers. Dominated by the leaders of Britain, France, the United States and Italy, the conference resulted in five treaties that rearranged the maps of Europe and parts of Asia, Africa and the Pacific Islands, and also imposed financial penalties. Germany, Austria-Hungary, Turkey and the other losing nations were not given a voice in the deliberations; this later gave rise to political resentments that lasted decades. The arrangements made by this conference are considered one of the greatest watersheds of 20th century geopolitical history which would lead to World War II.

The conference involved diplomats from 32 countries and nationalities. Its major decisions were the creation of the League of Nations and the five peace treaties with the defeated states. Main arrangements agreed upon in the treaties were, among others, the transition of German and Ottoman overseas possessions as "mandates" from the hands of these countries chiefly into the hands of Britain and France; the imposition of reparations upon Germany; and the drawing of new national boundaries, sometimes involving plebiscites, to reflect ethnic boundaries more closely.

Edward Hallett Carr CBE FBA (28 June 1892 – 3 November 1982) was an English historian, diplomat, journalist and international relations theorist, and an opponent of empiricism within historiography. Carr was best known for A History of Soviet Russia, a 14-volume history of the Soviet Union from 1917 to 1929, for his writings on international relations, particularly The Twenty Years' Crisis, and for his book What Is History? in which he laid out historiographical principles rejecting traditional historical methods and practices.

Educated at the Merchant Taylors' School, London, and then at Trinity College, Cambridge, Carr began his career as a diplomat in 1916; three years later, he participated at the Paris Peace Conference as a member of the British delegation. Becoming increasingly preoccupied with the study of international relations and of the Soviet Union, he resigned from the Foreign Office in 1936 to begin an academic career. From 1941 to 1946, Carr worked as an assistant editor at The Times, where he was noted for his leaders (editorials) urging a socialist system and an Anglo-Soviet alliance as the basis of a post-war order.

Northern Epirus (Greek: Βόρεια Ήπειρος, Vóreia Ípeiros; Albanian: Epiri i Veriut) is a term used for specific parts of southern Albania which were first claimed by the Kingdom of Greece in the Balkan Wars and later were associated with the Greek minority in Albania and Greece-Albania diplomatic relations in the region. First used by Greece in 1913, upon the creation of the Albanian state following the Balkan Wars, it was originally used in a political and diplomatic context rather than a clearly defined geographical one. Today, the term is used mostly by Greeks and is associated with the existence of a substantial ethnic Greek minority in the region and had acquired in the past irredentist connotations (Autonomous Republic of Northern Epirus).

With the outbreak of the First Balkan War (1912–13) and the Ottoman defeat, the Greek army entered the region and claimed it. The term started to be used by the Kingdom of Greece in 1913, upon the creation of the Albanian state following the Balkan Wars, and the area's incorporation into the latter. During this period, the Greek Army and Greece-backed irregulars used violence against local Albanians and have been accused of atrocities against civilians. In the spring of 1914, the Autonomous Republic of Northern Epirus was proclaimed by ethnic Greeks and pro-Greek parts of the population with official support by Greece and recognized by the Albanian government, though it proved short-lived as the First World War started. Greece held the area between 1914 and 1916 and unsuccessfully tried to annex it in March 1916. In 1917 Greek forces were driven from the area by Italy, in accordance with a general consensus in the Entente, and as a result Italy took over most of southern Albania and part of northwestern Greece. The Paris Peace Conference of 1919 awarded the area to Greece, however the area reverted to Albanian control in November 1921, following Greece's defeat in the Greco-Turkish War and local politics like the creation of the Albanian Autonomous Province of Korçë under French-Albanian administration. During the interwar period, Greece and Albania followed a détente while Greece officially recognized Albanian control over the region and focused more on promoting minority rights for Greek language and culture. The situation of the Greeks in Albania during this period was influenced by the fluctuations in the relations between the two countries, which was also linked with Greece's treatment of its Cham minority.

Banat, Bačka, and Baranya (Serbo-Croatian: Banat, Bačka i Baranja / Банат, Бачка и Барања) was a province of the Kingdom of Serbia and the Kingdom of Serbs, Croats, and Slovenes between November 1918 and 1922. It included the geographical regions of Banat, Bačka, and Baranya and its administrative center was Novi Sad. They were later separated from the country to become SAP Vojvodina in 1945 with the creation of Federal Yugoslavia; smaller parts of Baranya were incorporated into Croatia or ceded to Kingdom of Hungary, while a portion of Banat was ceded to Kingdom of Romania.

The Minority Treaties are treaties, League of Nations mandates, and unilateral declarations made by countries applying for membership in the League of Nations that conferred basic rights on all the inhabitants of the country without distinction of birth, nationality, language, race or religion. The country concerned had to acknowledge the clauses of the treaty as fundamental laws of state and as obligations of international concern placed under the guarantee of the League of Nations. Most of the treaties entered into force after the Paris Peace Conference.

