The Organization for Security and Co-operation in Europe (OSCE) is a regional security-oriented intergovernmental organization comprising member states in Europe, North America, and Asia. Most of its 57 participating countries are in Europe, but with some members in Asia or in North America. The participating countries comprise much of the land area of the Northern Hemisphere.

The Black Ribbon Day, officially known in the European Union as the European Day of Remembrance for Victims of Stalinism and Nazism and also referred to as the Europe-wide Day of Remembrance for the victims of all totalitarian and authoritarian regimes, is an international day of remembrance for victims of totalitarianism regimes, specifically Stalinist, communist, Nazi and fascist regimes. Formally recognised by the European Union, the Organization for Security and Co-operation in Europe and some other countries, it is observed on 23 August. It symbolises the rejection of "extremism, intolerance and oppression" according to the European Union. The purpose of the Day of Remembrance is to preserve the memory of the victims of mass deportations and exterminations, while promoting democratic values to reinforce peace and stability in Europe. It is one of the two official remembrance days or observances of the European Union, alongside Europe Day. Under the name Black Ribbon Day it is an official remembrance day of Canada. The European Union has used both names alongside each other.

The remembrance day has its origins in Cold War-era protests in Western countries against the Soviet Union, which gained prominence in the years leading up to the Revolutions of 1989 and that inspired the 1989 Baltic Way, a major demonstration where two million people joined their hands to call for an end to the Soviet occupation. Canadian and other Western communities of refugees from the Soviet Union were instrumental in establishing the remembrance day in 1986. It was proposed as an official European remembrance day by Václav Havel, Joachim Gauck and a group of human rights activists and former political prisoners from Central and Eastern Europe during a conference organised by the Czech Government, and was formally designated by the European Parliament in 2008/2009 as "a Europe-wide Day of Remembrance for the victims of all authoritarian and totalitarian regimes, to be commemorated with dignity and impartiality"; it has been observed annually by the institutions of the European Union since 2009. The European Parliament's 2009 resolution on European conscience and totalitarianism, co-sponsored by the European People's Party, the Alliance of Liberals and Democrats for Europe, The Greens–European Free Alliance, and the Union for Europe of the Nations, called for its implementation in all of Europe. The establishment of 23 August as an international remembrance day for victims of totalitarianism was also supported by the 2009 Vilnius Declaration of the OSCE Parliamentary Assembly.

The consultative status is a phrase that has been in use since the establishment of the United Nations and is used within the UN community to refer to "Non-governmental organizations (NGOs) in Consultative Status with the United Nations Economic and Social Council" (see list). Also some international organizations could grant Consultative Status to NGOs (for example - Council of Europe). Organization for Security and Co-operation in Europe in the context of 2017 Turkish constitutional referendum

A constitutional referendum was held in Turkey on 16 April 2017 on whether to approve 18 proposed amendments to the Turkish constitution that were brought forward by the governing Justice and Development Party (AKP) and the Nationalist Movement Party (MHP). As a result of its approval, the office of Prime Minister was abolished and the existing parliamentary system of government was replaced with an executive presidency and a presidential system. The number of seats in Parliament was raised from 550 to 600, while, among a series of other proposals, the president was given more control over appointments to the Supreme Board of Judges and Prosecutors (HSYK). The referendum was held under a state of emergency that was declared following the failed military coup attempt in July 2016.

Early results indicated a 51–49% lead for the "Yes" vote. In an unprecedented move, the Supreme Electoral Council (YSK) allowed non-stamped ballots to be accepted as valid. Some critics of the reform decried this move to be illegal, claiming that as many as 1.5 million ballots were unstamped, and did not recognize the results. Large-scale protests erupted following the results in order to protest the YSK's decision. In subsequent reports, the Organization for Security and Co-operation in Europe (OSCE) and Parliamentary Assembly of the Council of Europe (PACE) both criticized unfairness during the campaign and declared the YSK's decision to be illegal.

Organization for Security and Co-operation in Europe in the context of Max van der Stoel

Maximilianus "Max" van der Stoel (Dutch pronunciation: [mɑks(imiliˈjaːnʏs) fɑn dər ˈstul]; 3 August 1924 – 23 April 2011) was a Dutch politician and diplomat, member of the Labour Party (PvdA) and activist who served as High Commissioner on National Minorities of the OSCE from 1 January 1993 until 1 July 2001.