Paris Peace Conference, 1919 in the context of Prosecution of Ottoman war criminals after World War I

After World War I, the effort to prosecute Ottoman war criminals was taken up by the Paris Peace Conference (1919) and ultimately included in the Treaty of Sèvres (1920) with the Ottoman Empire. The Ottoman government organized a series of courts martial in 1919–1920 to prosecute war criminals, but these failed on account of political pressure. The main effort by the Allied administration that occupied Constantinople fell short of establishing an international tribunal in Malta to try the so-called Malta exiles, Ottoman war criminals held as POWs by the British forces in Malta. In the end, no tribunals were held in Malta.

Taner Akçam states that protecting war criminals from prosecution became a key priority of the Turkish nationalist movement. According to European Court of Human Rights judge Giovanni Bonello the suspension of prosecutions, the repatriation and release of Turkish detainees was amongst others a result of the lack of an appropriate legal framework with supranational jurisdiction, because following World War I no international norms for regulating war crimes existed. The release of the Turkish detainees was accomplished in exchange for 22 British prisoners held by Mustafa Kemal Atatürk.

The Big Four or the Four Nations refer to the four top Allied powers of World War I and their leaders who met at the Paris Peace Conference in January 1919. The Big Four is also known as the Council of Four. It was composed of Georges Clemenceau of France, David Lloyd George of the United Kingdom, Vittorio Emanuele Orlando of Italy, and Woodrow Wilson of the United States.

Among the Big Four, only Clemenceau could speak and understand both English and French. Orlando didn't know English, while Lloyd George and Wilson didn't know French. Therefore Orlando and Wilson had no direct means of communication.

Vittorio Emanuele Orlando (Italian: [vitˈtɔːrjo emanuˈɛːle orˈlando]; 19 May 1860 – 1 December 1952) was an Italian statesman, who served as the prime minister of Italy from October 1917 to June 1919. Orlando is best known for representing Italy in the 1919 Paris Peace Conference with his foreign minister Sidney Sonnino. He was also known as "Premier of Victory" for defeating the Central Powers along with the Entente in World War I. Italy entered into World War I in 1915 with the aim of completing national unity: for this reason, it is also considered the Fourth Italian War of Independence, in a historiographical perspective that identifies in the latter the conclusion of the unification of Italy, whose military actions began during the revolutions of 1848 with the First Italian War of Independence.

He was also the provisional president of the Chamber of Deputies between 1943 and 1945, and a member of the Constituent Assembly that changed the Italian form of government into a republic. Aside from his prominent political role, Orlando was a professor of law and is known for his writings on legal and judicial issues, which number over a hundred works.

Paris Peace Conference, 1919 in the context of Hungarian Republic (1919–20)

The Hungarian Republic (Hungarian: Magyar Köztársaság) was a short-lived republic that existed between August 1919 and February 1920 in the central and western portions of the former First Hungarian Republic (controlling most of today's Hungary and parts of present-day Austria, Slovakia and Slovenia). The state was established in the aftermath of the Hungarian–Romanian War by counter-revolutionary forces who sought to return to the status quo prior to 31 October 1918.

Following this period, the Allies of World War I severely pressured the Hungarians into retreating behind post-war demarcation lines as a provision to the Paris Peace Conference of 1919, which was the Allies' attempt to establish new nation states among the former kingdom's non-Hungarian citizens, the principal beneficiaries of which were the Kingdom of Romania, the Kingdom of Serbs, Croats, and Slovenes, the Austrian Republic, and the Czechoslovak Republic. Subsequently, the Republic was transformed back into the Kingdom of Hungary, which signed the Treaty of Trianon under protest.

Paris Peace Conference, 1919 in the context of New Culture Movement

The New Culture Movement was a progressive sociopolitical movement in China during the 1910s and 1920s. Participants criticized many aspects of traditional Chinese society, in favor of new formulations of Chinese culture informed by modern ideals of mass political participation. Arising out of disillusionment with traditional Chinese culture following the failure of the Republic of China to address China's problems, it featured scholars such as Chen Duxiu, Cai Yuanpei, Chen Hengzhe, Li Dazhao, Lu Xun, Zhou Zuoren, He Dong, Qian Xuantong, Liu Bannong, Bing Xin and Hu Shih, many of whom were classically educated, who led a revolt against Confucianism. The movement was launched by the writers of New Youth magazine, where these intellectuals promoted a new society based on unconstrained individuals rather than the traditional Confucian system. In 1917, Hu Shih put forward his famous "eight principles", which advocated for abandoning ancient traditional writing methods for ones that more accurately represented vernacular speech.

The New Culture Movement was the progenitor of the May Fourth Movement. On 4 May 1919, students in Beijing aligned with the movement protested the transfer of German rights over Jiaozhou Bay to Imperial Japan rather than China at the Paris Peace Conference (the meeting setting the terms of peace at the conclusion of World War I), transforming what had been a cultural movement into a political one.