Van der Stoel studied Law at the Leiden University obtaining a Master of Laws degree followed by a postgraduate education in Sociology at his alma mater obtaining a Master of Social Science degree. Van der Stoel worked as a researcher at the Wiardi Beckman Foundation from April 1953 until August 1958 and for the Labour Party party board from June 1958 until July 1965. After the Senate election of 1960 Van der Stoel was elected as a Member of the Senate on 27 September 1960 serving as a frontbencher and spokesperson for Foreign Affairs. After the election of 1963 Van der Stoel was elected as a member of the House of Representatives on 5 June 1963 and served as a frontbencher and spokesperson for Foreign Affairs. Van der Stoel was appointed as State Secretary for Foreign Affairs in the Cabinet Cals taking office on 22 July 1965. The Cabinet Cals fell just one year into its term after the Night of Schmelzer and was replaced on 22 November 1966. After the election of 1967 Van der Stoel returned to the House of House of Representatives on 23 February 1967 and again served as a frontbencher and spokesperson for Foreign Affairs. After the election of 1972 Van der Stoel was appointed as Minister of Foreign Affairs in the Cabinet Den Uyl, taking office on 11 May 1973. The Cabinet Den Uyl fell just before the end of its term. After the election of 1977 Van der Stoel returned to the House of Representatives serving from 8 June 1977 until 8 September 1977 and again from 16 January 1978 serving as a frontbencher chairing the House Committee on Foreign Affairs and spokesperson for European Affairs. After the election of 1981 Van der Stoel was appointed again as Minister of Foreign Affairs in the Cabinet Van Agt II taking office on 11 September 1981. The Cabinet Van Agt II fell just seven months into its term and was replaced with the caretaker Cabinet Van Agt III on 29 May 1982. Shortly thereafter Van der Stoel announced that he wouldn't stand for the election of 1982.

Organization for Security and Co-operation in Europe in the context of Joint Control Commission for Georgian–Ossetian Conflict Resolution

The Joint Control Commission for Georgian–Ossetian Conflict Resolution (JCC) was a peacekeeping organization, operating in South Ossetia and overseeing the joint peacekeeping forces in the region. It was disbanded on October 10, 2008.

Created in 1992 after the South Ossetian War, the Commission consisted of four members with equal representation: Georgia, North Ossetia, Russia, and South Ossetia. Georgia declared its wish to withdraw from the JCC in March 2008, demanding a new 2+2+2 formula, including the EU, the Organization for Security and Co-operation in Europe (OSCE) and the Provisional Administrative Entity of South Ossetia on the place of North Ossetia. The command of the Georgian peacekeepers was transferred from the JCC to the Georgian Defense Ministry.

Organization for Security and Co-operation in Europe in the context of Minsk agreements

The Minsk agreements were a series of international agreements which sought to end the Donbas war fought between armed Russian separatist groups and Armed Forces of Ukraine, with Russian regular forces playing a central part. After a defeat at Ilovaisk at the end of August 2014, Russia forced Ukraine to sign the first Minsk Protocol, or the Minsk I. It was drafted by the Trilateral Contact Group on Ukraine, consisting of Ukraine, Russia, and the Organization for Security and Co-operation in Europe (OSCE), with mediation by the leaders of France (François Hollande) and Germany (Angela Merkel) in the so-called Normandy Format.

After extensive talks in Minsk, Belarus, the agreement was signed on 5 September 2014 by representatives of the Trilateral Contact Group and, without recognition of their status, by the then-leaders of the self-proclaimed Donetsk People's Republic (DPR) and Luhansk People's Republic (LPR). This agreement followed multiple previous attempts to stop the fighting in the region and aimed to implement an immediate ceasefire.

Organization for Security and Co-operation in Europe in the context of Conference on Security and Co-operation in Europe

The Conference on Security and Cooperation in Europe (CSCE) was a key element of the détente process during the Cold War. Although it did not have the force of a treaty, it recognized the boundaries of postwar Europe and established a mechanism for minimizing political and military tensions between East and West and improving human rights in the Communist Bloc. The first phase was the Meeting of Foreign Ministers in Helsinki in 1973, the second negotiations held in Geneva from 1973 to 1975, and the third the Helsinki summit in 1975. The final document was signed in Helsinki, Finland on August 1, 1975, by 33 European nations, the United States and Canada. It is often called the Helsinki Agreement. In 1994, the Organisation for Security and Cooperation in Europe (OSCE) was established as a successor to CSCE.
